2007 General Elections: Prepare For The Coming Heavy "Cash" Rain

Make no mistake about it, the stakes are pretty high on the approaching general elections. What this means is that money will be poured, and we have in fact already started seeing this.

In his article I will try and identify possible cash sources that will all add up to give us the most cash-rich election campaigns in the history of Kenya.

It all starts with the incumbent President Mwai Kibaki. The reluctant politician who looked so odd distributing cash and welcoming delegations in the run up to the infamous November referendum. President Kibaki is determined to avoid at all costs the dubious lable of being the first Kenyan president to serve only one term. This means that his campaign team will stop at nothing to see their candidate safely back in State House for another 5 years. Already we are now seeing "the vultures circling in anticipation." There have been reports of the formation of a Youth for Kibaki campaign lobby group in Luo Nyanza and right in Kisumu to be more exact. There is little doubt that many other so-called lobby groups will be formed before December and their main objective will be to "harvest" some of the campaign cash that will be raining close to the president. Don't ask where the cash will come from, because you will get the sort of answer that is not palatable. Let me just say that there are friends of the president whose interests will be best served by President Kibaki going back for another 5 year term. I dare not mention the billions in Anglo Leasing cash sitting in foreign accounts… waiting.

In Kenya, we now have royal families (not just one royal family like everybody else). We have the royal Kenyatta family, the royal Moi family and more recently the royal Kibaki family. The Kenyatta family has one of their own in contention for the presidency and Uhuru in fact stands an excellent chance of emerging as the ODM-Kenya candidate if thing continue in the direction they are heading at the moment. What this means is that the massive resources of the Kenyatta family will be "poured" in the bid to ensure that a Kenyatta occupies that coveted address along State House Road once again.

There are those who argue that the Kenyatta family wealth is greater than that of the Mi family. The reasoning here is that the vast tracts of grabbed land owned by the Kenyatta family has a cash value that is hard to match. Naturally the folks who argue like this are short of some vital information. They also forget that Moi was in power for 24 years while Kenyatta was president for only 15 years (most of which he spent drifting in and out of comas, as Duncan Ndegwa kindly revealed recently in his biography). People in comas can hardly see land and opportunity to grab.

What I am driving at is that for the first time since 1992, we will see some serious Moi family cash in these elections. The main objective is to secure the future of this royal family from any possible overzealous future regimes that may want to ask too many uncomfortable questions about the source of the family "treasures."

The Kibaki royal family will not need to spend any of their own money. Being the incumbent, there will be no shortage of good folks willing to do anything to be given an opportunity to pour their cash into this campaign.

The 1997 general elections was memorable in that Kenyans saw massive amounts of cash whose source was never really traced. But rumour had it that the Americans poured in massive amounts of money into Charity Ngilu's presidential campaign. Somebody at the CIA must have dug out the Philipines file and decided that Kenya was ripe for a "Corazon Aquino" move. That is the woman president who was swept into power by a people's revolution in that country that ousted dictator Ferdinand Marcos. Of course it all happened with a little er, ..help from the CIA.

This time round, the Americans are all over the place to ensure that Al Quieda cells in Eastern Africa do not take off, let alone thrive. This is what the Americans call a priority A1 issue. Meaning that no expense will be spared to achieve the objective. Naturally the Washington will be keen to get a government that is more American-friendly than the stubborn Kibaki government has been. And for the first time they will be working closely with London (keen to recover the billions lost in government contracts during the Kibaki tenure).

I will not go into other sources of serious cash like drug money, which has surprisingly risen dramatically in these shores during the Kibaki tenure. Don't ask me why because I have no idea why.

All in all, Kenyan voters should prepare for the heavy rains ahead. Heavy rains of campaign cash.

The Biggest Mistake That Dr Robert Ouko's Killer's Made

Out of all the political assassinations that have taken place in Kenya, the Dr Robert Ouko murder is unique in many ways.

One of the major differences is the fact that it is the only one where foreign investigators were involved. And there lies the biggest mistake that the Ouko's killers made and it haunts them to this day. It is the reason why they will forever always be looking over their shoulders with lots of anxiety and fear. It is also the reason why the chairman of the Parliamentary select committee set up to investigate the murder, Gor Sunguh, has been telling close friends and associates that he still receives death threats two years after his committee's business was concluded. It matters little that the controversial select committee set up in 2003 got absolutely nowhere.

This is also the reason why those who killed Ouko (who are well known) will not retire from politics quietly but are in fact seeking to influence the outcome of the forthcoming general elections. The whole idea is to ensure that the mystery of the Ouko murder remains just that—a mystery and is never solved. And also so that light will never be shed on the subsequent murders of numerous other Kenyans and a few foreigners in direct connection to that gruesome political assassination.

One of the consequences of bringing in foreign investigators is that there is plenty of forensic evidence locked up somewhere in Britain, so that even where virtually all the possible witnesses are now dead, the forensic evidence mainly supervised by one Doctor Ian West (now deceased) is still available and waiting. Waiting for that day that will inevitably and surely come. That day that the killers dread so much…

It is instructive that those involved in the murder of Tom Mboya (some of whom are still alive today) are not as anxious as the killers of Ouko. Neither are the cold blooded Kenyans who murdered and dismembered the body of JM Kariuki so anxious and paranoid of being brought to book, at least those who are still alive and well in Kenya today. I fact these guys are very comfortable and quietly enjoying themselves far from politics.

Yet in the case of Ouko there would appear to be absolutely no reason at all to fret. After all Kenyans have forgotten about the murder of the best foreign minister the country ever produced. It is no longer in the agenda, so to speak, let alone being a priority. Still, those with the blood of Robert Ouko on their hands continue to have plenty of apprehension. Even with their vast ill-gotten wealth and resources, which ensure that they can easily go to court anywhere in the world to sue anybody who may come up with anything incriminating or pointing a finger in their direction.

The Kenya Shilling In 2007: What Kind Of Year Will She Have?

There are some very rich people who are currently purchasing the dollar like there was no tomorrow. They are all betting that the shilling will inevitably lose some major ground against the green buck towards the end of the year and closer to the general elections and they want to cash in big.

In all likelihood some of them hope to finance the last crucial leg of the general elections using the cash that they will reap from this speculation.

So are they correct in their assessments and predictions?

Their reasoning is that as politics inevitably gets pretty ugly in the final stages of the general election campaigns, dollar inflows will slow down dramatically and in many cases cease altogether, causing the shilling to lose a lot of ground and thus give them the sort of margins that will have the speculators laughing all the way to the bank.

Seems to make a lot of sense. Especially when you consider that even Kenyans repatriating dollars back home for all sorts of development projects are bound to halt things as we go through the electioneering period.

It all seems to make plenty of sense.. Except that this kind of thinking ignores two major factors. Firstly the very high probability that there will be major dollar inflows to finance the general elections, both from politicians with substantial foreign accounts and also from foreign interests seeking to quietly influence the outcome of these crucial general elections in their favor. In fact emerging evidence on the ground is that these elections will attract the kind of record spending and cash inflows that will make the 1992 general elections (where money was being distributed in cartons) look like a joke in comparison.

Naturally this sort of thing is bound to be inflationary which should put lots of pressure on the shilling.

It is definitely not a sure thing, what these speculators are banking on, but we shall have to wait and see.

New Sex Scandal Letter From Nation Media Group Posted Anonymously At Kumekucha

Despite rumours that 6 Nation Media group employees have been sacked in connection to the sex scandal open letter to the CEO posted on the Internet, yet another letter has now surfaced and this one was posted yesterday afternoon right in this blog's message area for reader's comments.

The letter writer clearly displays intimate knowledge of internal meetings and the goings on during meetings at the Nation Media group in response to the posting of the first letter on the web, which only a staff member who was present would have been aware of.

At one point they mention the editorial director breaking down in a meeting while explaining how his wife confronted him with the allegations of the sex scandal published in the Weekly Citizen that reproduced the letter published on the web. The letter says in part;

…"During the February 1 meeting, the entire floor burst into laughter when Mr Mwangi broke down when he was narrating how his wife had confronted him with a Citizen newspaper which carried a story on his sex life. Nobody sympathized with him because everybody on 3rd floor knows the truth.

The letter also reveals that Mr Wangethi Mwangi and other members of NMG's top management visited the Aga Khan in Paris as recently as between February 5th and 7th this year where to the chagrin of the letter writer or letter writers, no mention was made of the anonymous letter published on the web.

The letter goes on to emphasize that the end of February deadline given to both Wangethi Mwangi and Joseph Odindo to resign stands and that full exposure with all the details on the alleged sexual escapades of the senior management will be published on the web for the whole world to see come March 1st.

In part the letters says;

…"Our research and analysis team has completed its investigation and they have pieced together a detailed, accurate and comprehensive dossier on the sex scandals at NMG. The dossier will be made available in the Internet, the streets of Nairobi and other major towns, to the wives and children of the sex pests, the diplomatic community, religious organizations and all NMG staff."

The anonymous letter goes on to detail some of the salaries being earned by senior editors and management at NMG. Many are said to earn a whooping Kshs 400,000 monthly while others earn Kshs 500,000 to a million.

The contentious issue of university graduates reporting non-graduate bosses, is brought up again in the latest letter with what is clearly a lot of pain. The letter writer says;

…"It was also shocking to hear you and the other managers making a mockery about our degrees. Where else do we have Form Six editors in the newsroom apart from NMG? How can correspondents and reporters who are university graduates, some with first degrees and others with Masters degrees, continue reporting to Form Six drop outs? It’s the policy of NMG that reporters and correspondents should have a minimum qualification of a university degree. Why is the rule an exception to some of the editors? Mr Gitahi, you have no option but to respect our academic qualifications. Form Six and Form Four editors must leave our newsroom if you want peace."

The latest letter clearly shows that the issues within the Nation Media group editorial department are far from being resolved despite meetings to address it. And if it is true that 6 persons have been fired in connection to the letter, then this has done little to stop the dangerous hemorrhaging of sensitive information from the largest and most respected media house in East and Central Africa. And what is more this new letter on the alleged sex scandal at Nation names more names of those involved and gives a brief snippet of the exact information the writers of the letter have on the incidences alleged to have taken place.

Today is February 13th 2007. Any idea what happened exactly 17 years ago, on this day? I am sure had I not let the cat out of the bag in my headline above, you would have had no clue.

Everybody agrees that Tom Mboya's biographer, David Goldsworthy, did an excellent job with his Tom Mboya: The Man Kenya Wanted To Forget. Except that the title of that epic book which is a must read for anybody who wants to begin to understand Kenyan politics is really not factual.

This is because for all intents and purposes Tom Mboya has successfully been forgotten despite his major contributions to this country's independence struggle and politics in general. The situation is even worse for one Dr Robert John Ouko, because he doesn't even have a street anywhere in Kenya named after him.

Bob, as his close friends knew him, was no political giant like Tom Mboya or JM Kariuki. In fact he ended up being much more popular in death than he had ever managed in life.

Former cabinet Minister Elijah Mwangale (now deceased) once boldly predicted that the assassination of Dr Ouko was "a passing cloud". Little did he know that his own moment to meet his maker wasn't too far off and that some sources very close to the Ouko saga would link that death (from what was officially said to be a heart attack) to yet another assassination over the Ouko murder. His name was mentioned the day prior to his death for the first time in the Gor Sunguh parliamentary select committee hearings, which were supposed to shed light on the Ouko murder.

You see the list of people who have died to stop the truth over the Ouko murder ever coming out is rather lengthy and includes several clear cases of poisoning. For example former police commissioner Philip Kilonzo who worked hard to sell a ridiculous suicide theory to Superintendent John Troon was lured away from his beer under the pretext of viewing a cow that somebody wanted to sell to him. When he came back to his drink and sipped I briefly, witnesses say that he made a comment about the drink having some strange taste. Moments later he was dead. No investigations have ever been carried out and nobody has been brought to book over this murder to date.

There are a number of people who must re-examine their consciences on this, the 15th anniversary of Bob's death and start giving Kenyans some answers;

President Mwai Kibaki
The third president of the republic of Kenya must tell Kenyans why his so-called zero tolerance on corruption government has never ventured to issue any statement on the murder of Dr Ouko. This is actually hardly surprising because Kibaki is the same man who saw no evil and said nothing when his close friend, (Tom Mboya the man who drove all the way to Makerere in a beat-up old VW to fetch him to be Kanu's first executive officer in the early 60s) was isolated by the Kenyatta cabinet and then later murdered. So why would he bother about Ouko?

This is especially true when the chief suspects of Ouko's murder, former President Daniel Arap Moi, named by Superintend John Troon as the man who ordered the hit and his cousin, one Nicholas Kipyator Biwott, are warming up to his administration and are set to play a key role in his re-election bid.

The brave judge who headed the Kisumu based Ouko Commission of enquiry who is today the chief justice. He knows more than most people about the legal angles and technicalities of this murder. So why does he not use his good offices to bring up the case and fight for the murders to be brought to book?

Retired President Moi
One of the reasons why the mzee will not quietly go off into retirement is that he fears th ghost of Dr Ouko will come back to haunt him and his family. The truth is that Moi is fairly safe from any Goldenberg prosecution because he signed nothing. But the Ouko murder is a different kettle of fish. More so the terrible secret he does not want Kenyans to know about his character. The real reason why Ouko had to die and the reason why so many other innocent Kenyans whose only mistake was being at the wrong place at the wrong times, also had to die. It is very revealing indeed that Go Sunguh, who headed the parliamentary select committee into the Ouko murder, still routinely receives death threats.

ODM-Kenya's Mutula Kilonzo
The man seeking the blessing of wananchi for high office must first come clean over his continued role in the cover up of the Ouko murder. He should tell Kenyans why he is still Moi's lawyer to date and yet the two are said to be political enemies on different sides of the divide. He should also tell Kenyans more about the threats he has spoken and written against one woman who is probably the only person with the explosive information that is the truth behind the Ouko murder who is still alive. She lives in fear changing her address frequently, somewhere in Europe.

ODM-Kenya's Raila Odinga
Raila promised Christobel Ouko, Dr Ouko's widow that he will not rest until he brings the killers of Ouko to justice. Not only has this not happened, but it is highly unlikely that it will ever happened. The reason is that Raila got himself mixed up in the Molasses plant of which he was at one time joint owner of with Moi. In fact the deal he made with Moi when NDP merged with Kanu was that he would never pursue the issue of Ouko's murder. I, like most Kenyans deeply appreciate the leadership role that Raila has played in helping to expose the corrupt and dishonest Kibaki regime, but gentlemen we are talking about a most gruesome murder here. One that has been covered up for 15 long years and counting.

Mrs Christobel Ouko, my prayers go out to you on this sad day. I am however encouraged in the fact that the final decision maker is God who is always merciful, long suffering but always just and I believe that one day HE will cause the killers of Ouko (who still roam this country, arrogant and free and thoroughly enjoying their ill-gotten blood money) to answer for what they did that fateful day February 13th 1990.

Ministry of Finance, Kimunya's Girlfriend And Where All The Corrupt Deals Are Authorized

Take a quiet moment to really think about it and you will quickly realize that the ministry of finance is perhaps the most corrupt ministry as this is where millions of shillings is released for payment in dubious deals hatched by all other ministries and government departments.

It is also common knowledge that if the treasury 'smells a rat' in some financial dealings other ministries have got involved in, it has the authority to refuse to release the money until the matter is investigated and found to be above board. This has hardly ever happened.

It is due to this fact that finance ministers have always found themselves on the receiving end when scandals in government are unearthed just like the multi billion shilling Anglo Leasing saga that is still haunting the Kibaki administration to this day. The same is true with the Goldenberg scandal before it.

When the Narc government assumed power at the end of 2002, it was widely believed that looting of the treasury would be a thing of the past especially when one Daudi Mwiraria was appointed finance minister.

All was well at the treasury at the start when Mwiraria, a known workaholic went about cleaning the mess left behind by the Kanu regime which had, as expected, looted the treasury prior to being voted out in those elections.

It was common for the diminutive Makerere university alumni to work well into the night and in some occasions leaving the treasury at about midnight as he 'burned the midnight oil' in his bid to put back the country's finances in order.

What many did not know is the fact that as he was doing this, he also discovered that there was a way for making lots of money in a scheme hatched by Kanu and unknown to Kenyans.

The rest is history as millions and even billions of shillings was paid out to non existent companies in the Anglo Leasing scam that will probably cost Kibaki his re-election later this year.

When Mwiraria left the treasury at the height of the scandal, many thought that the new minister, one Amos Kimunya would turn around the ministry and give it a good name.

It has now emerged that Kimunya is worse than Mwiraria as he has brought in the ugly head of tribalism and nepotism to the treasury and has more often than not failed to successfully defend the fight against graft that the government claims to be waging war against.

Kimunya's shortcomings are published in the Kenya gazette number CIX-No 12 of February 9, 2007,notice number 952 where one Agnes Wanjiru has been appointed as director of Central Bank of Kenya. Who is Agnes Wanjiru?

Wanjiru is basically unknown in financial circles and according to an alternative press publication notorious for being used by politicians to settle scores against each other, Wanjiru is said to be a lover and golfing partner to the minister who is facing so much opposition at home that he may not make it back to parliament.

Two days ago, the minister was heckled and booed in his constituency when he tried to muscle the selection process of members of the Narc election committee with others getting so enraged that they climbed the table on which the minister was conducting the meeting from.

It is now rapidly becoming apparent that probably the only way to successfully tackle high-level corruption is by having someone like Ndingi Mwana'a' Nzeki appointed finance minister or better still, the incorruptible John Githongo.

Is John Githongo Working With Raila Odinga?

Langata MP Raila Odinga surprised Kenyans recently when he told a public rally that president Kibaki was at the center of the Anglo Leasing scandal and that there was no way he was going to exonerate himself from the multi billion shilling mess.

Subsequently, he said that exiled anti corruption czar, John Githongo has more dossier on the scandal which he is about to release and this time round, it will be explosive as well as earth shaking and will leave Kenyans in shock and awe.

Having fingered two cabinet ministers, and even the Vice President, the only 'earth shaking' dossier that could be next will most probably implicate President Kibaki himself or a close relative.

And the way Raila put it, it seems that he is in constant communication with the former permanent secretary for ethics and governance who was once based right inside State house.

Many Kenyans, including this writer feel that it is no coincidence that Githongo has chosen to be active this year as Kibaki marshals his forces to prepare for his re-election assault later in the year.

There is talk in high circles that Githongo will use his dossier as a weapon to hit Kibaki where it will cuase maximum damage and politically wound him to an extent that he will never see the doors of state house again.

It has conveniently been rumoured by those in ODM-Kenya that if this comes to pass, Githongo will return to the country if ODM forms the next government and he will be rewarded with a senior government position with others claiming he could be the next head of the public service and cabinet secretary. Githongo himself while answering questions from the public in a column in the Nation last Saturday made it clear that he did not see any clean people in ODM either and would therefore not work with them. The former Ethics PS was of course referring to past scandals like the Goldenberg saga.

What is clear now is that Githongo is a man who cannot be trusted with a very senior or sensitive job, by any corrupt government, if his stint at state house is anything to go by, and if it is indeed true that he has struck some sort of deal with Raila Odinga, he will probably be rewarded with a lucrative but obscure appointment for both his and the governments good.

In what now appears to be a deliberate move by the government to disenfranchise hundreds of thousands of voters from opposition zones, applicants for new identity cards and those seeking for replacements for lost ones have not been able to secure them since June last year.

The government has given the flimsy reason that this was as a result of lack of some materials used in the process, which has to be imported.

At times, one is left wondering why this government seems to treat its citizens like small children by giving them ridiculous reasons for its shortcomings on matters that are greatly inconveniencing many Kenyans especially those looking for employment and youngster's seeking travel documents to pursue further studies—never mind millions of others who will not be able to access voter cards without this vital identification dosument.

Kenya's maverick opposition politicians led by Raila Odinga read mischief on the governments part in failing to issue these documents to those who should be having them and according to the state, over 500,000 applicants are still waiting for the documents since June last year. The figure could actually be even higher.

Raila, who is probably the most popular politician in Kenya today has seen this delay by the government as a deliberate move to deny him the chance of ruling this country by disenfranchising millions of his supporters from voting in the December general elections.

The Langata MP has now added to his reforms call; no identity cards, no elections. Raila says that the opposition has the capacity to forcefully stop the polls if the government does not give its citizens the cards ahead of the elections.

However, what Raila has not envisaged is that the government can still block millions of potential voters from casting the ballot by issuing the cards after the voter registration exercise is completed. My guess is that the desperate Kibaki government will do just that to ensure millions of teenagers and youths from opposition zones don’t get to vote.

This and many other dirty tricks are part of the governments game plan to have Kibaki cling to power at whatever cost but just as I keep on saying in this blog, if Kenyans have decided that they have had enough from the man from Othaya, they will vote him out whatever dirty tricks his think tank comes up with.

Ex-Convict Leads Parents Association: The Amazing Story of Musau Ndunda

The executive secretary of the Kenya national association of parents, KNAP, Musau Ndunda has come a very long way indeed.

Starting off as a junior civil servant with the ministry of local government and working at the Masaku county council in Machakos town, the fast talking man was not curved out to work for anybody and soon resigned to venture into business.

He decided to take a shot at buying and selling goods prior to securing an auctioneering license and establishing what came to be known as Kambaland auctioneers which became one of the most popular auctioneers in eastern province for the better part of the 1990's

Success got the better of him and he started getting a feeling of invincibility not to mention greed and taking advantage of desperate people who's businesses had collapsed and were being auctioned to offset their debts.

In the early 2000, Musau got involved with a honey merchant who's business had gone under and creditors attached his pick-up track for auction by Kambaland auctioneers who promptly undertook the job but sold it for thousands of shillings more than they had actually recorded with authorities.

Ndunda was used to cases and prior to being prosecuted on this one, he had managed to win several criminal cases brought against him by hiring a good lawyer or better still, hiring a judge or magistrate in the corruption infested Machakos law courts where mere clerks are so rich that they lead flamboyant lifestyles by engaging in corrupt deals.

Alas, the fast talking businessman could not wriggle out this time round as he met an uncompromising magistrate who convicted him for fraud and sent him to Kamiti prison where he served 18 months and had his auctioneering license withdrawn.

After his release from Kamiti, Ndunda tried going back to his initial business of buying and selling goods from his shop in Machakos town but found the business too slow and left it for his wife to manage before going to Nairobi where he linked up with a few old friends and registered KNAP which surprisingly has managed to attract funding from foreign donors as he claims to be the watchdog on public education, looking after parents' interests in public schools.

Today the towering slim figure is a regular face on TV where he issues strong press statements challenging the ministry of education on various issues and criticizing the government for some of its education policies. This has endeared Ndunda with the giant Kenya national union of teachers and the Kenya union for primary school teachers.

However, just like Kambaland auctioneers, KNAP is also a one man show where Ndunda is everything and has chosen not to call for elections since he established the public entity four years ago with his friends who are also people of questionable character.

The Two Faces Of The Judiciary In Kenya, One Is Extremely Rare And An Endangered Species

Following are the schedules and operations of two magistrates in Kenya, one as straight as an arrow while the other was as crooked as the hind leg of some donkey.

Case 1

Boaz Olao is a chief magistrate who knows that he bares a lot of responsibility to the public and wakes up early to go to court where he does lots of paperwork before taking plea's by as early as 9 am.

Sometimes, he is forced to delay the plea taking as the police usually bring in the suspects late especially those to be charged with capital offences like violent robbery.

In some rare cases, the police fail to bring in suspects whose cases are up for mention and often give flimsy reasons for not availing them. Boaz castigates them for this behavior and even threatens to take up the matter with their superiors if this happens again.

After the plea's, the magistrate who aspires to be a judge one day, starts listening to cases sometimes breaking at 1.30 pm while several of his junior colleagues have already broken for lunch only to return at 2.30 pm.

His afternoon is usually filled with paperwork and writing judgments not to mention signing various legal documents presented by his clerk for urgent attention.

By the end of the day, the straight and hardworking not to mention ambitious magistrate returns home where he spends quality time with his two daughters, Barbara and Armanda who cant wait for 'daddy' to come from work.

Case 2

Naftali Masara used to be dreaded by all who know him in this small work station that is Machakos town. He usually arrived for work after 9 am with such a casual approach to the serious business of justice that one would think he was walking into the family business.

He would then menacingly summon his clerk who would quickly brief him on his day's schedule of cases being careful to prioritize on those willing to 'give something' to have their matter heard and determined as soon as possible.

In one instance, he received a Sh 500 bribe, about US$ 7 to set free a cyclist who was arrested for riding at night without lights on his bicycle.The cyclist however promised to bring an extra Sh 1,000 later on in the day but never returned.

At lunch time, Masara walks to a local butchery and orders two kilos of meat to take home and refuses to pay for it. When challenged, he says he is a magistrate and should be handled with care lest one finds himself on the wrong side of the law and behind bars for flimsy reasons.

The butcher refuses to buy his story and snatches the meat from him before Masara threatens with the line that 'they will meet one day when he will be on the wrong side of the law.' My fellow Kenyans, I kid you not.

Naftali returns to work in a foul mood and chooses to start mailing out invitations for his pre-wedding party where he has told all lawyers in town that he expects a minimum of Sh 5,000 about US$ 70 donation from each of them if they expect their 'matters to be given due attention in his court'

It is later established that Masara organizes such functions in every town that he is posted to and the fact is that he had his wedding several years ago. The funds instead go to a personal building project. The result is that he ended up with rental houses in every town he was ever posted to, courtesy of the "generous" lawyers.

In the evening, the crooked judicial officer passes by a prominent restaurant and takes tea only to pass on the bill to a lawyer who is seated nearby and to avoid embarrassing the magistrate, he accepts the bill with a smile but seethes inside with anger and frustration.

Masara was later sacked in the judicial purge three years ago and to the amazement of many, he tried to go back to his last posting, Machakos to set up a law practice. In a town where he had intimidated and threatened residents for almost ten years. He promptly closed the office after only two weeks of total and resounding failure. His whereabouts are unknown but many believe he went back to his native Kisii town.

Now Amos Kimunya Encounters Angry Constituents At His Kipipiri Constituency

Predictions to the effect that most of the current members of parliament will be shown the door come the general elections later this year seem to have been confirmed yet again yesterday when Finance Minister Amos Kimunya faced angry constituents at his Kipipiri constituency.

This latest incident comes hot in the heels of yet another one involving Kamukunji legislator Norman Nyagah who was booed, heckled and embarrassed by his angry constituents only last week during what was supposed to be a triumphant tour of development projects in the constituency.

Kimunya's problems seem to have stemed from the 9-member constituency electoral panel which a cross section of his constituents felt was unfairly formed giving the incumbent legislator a clear edge over any would-be challengers within Narc-Kenya. In fact the constituents, most of them supporters of a former MP of the area Mr Mwangi Githiomi, stormed out of the heated Narc-Kenya function. It is clear that Mr Githiomi is standing once again in this year's general elections and he intends to do so on a Narc Kenya ticket. Last time round Kimunya enjoyed the anti-Moi Narc wave that swept right across the entire country and easily enabled him to sail into parliament. One thing is certain, the same thing will not happen again this time.

Kimunya's cause will not be helped by his spirited defense of the government against corruption allegations leveled at it by former ethics PS John Githongo. In a recent TV show no doubt watched with keen interest by many of his constituents, Kimunya repeated the ridiculous government assertion that Githongo was not recognized by law as an investigator and claimed that the Kibaki government was winning the war against corruption despite this mega scandal over which no cabinet minister is yet to be prosecuted. This is apart from the victimization of mere PS's over the scandal, some of whose cases are still pending in court, the government has continued to add insult to injury by getting TV camera crews to record the Kenya Anti Corruption Commission arresting traffic policemen for receiving kshs 50 bribes for matatus and motorists. A big joke when this apparently toothless organization is consuming taxpayers funds at a very crazily high rate.

These are just some of the questions Kimunya will be hard pressed to answer when the campaigns finally kick off in earnest, closer to December this year. But perhaps the most challenging of all issues he will have to explain to the village folk will be how the economy is said to have grown at a whooping 5.8 per cent this year, and yet many of his constituents have continued to wallow in poverty.

Challenger Mwangi Githiomi promised to raise a complaint at the Narc Kenya party headquarters over the issue of contention at Kipipiri.

Interestingly, although Narc Kenya has been observing the numerous challenges facing rivals ODM-Kenya with lots of glee, it is now clear that the party seems to have even more serious problems of its' own and right at the grassroots level where many aspirants have said that the party structure clearly favors the incumbent MPs. If the usual Narc Kenya arrogance and complacency that saw them lose the referendum prevails, then chances are that the party will create a stiff challenger for itself in its' strongholds, mainly consisting of disgruntled but popular challengers who will end up not find justice within Narc Kenya.

Martha Karua Now Calls Paul Muite A Traitor

Leading government figures have now started showing their true colors as political temperatures in the country continue to rise.

Constitutional Affairs Cabinet Minister Martha Karua called Paul Muite a traitor over the weekend.

Now that in itself speaks volumes. Why would Hon Karua refer to Muite as a traitor? It is clear that what she meant was that Muite is fighting for minimum reforms and yet he belongs to the Kikuyu tribe. That is the reason why he is a traitor, in the eyes of the government that she represents.

But there was still another even more disturbing utterance that Karua made over the weekend. She said that whatever reforms that parliamentarians agree on, will have to be subjected to yet another referendum. This is a new demand by the government side and it is clear that the intention is to throw a spanner in the works and make minimum reforms even more difficult.

As we have repeatedly said in this blog, this government is bound to do everything it can possibly do to avoid any reforms before the polls. There are many reasons but the chief one is that some of the cheeky reforms being proposed by the likes of Paul Muite is that the president must garner at least 50 percent of the votes cast plus one to be declared the winner. This throws into disarray the carefully laid plans for re-election that the President's think tank has already put in place. The plan heavily leans on the massive Kikuyu vote plus the Mount Kenya region support Kibaki has always enjoyed to win a slim majority that will be enough to see Kibaki back at State House.

The government's increasing impatience with the reformists was clearly illustrated by Martha Karua's punching Muite under the belt with some snide remark about his management of the constituency development find CDF. This naturally angered Muite who feels that the Kabete constituency has one of the best-managed CDFs in the country.

Fascinatingly it seems that the new demand from the government side has been met by another new demand from the opposition side. Raila Odinga now says that unless IDs are issued to youths eligible to vote, they will make sure that there are no elections. Again it is increasingly clear that the government has all along been dragging its' feet over the ID issue claiming that materials were out of stock. In fact ID materials have now been out of stock for well over a year. This clearly points to the fact that the ID issue must have something to do with the government's well-laid and finalized re-election arithmetic.

Province With The Highest Number Of Presidential Candidates Still Chasing A Mirage

Western Province has the most presidential candidates so far. Higher than even central province which has 2. Western province currently has Musalia Mudavadi, Cyrus "YK92" Jirongo, and Musikari Kombo.

Meanwhile there are still meetings on the ground and serious efforts aimed at forging Luhya unity. This talk of Luhya unity and Western province unity has conveniently ignored the fact that the province has other tribes in significant enough numbers that are not Luhya. This includes the Saboats who are Kalenjins and of course the Luo.

It is clear that what Luhya presidential hopefuls are insisting on this Luhya unity thing because they are licking their lips over the 1.4 million Luhya votes which if cast as a block are enough to see a Luhya candidate within striking distance of the presidency. But the truth is that Luhya unity remains a tall order. To start with there are in fact 18 different dialects or sub tribes that make up the Luhya community.

Clearly calling for Luhya unity is promoting tribalism. But still it is virtually an impossible task because there is no such tribe as Luhya that exists. What we have are the 18 tribes including the Maragolis, the Bukusu, the Isukha etc who all fall under the label called Luhya which was set up for administrative purposes by the Colonial government.

Voting patterns in the past have clearly shown that all Luhya sub-tribes are very independent-minded in their thinking. For instance the Bukusu who have more in common with the Luo than any other Luhya sub-tribe (at least in their stubborn way of thinking and sticking to decisions they have made and never wavering. They also have very strong cultural practices that they refuse to abandon.) have stuck with Ford Kenya since the advent of multipartyism and have stubbornly refused to change even as the party has continuously shrunk to the extent where it is now viewed as a mainly a Bukusu tribal party. The Maragolis have mostly been with Kanu until 2002 when the anti-Moi fever finally got through to them, especially after their candidate, Musalia Mudavadi was shoved aside in favor of political novice, Uhuru Kenyatta.

Still it seems that Luhya leaders are very determined this time round to forge some sort of Luhya unity. It will be interesting to see how far they go with this impossible mirage.
