On The Western Power Meddling With Elections 2017 That IGAD Is Talking About

IGAD has accussed a powerful western donor country, that they do not name, for interference in the Kenyan election 2017. In other words a foreign power is sponsoring a regime change in Kenya. Is it true? Which foreign country is this?
