FULL TEXT OF COALITION AGREEMENT

ACTING TOGETHER FOR KENYA: AGREEMENT ON THE PRINCIPLES OF PARTNERSHIP OF THE COALITION GOVERNMENT.

Preamble:
The crisis triggered by the 2007 disputed presidential election has brought to the surface deep-seated and long-standing divisions within Kenyan society. If left unaddressed, these divisions threaten the very existence of Kenya as a unified country. The Kenyan people are now looking to their leaders to ensure that their country will not be lost.

Given the current situation, neither side can realistically govern the country without the other. There must be real power-sharing to move the country forward and begin the healing and reconciliation process.
With this agreement, we are stepping forward together, as political leaders, to overcome the current crisis and to set the country on a new path. As partners in a coalition government, we commit ourselves to work together in good faith as true partners, through constant consultation and willingness to compromise.

This agreement is designed to create an environment conducive to such a partnership and to build mutual trust and confidence. It is not about creating positions that reward individuals. It seeks to enable Kenya’s political leaders to look beyond partisan considerations with a view to promoting the greater interests of the nation as a whole. It provides the means to implement a coherent and far-reaching reform agenda, to address the fundamental root causes of recurrent conflict, and to create a better, more secure, more prosperous Kenya for all.To resolve the political crisis, and in the spirit of coalition and partnership, we have agreed to enact the National Accord and Reconciliation Act 2008, whose provisions have been agreed upon in their entirety by the parties hereto and a draft copy is appended hereto.

Its key points are:
* There will be a Prime Minister of the Government of Kenya, with authority to coordinate and supervise the execution of the functions and affairs of the Government of Kenya.

* The Prime Minister will be an elected member of the National Assembly and the parliamentary leader of the largest party in the National Assembly, or of a coalition, if the largest party does not command a majority.

* Each member of the coalition shall nominate one person from the National Assembly to be appointed a Deputy Prime Minister.

* The Cabinet will consist of the President, the Vice-President, the Prime Minister, the two Deputy Prime Ministers and the other Ministers. The removal of any Minister of the coalition will be subject to consultation and concurrence in writing by the leaders.

* The Prime Minister and Deputy Prime Ministers can only be removed if the National Assembly passes a motion of no confidence with a majority vote.

* The composition of the coalition government will at all times take into account the principle of portfolio balance and will reflect their relative parliamentary strength.

* The coalition will be dissolved if the Tenth Parliament is dissolved; or if the parties agree in writing; or if one coalition partner withdraws from the coalition.

* The National Accord and Reconciliation Act shall be entrenched in the Constitution.Having agreed on the critical issues above, we will now take this process to Parliament. It will be convened at the earliest moment to enact these agreements. This will be in the form of an Act of Parliament and the necessary amendment to the Constitution.

We believe by these steps we can together in the spirit of partnership bring peace and prosperity back to the people of Kenya who so richly deserve it.

This was too scary for Kibaki and he had to give in. Thanks for Bush and Kagame for their stands. Whichever way, we would have benefitted, ut it would have been more profitable if they came in and divided it as planned.

US President George W. Bush (R) whispered to the President of Rwanda, Paul Kagame as they walked to the motorcade on his arrival at Kigali International Airport in Rwanda on February 19. Bush was on his third day of Africa tour that took him to Benin , Tanzania , Rwanda , Ghana and Liberia . His tour focused on development, fighting HIV/AIDS and malaria.

Military projection on Kenya is at hand! Strategy and logistics are in force!
The battle to save the Great Lake region from collapsing under the corrupt Mt Kenya Mafia’s illegitimate Kibaki government rule, is taking a new twist and Kofi Annan will soon call it quits as the military option takes natural cause.

The main battle will be to have Kenya divided into Jimbos whereas the Coastal Jimbo will be under the US and British Marines units to guard the main port of entry from the looming economic and humanitarian crisis being felt in DRC, Rwanda, Burundi, Uganda Northern Tanzania and Sudan.

While Western Kenya ( Rift Valley, Western, Nyanza ) Jimbos shall be manned by a UN peacekeeping force under the command of Rt UN Major Gen. Opande together with experienced contigents of the Kenyan military UN peacekeeping veterans still in service who worked with him in Liberia/Kosovo/Angola.

The regional leaders have agreed to have Major General Paul Kagame supervise the military action if the talks fails, while all the immediate neighbors ( Tanzania and Uganda ) will provide security escort to all the goods from Mombasa to the Great Lake region countries.

The enforcement of a sanction against Kenya will force Kibaki and his cronies, Kalonzo included, to accept Bomas Draft or face full wrath similar to what the late Saddam of Iraq was subjected to.

It is now advisable that all other community who are pro-ODM-Majimbo government to immediately find the way to their ancestral land following the major onslaught genocide being planed by the Mungiki militias who now make up 70% of Police/GSU force. Their will be no guarantee for their security in Central Province , the only safe haven is in ancestral homes.

Mr Kalonzo is campaigning to undo the said plan by persuading the international community to have them have Kibaki step down for him to lead the country in order to avert chaos, the proposal which has been rejected and dismissed as selfishness, because it is Raila and ODM who have been mandated by Kenyans to lead. Therefore, Mr Kalonzo is being described as one who lacks intelligence and is corrupt. Mr Kalonzo is a traitor and is now working around the clock to betray Kibaki and the Mt Kenya Mafia internationally.

This move is in the last stages and will be implemented immediately when the Kofi Annan mediation fails next week. (unedited)

So where does Kibaki lose any power at all if any. Kalonzo Musyoka will be the VP and all other ministers will remain. ODM will only have to foward names to fill the remaining cabionet posts. That is, NO SHARING CABINET POSTS ON PROPOTIONAL BASIS!

So, who is the winner? Mwai Kibaki. The only change that will be there will be the PM and the two DPMs to be appointed by the parties involved.

So, NO PM post for Ruto and no Foreign Affairs Ministryt for Sally Kosgei and No Constitutional Affiras docket for Jim Orengo. Nyngo might be luck to have the Planning Post, but now the war will start within the ODM ranks.

Kibaki is the one to decide the number of cabinet posts. After all, the CORE MINISTRIES are still with him and he is the same man who will SIGN the ACT, after it goes through parliamnet. Two-thirds of the parliamentarians jamaa.

Derek, dear Derek, your short-sightedness blurs all reason within you. Watch, see or stare and learn, the art of politics. The question you should have asked, is whether the coalition between PNU/ODM-K/KANU will stand this test of time. Naivete, what a pity, you always have to think two steps ahead Derek, it called being proactive rather than being reactive (Read-PNU creation, violence will subside after two weeks, back to business as usual), pun intended.

Raila is a classic politician. I mean you have to give it up for this guy.

I don't want to engage in the politics of sijui kibaki rigged, raila rigged, etc. No, I want to look at the future and obviuosly, kibaki will not vie for the presidency again, so let's look to the future.Kibaki will finsih his 5 terms , then what.

The reason I say that Raila is a classic politician is that he checkmated his strongest political rival.

William Ruto.
Had Raila been declared winner, Raila's first agenda would have been to pacify this guy, forget all those election pleadges he made.

RUTO still harbors presidential ambitions, Raila must know that, and RUTO Is young and fabulosuly wealthy, thus time is on his hands.

Raila is also aware that ruto could have pulled a stunt like what raila did to kibaki and be a pain in the ass.

But since this new agreement was reached, Raila will only bring one guy from ODM to be deputy PM.
i KNOW KIBAKI'S Gava wants to deal with RUTO decisively and Raila would not mind kibaki doing his work on his behalf.

I also noticed that during this signing, there was no mention or sighting of RUTO. All the other mediation team members were there kina Orengo, but Ruto was not.

Ruto is not naive, he's no fool, quite smart actually, only that he uses his strengths for the wrong reasons. H emust have smelled the coffee.

already, i hear Kales in kericho are calling Raila a traitor....go figure, they thought they'd have their majimbo. shock is on them.

People need to understand that raila is a politician, yaani he bedns both ways, whatever suits him.

I am not doubting anything you people are saying. I have just analysed the Koffi/Kibaki/Raila document and I have my personal misgivings about it.

As it stands, things will be pear-shaped on the ODM/CCU/NAK side. Kibaki's presidential election party PNU went into a well-dcumented amalgam with Kanu/DP. Safina/Ford-People. It is no secret to that extent.

ODM-K/PNU went into an agreement after the election and with this ODM-K bagged the VP's post which shall remain. Kibaki appointed Kanu MPs on the basis of the alleagiance they had before election. That one settles the whole matter. That is how it will stand.

You do not have to think of Kanu as different entity from PNU and they were in the forefront of the election bid.

At the same time, Kalonzo Musyoka remains the VP and the government leader of business whilst Raila Odinga will head the legislative business wing of the government.

The powers of administration remain perched with the president's office. In any case, Kalonzo is Kibaki's deputy, whether with this agreement or not.

Watch the space and ask the doomsayers to give us another version of doubting Judases versions and lies we have read about Kibaki not being committed to the deal.

The only thing that have changed and ODM managed to get is that THE LEADER OF THE PARTY WITH THE MOST SEATS WILL BE PM. Count that one LUCKY and VERY LUCKY. And pray five times like a Muslim that it was not open. It could have washed down a political career!!!

When it comes to the remaing 6/7 cabinet posts, who will be rewarded on the ODM side? Balala, Kosgei, Mudavadi, Ruto, Ole Ntimama, Magara, and who else. Where will the Bukusu and the larger Kakamega be? What about the rest of Kisii land, the larger Coast and the massive Rift Valley. Balaa safari hii!!!

Hey, folks, let us not argue on whether Kibaki lost anything or Raila gained anything. This coalition is about Kenyans (read brothers and sisters of one family) who want to live better, more peaceful lives and take care of their younger and vulnerable siblings. The older two brothers have been squabbling about who is the first born. Now they have realised that what is important is how to keep the family name, not who the first born is. They have realised that they need one another to make the family stable, peaceful and at harmony with itself. Any powers any of them has will be used for the good of the family and not for individual/selfish aggrandizement. You and I are members of this family. What suggestions do you have on how we can all make this family a better place to be? Please let us now stop about Kibaki and Raila, and let us talk about the Kenya we want. Please.

Man! Even after Kibaki gives in, I read hungry posts here. This must have been such a mighty battle. It will never get any better than this. I even read some posts that Raila doesn’t trust Ruto because he is still eyeing the presidency and I was dumbfounded with whoever post it. I mean can’t somebody notice that if this agreement is fully implemented, next elections would be a battle for two posts (Prime minister and President)? Who said that Ruto will want the Presidents position instead of Prime minister?

Ladies and Gentlemen, a cabinet will necessitate the majimbo idea. You feel me? Go ahead and charge now who actually lost. Just do it and get more confused.

The juggling process will begin but I have a big notion that Raila will do his best to check Ruto. He will reward him but will be cautiously watching him. Remember also that "the friend of my enemy is my friend". Let's see how Ruto, Martha Karua and Michuki do in the next 5 years. (I have a strong feeling that atleast 2 of them will not be in the next government). People are tired of "hardliners" like them. Wembe ni ule ule.

Hmmmm, am just wondering which mps will be rewarded. Will we see the same tired faces or will we see young faces? Am also trying to imagine if the bomas draft will ever be discussed ama when they finally get their "flags" they'll forget the common mwananchi? Will Musalia be strong enough to cater for a strong energetic Ruto come 2012? and who will be the supreme King/Queen of Ukambani? (Ngilu or Kalonzo? (Both will in the government and they will continue tearing each other down till 2012? Will they finally add more constituencies and will they also allow for the nominations of more MPS? (That way both Kibaki and Raila can return their kawa losers eg Kombo, Tuju etc). Na tusisahau that when they finally add all those mps, mama mboga will have to pay their salaries thru' tax.
