No Biometric Voter Registration, Manual Chaos

Something nasty is cooking with regard to preparations for next year's elections. It is less than five months to the landmark polls and the Ahmed Ishaak-led IEBC appears ill prepared for its principal task.
It looks like we never learned any lessons from the near-Armageddon of 2007. The preparations for the next elections is so sloppy so much so that one shudders to imagine a repeat performance that will see dead Kenyans vote and polling stations registering 150% voting.
But the problem is clervely engineered to fail spectarcular. Look no further than the very Goverment. There is more to acquisition of the biometric voter registration equipment.
First the incompetent Government agrees a deal with Canada to secure BVR. Canada then liaises with a French firm to procure the same. But the French firm is now demanding full payment before delivering a single BVR unit despite part-payment.
IEBC also exposed its incompetence when it failed to pass any tendering for BVR thanks to vested interests waiting in the wings for massive kickbacks. Well, the more things change the more they remain the same and even deteriorate.
One thing is certain, the next elections is going to be more chaotic than any other before it. And the consequences are so grim one is better off not even imagining.
Make no mistake, this is no happenstance. The real owners of Kenya need chaos to thrive and advance their selfish interests at our colective expense. And you know what, the Kenyan voter has his/her back bent already to offer them a ride.
The vested interests seconded to IEBC are on a mission to make sure the institution fails. You see, an effective IEBC will deny the power barons the ability to control and dictate matters. They won't allow that to happen. And the joke is on us. NA BADO.

Then, the Canadian Government liaises with a French company.
Any particular COMPELLING reasons for this EVIL triangle which looks like the Trans Atlantic Slave Triangle?
And, didn't we read somewhere that the Canadian Government was LOANING Kenyan CHILDREN this money?
"Finance Permanent Secretary Joseph Kinyua on Tuesday said the Canadian Commercial Corporation (CCC) is in the final stages of searching for a qualified firm that can deliver the kits to the specifications of the Independent Electoral and Boundaries Commission (IEBC) before the contract on a Sh4.6 billion concessionary LOAN can be signed.
Mr Kinyua said that the LOAN, an export agreement previously negotiated at Sh4.6 billion, may surpass Sh5 billion after the IEBC demanded additional kits for more BVR stations due to time constraints."
If it was an export loan, why is Kenyan now supposed to pay it now?

First things first, ever guessed why the large majority of abattoirs (LOL! avatars) and livestock dealers were so vehemently opposed to the introduction of the mandated electronic BoVine Registration system as well as certified weighbridges intended to replace the old fashioned over head counting that was done by two or more individuals - known as head counters aka bean counters - positioned at the main entrances to the auction or trading centers?
ReplyDeleteThe more things have changed over the last four and half decades the more they have remained the same in so many government dens, corporate enclaves, private businesses as well as homes.
Unfortuantely, the syndicated 'Kickback Industry' - thanks to one group of initiators who still remain operative in our midst - is the cash cow, golden goose and illicit financial lifeline among rank and file within the civil service and private sector, both of which are riddled with gross incompetence, systemic corruption, nepotism and cronyism.
No wonder there is such a cronic hyena size appetite for kickbacks and the zest for corruption, the kind of which led to the questionable importation of the very expensive police helicopter that ended up crashing in Ngong Forest and kiling all the occupants.
There are some pockets within the general population who shudder to think of how kickbacks that have taken place including those that continue to take place have led to illegal importation of counterfeit medicines, medical equipment, vehicle spare parts, computers, countless of other electronics, clothings, shoes, beverages, et cetera.
Worst of all, tainted foodstuffs such cereals, sugar, flour, cooking oils, spices, soft drinks, canned food products, additives, et al that have very high levels of BPA plus so many other unknown dangerous chemicals and substances.
For instance, countries like China, India, Pakistani, Bangladesh and even Nigeria have some small time factories, food packaging industries and counterdfeiting plants located in places that are twenty-times worse than their equivalent of slums like Kibera, Mathare, et al.
Yet uncruplous merchants and their middle men from these countries are allowed to export the unchecked and uncertified merchanise, canned foods and other processed products to Kenya with the help of economic hit men, devious of senior government officials, customs officials, import agents in Kenya, hyena business men and vulture business women who do not care at all about the safety concerns and repurcussions among unsuspecting consumers who have developed a taste for cheap import deals.
Lest we, the people, forget that kickbacks are worse than hundred grenades thrown at the general public and law enforcement.
Because the only difference between the the deadly damage caused by the two, is that the residual damage, irreversible harm, other bodily injuries, severe health related complications, multiple deaths, et cetera, caused by the latter - counterfeits and substandard imports - take months and even years to be noticed by a keen eye.
The Kickback Industry is more deadly than the dreded drug industry, and unfortunately, the landmark polls may just end up being part of the collateral damage thanks to IEBC and the wishy washy leadership of one in the person of Ahmed Ishaak.
The IEBC had all the time in the world and what now seems to wasted millions of shillings that they wanted in order to get ready for the looming 2013 general elctions.
And they will have no one to blame but their sorry ______ [selves].
Kenya should convict four or five prominent IEBC officials if they end up botching the procurement of the BVR as well as for any consequences that may occur due to disruptions of the 2013 general elctions any any failure on their part.
ReplyDeleteHigh time Kenya followed Italy's example where seven eminent earthquake experts were convicted for failing to warn of the looming quake, and sentenced to six years on manslaughter changes in connection with 2009 earthquake in the city of L'Aquila.
Kenya has yet convict any single government official, especially several senior NSIS officials for failing to warn the public about the impending 2007 and 2008 post election violence and the countless deaths, maiming and wanton destruction of property in all of the affected reguions.
Including senior regular police officers, senior CID and GSU officers, senior adminstration police officers, district officers, district and provincial commissioners who let the country and its citizens down during one of the darkest hour in our nation's sordid history.
All senior IEBC officials should be put on notice because they approved the plan, they are responsible for it, and the buck stops with them. PERIOD!

While many of us celebrate the sealed deal regarding the eagerly awaited acquisition of 15,000 BVR kits, there are some in our midst who are asking themselves whether the establishment of the IEBC and consequent holding of a very very expensive general elections in 2013 will bring political, economic, and social equity into the hands of ordinary Kenyans?
ReplyDeleteAnd would the acquisition of the 15,000 BVR kits make any difference to the small man or woman in the village and county after April of 2013?
Further, will the election of a president from our respective ethnicities bring about the overdue regional development, employment, safety and sustainable commercial activity in our ethnic enclaves?
Meanwhile, there are those of us who are busy gloating over one of Mutahi Ngunyi's latest articles while forgetting one obvious thorny fact that the earnest advise was intended or rather addressed to all ethnicities of Kenya.
Including tribal political chauvinists, henchmen, elites (tribal athomi) chauvinistic foot soldiers (ahoi) and their closeted slithering supporters from all walks of life.
Nyani haoni kundule sounds so cliché, however, all ahoi and athomi regardless of their ethnic background, regional ties or political affiliations have one - thanks to good old Mother Nature - and uses it every day without ever getting the rare opportunity to disern it visually.
We, the people us, from all ethnicities, have a choice to put aside our usual nyani political modi operandi and focus on the fact that our combined enemies are the same old crooked leaders, who have always engaged in the same old crooked political styles and same old crooked politics of deviding and dominanting the citizenry.
The citizenry and the electorate are what many crooked politicians as well as tribal political chauvinists have come to consider as ignorant masses - ethnic pawns - under the Kenyan skies for the last four and haly decades.
The 2013 General Election will be a very critical moment for the whole nation, where the Kenyan people and especially the electorate will be called upon to decide whether they intend to swim forward as an inclusive and better nation or sink into the seemingly bottomless chasm of ethnic negativity in the next five to ten years - 2013-2022 - and beyond.
We, the people, are responsible for instituting fundamentals for the next seven generations of Kenyans.

Look, there is nothing about 2013 OPIUM SESSION to warrant any discussion. Listen, lest you have forgotten the LESSONS of history.
In 1982, when Sir Charles Njonjo, the Duke of Kabeteshire, was moving the ONE PARTY RULE constitutional amendments in the Parliament of FOOLS, we add, SECONDED by Mwai Kibaki, said this:
"WE KENYANS are HAPPY we are making the change here in the house [OF FOOLS] because Kenya BELIEVES IN DEMOCRACY.
Where in Africa is an election held every five years? Nowhere."
So, we had OPIUM SESSIONS since 1960's and so, there is nothing about 2013 OPIUM SESSION.
It is only an issues to people who suffer from COLLECTIVE HALLUCINATIONS and AMNESIA!
Anyway, since Kenyans know very much, INCLUDING how to INCREASE their TAX BILL by over KES 130 BILLION by expanding their Government ROBBERS in the name of REFORMS, as we are reading here:

The taxman will have a Sh20 billion WAR - CHEST in the next fiscal year if Parliament approves the Finance Bill 2012 which contains the proposed allocation.
“For this we will give you all you want: if you want HIGHER COMMISSION, if you want more STAFF, if you want MORE BONUSES we will give you,” Mr Githae told KRA after he announced the new target."

The next time I read a blog, I hope that it doesnt disappoint me as much as this one. I mean, I know it was my choice to read, but I actually thought youd have something interesting to say. All I hear is a bunch of whining about something that you could fix if you werent too busy looking for attention.
