Actual Cabinet Could End Up With 43 Members

Even as Kenyans bitterly complain about the bloated cabinet that will be announced on Sunday, containing 40 names, all indications are that the Prime Minister and his two deputies have not been counted in that figure of 40 meaning that apart from the president, the cabinet will actually have a total of 43, when you count the Prime Minister and his two deputies (one each from ODM and PNU).

What has angered many Kenyans is the fact that the political class has completely ignored calls from the electorate for a lean government. Greed and the true nature of the main politicians we have in the country have taken over and Kenyans who have doubted what we have been saying in this blog for over two years now have finally been able to see first hand the truth for themselves.

Sadly there are still attempts at hero worship of politicians even when they have clearly failed Kenyans and let down the masses badly. Contrary to what some people think this hero worship tendency is not limited to ODM and their charismatic leader. It is in fact evident right across the political landscape.

And it starts with President Kibaki. A section of Kenyans voted for Kibaki when they knew very well that in his first term he had already failed clearly to show leadership in the country in many areas. The truth is that his administration limped from one crisis to another as the results of failing to take decisions became very clear for all to see. It is instructive that a vast majority of the president’s votes came from one tribe. If this is not hero worship of an individual along tribal lines where their shortcomings are conveniently swept under the carpet, then I probably do not know the meaning of the words.

The Kamba community displayed clear signs of the same hero worship for Kalonzo Musyoka, a spineless politician best known for hiding in the toilet of the national assembly during important votes and for sending hecklers to disrupt funerals of perceived opponents even when they are women mourning the passing on of their mothers.

The Kalenjin are not any better and their hero is one William Ruto. Nobody wants to be reminded of the corruption cases linked to Ruto, nor how he really made his money. In fact ODM insiders said very clearly when choosing Musalia Mudavadi as Raila’s running mate, that the only reason why they overlooked Ruto was because of his tainted past. In my latest raw notes I discuss the real reason but little known secret about why the Kalenjin community hero worship this young politician.

Then there is Raila “Safaricom-IPO-buy-don’t-buy-buy” Odinga who can do no wrong in the eyes of some Kenyans. Yet he has to be the biggest culprit of all because so many Kenyans placed their entire hopes in the hands of Raila and turned up in large numbers to vote for him. These Kenyans have refused to believe their eyes in recent times as the usually decisive Raila has shown clear signs of becoming another can’t-make-clear-cut-decisions-Mwai-Kibaki. The Safaricom IPO fiasco is a case in point and indeed a time bomb waiting to explode in Raila’s face.

What do you think ordinary folk will say if after the Safaricom shares begin trading the price falls rather than goes up and hundreds of thousands of Kenyans with loans hanging over their heads are forced to sell at a lower price and taken in losses. Do you think they will not remember that Raila told the people to go ahead and purchase the shares?

It is clearly time for Kenyans to start thinking of a new generation of leaders. As the saying goes, you can’t teach old dogs new tricks.

    Why even stop at 40? Just shoot for 100! Infact make all MPs GK officers of some sought. That way they will all be sitting at the table eating.

    This is what amuses me. There is no such thing as party ideology. The parties are just conduit to get into office, get a choice automobile and stipend and start minting money. No one is interested in strenthening their party, creating a vision of for what they stand. So come the next elections, we will not be able to tell the difference between the two. Hence you remove Moi and land clashes, you get Kibaki and civil riots and church burning...

David Githii claimed that there are some strange forces in parliament buildings that are holding the minds and spirit of our leaders captive, a lot of us dismissed him as just drunk on religion. I was one of them. I’m no expert on these matters but the idea of Kenya being run by the frogs and snakes lining parliament buildings was rather difficult to swallow. But something bizarre has certainly entered our leaders’ heads. Ignoring the opinions of the masses barely 3 months after the same masses went on the rampage to defend their votes? Squandering the chance to start afresh after all the death and destruction? Purging the hopes of Kenyans for a new beginning? When some victims of the chaos are still in casts? That’s bizarre.

  3. Matters religious aside, this new government will never work as one. There is too much suspicion among the players and I can bet some ministers will make it their sole business to undermine others. In this error of complete and utter impunity, what would stop Kimunya for example from refusing to fund another ministry?

Anyway i have never heard the government complain about not being able to find money to pay ministers or their assistants, even as their numbers have risen over the years. It is obvious pesa iko kwa wingi, sisi wananchi ndiyo hatuelewi. Haiko only when it comes to teachers, cops, nurses etc. It seems to me that if you are employed by the government generally the more/harder you work the less you earn and vice versa.

    I am just trying to mainatain a positive attitude (its obviously very hard if not impossible), you know that talk of if you focus on the positive you only see good and vice versa.

    Now i think maybe we should just have whatever number of ministers. I only hope that those run-to-the-thief's-side-to-show-ODM-dust (ODM-K, Narc-K, Shirikisho etc.) are able to demand fair representation in the PNU half of the cabinet with success. If that happens then we might come close to having a cabinet that represents the face of Kenya. Lakini Judas and co watawezana na duly kweli? Am not holding my breath but if they manage good for Kenya.

    As far as changing leaders is concerned, I doubt this is going to help us, what we need to change is our attitude and values as a society. As long as we continue to worship money and riches then Patni will continue being a hero but the Achieng Oneko's and Dedan Kimathi's will die in poverty!
    What kind of culture are we promoting when we buy exams for our kids so they can get straight A's and top up so our preffered schools are seen to be leading?

    If we do not change our attidues/culture, perceptions and education(societal) then its useless as the new leaders will be just part of the money worshipping group- and seflfish to boot!

  8. It's time to mobilize ALL well meaning Kenyans to boycott this swearing in ceremony at Uhuru Park. I'm sure Chris has contacts of various Civil Society groups.

    Please let's all do the lobbying and give this obscene, illegal and ludicrous event a big miss. This should start with thousands of Kenyans who frequent this highly addictive and family friendly blog. Email, call, fax, text or shout to all your friends. We can do it in 5 days!

    I will really be humiliated if I turn on the TV only to see thousands of "cheering" Kenyans applauding this bloated cabinet ready to rob us of our hard earned cash in broad daylight!

    We can do it guys and I've already started here on the web, my apartment block and my local pub. Let's send a clear message to these gluttonous politicians and treat them with the contempt they deserve.

    The only thing they care about is having their dirty snouts on the trough that our taxes flow in. I'm so mad at the insensitivity of these egocentric and self importants bigots. I'm ashamed of being Kenyan!

  9. 43.... ??????????? I always thought that also the President (and his VP's) are part of this mess called Kenyan Government (not to forget Lucy whose also is on the payroll - forgotten?). So how many 'figures' do we reach including them? My count is around 47 - 48 .... and to top this there is already some rumour that the figure agreed was not 40 but 44 ......... that makes it finally the 'dream figure' of 50 empty heads forming this Government. Yhat's the real joke: 50 + 2 x 50 Assistants + 50 PS = 200 (how many MP's do we have? Maybe it is time to also increase their number so that at least some seats are occupied when Parliament is meeting since the rest is occupied playing the game of ruling Kenya.

  10. Raila is not a traitor, let another tribe rise and fight as opposition, it does not have to be laways luos after 50 years in opposition. Nobody is betraying you, be the opposition if you want whatever is good for the goose is also good for us. Kenya has no opposition. Kenyan's had developed a chronic dependency on luos to be the opposition, while they are busy serving the government of the day one or two individuals from other tribes sporadically who had joined with the luos but the obligation had belonged to luos as a tribe. Now everybody is dropping the ball and luos are saying , enough of this agony to save kenyans who never appreciates! we have done it for 50 years let's take turns. 1. I thought the kambas were going to do it with kalons but they are slick 2. Kalenjin made it clear that they are not used to staying in the cold and they will do everything to be in the government 3.luyhas have done what they always do. One egg in opposition another one with the government 4. Kissiis also double minded and have to be in the government of the day 5.coast have never united for anything, it is which side of bread is battered 6.north eastern, apart from there very little number tend to lean towards the government for obviouse reasons. 7.kikuyus have the number to make a difference but it is their time to eat, you cant blame them. Do you know what CDf funds did in your are last yr probably not. We have imagined that somebody somewhere will sort things out. That somebody is YOU! You must go out there and mobilise people and get things done.   13. So the word is: let's accept because whatever they do, we have no choice than to keep quiet? And just to talk about taking responsibility - yes we are all responsible because when going to the Elections and voting for those fools, we also took over the responsibility for whatever the outcome was - this is what the word democracy also means - forgotten? And to go one step further: let's start organizing a march to the IDP-camp nearest to where we live, instead of going to cheer these crooks at Uhuru-Park. Let's give them a lesson what a united Kenya means to us - people who care for each other. Let them celebrate their newfound friendships (because for sure there will be a big Garden Party for a selected crowd and a Dinner-Party for those real 'celebreties' later. Let's ignore all of this and go and give food and shelter to those who have paid for our 'peace of mind' with their misery. Maybe this would also be a good subject for the new K24 Channel because I doubt that one of the 'established' Channels will be interested to show the real face of Kenya and not those fancy-clothed mouth-washed crooks in State House. Anybody out there with connections to K24 and other organizations which could help to make the 12th of April a real memorable day for all Kenyans?

  15. I agree with anon 6:29AM - I raised the same point about a shift in the culture being absolutely necessary before meaningful change will occur in Kenya. You mention Pattni - this co-architect of one of Kenya's largest scams forms a party and voila! Kenyans actually join this party and run for office under it's banner and gets votes? Why isn't there a statute barring folks like him from running for any kind of public office, chief included???? And there's a long list of others who should be ineligible for any sort of public office but are sitting in Parliament courtesy of Wananchi! Meanwhile, those who really fought to liberate the country are sidelined, assassinated, can't even afford medical care or decent funerals!

    Wanjiku - your scenario already happened. When Mwiraria was Minister for Finance, certain ministries headed by "problems" were denied funding for crucial projects. This was then used as a yardstick to criticize their performance. The same thing will happen if Kimunya retains his docket. Now the stakes are even higher so I expect the worst.

    Chris - points well taken. However, anyone who purchased Safaricom shares did so at their own risk. The unanswered questions that dogged this IPO were not disclosed at 8:45AM on the morning of 03.28.08. All Kenyans knew about the issues for over a year. If they lose, they have only themselves to blame. And those who decide to apportion blame elsewhere must grow up! No one held a gun to their heads and said you must take out loans, agree to a payroll deduction or do whatever is necessary to own shares. They did so out of greed so they should look inward when/if they lose money!

    On the cabinet - yes it is ludicrous, outrageous, unnecessary, you name it. But I view the delay as a tactic to slow down any meaningful change, including power sharing and constitutional reforms. If this bloated cabinet forces and end to these tactics then so be it. There's nothing we can do about it now. If they cared what anyone thought the announcement would've said something like: "in view of the current cirumstances we have reduced the cabinet to 15 members. There will be no Asst Ministers in the govt, we will revise the role of Permanent Secs to ensure that their job descriptions now fulfills all tasks previously assigned to the Asst. Ministers, etc. Obviously we didn't get that so now let's move to the next issue. What's going to get done now and in the next several months?
    If they do nothing then, their fate awaits them during the next election. Question is, will the electorate vote against or their interests as they always do or will they smarten up and realize the power they hold????

  16. The power lies and will continue doing so with those who have enough money to bribe - voters included. So the tactic for all of them is: how do I make enough money during the coming term to make sure that I have enough to bribe my way into the next term? some of these crooks have already made 'a state of art' of this and will continue making the next 5 or 10 million (Dollars). But then there is the new 'breed' of MP's who will follow in their footsteps 'nyayo' style. So I expect even more looting and corruption than before. Worse than that because we have now 50 or so 'starving' men and women to feed, not to forget their families and friends and cronies who all depend on them. So forget about new roads, free education, health system...... just bring your money to your respective MP instead of passing via the Tax Office. Because it will anyway end up with them. That's what we have reached with all our calls for a better Kenya: a country on the brink of collapse.

    A few weeks ago we were here cheering the slaughter of our brothers and sisters who never hurt or robbed us

    We found words to hep praise on crooks like kosgei and ruto and imagined that they somehow were different from the anglo leasing crooks in PNu.

    We are fools and we are taken around by politicians as such. they know now that this country will probably never be united again. Luos, kales and kyuks will possibly never see eye to eye again. Not after the masscares in eldoret and Naivasha. So now they can sit back and eatl the loot.

  19. As someone else said in an earlier post, this is a battle between the haves and have nots; the rich vs the poor.

    All the politicians in parliament are buddies. Ruto, Uhuru, Baks, Anyang etc all subscribe to the same class. They shout in public to hoodwink the common mwananchi and in closed doors, they sip champagne and dine on caviar courtesy of us. Most of these people were former schoolmates and are now collegues in power. They will whatever it takes to maintain that status quo. The big question is how will we change it?

This is another of those unforeseen, unintended consequences of an assault on democracy. It's a tough script to read from but hey, that's how stuff plays out sometimes.     i also agree that anyone who votes or voted for a presidential candidate on basis of tribe is severely short-sighted. I however disagree that all voters be stereotyped or classified on account of actions by others. And remember that even the most idiotic or ardent sycophant typically find a reason or virtue to like in a certain personality and identify with it. although we may personally find their over-enthusiastic support immature, that does not take away from the values that the person holds dear. in fact we always push such guys to the front of ceremonies to work up crowds n'est ce pas? (i turned foreigner since local dialect expressions have been "banned")

    over-enthusiastic support for someone that articulates your own political beliefs is also not hero-worship but rather a form encouragement so that we together uphold those values. and you are right if along the way we disagree on issues we should raise them lest we fail in our pursuit of higher achievements.

    anybody that purchased or did not purchase safaricom IPO shares because of what RAO said or did not should seriously consider outsourcing personal financial investment planning.

    the politicians or in fact any leader has an obligation to point out moral and social wrongs surroudnign any public investment opportunity. but the financial consideration is not pegged to the moral value alone (business by its very nature behoves that one party takes advantage of another who is lacking in something for financial gain in a mutually agreeable trade off). each individual develops a threshold that draws the line between when to make a financial gain over moral values. ( e.g its perfectly acceptable for a taxi driver to charge you to take your mother/daughter/dad/son etc to hospital but if your sister/brother does its another issue, never mind that the taxi driver can be your relative)

    we are all tired of the political games, but lets be level headed in our discussions and not mix up so many issues and make wholesale condemnations. take care not to throw out the baby with the bath-water.

  32. Kibaki really has no regard for the common Kenyan. Had he not prematurely appointed 17 ministers, we would not be in this mess. It is profoundly insulting that a bloated cabinet is necessary for just so that Kibaki can save face. Insulting, offensive, obnoxious, disgusting...

  35. We have seen these leaders fail us time and time again. It is not longer news. The question is, are WE any better? I mean, Chris, who is blogging this, if he goes to parliament tomorrow or he becomes the president of the country, will he be different? Will I be different? Will Wanjiku, Taabu, Mrembo, Ivy and all of us here who sound so good be different if we were in that position ourselves? Are the voters themselves any better? When you hear voters shouting 'Agwambo, Nyundo!' and the likes, it makes you wonder what really counts to them. Is it the outward material and how many nyundos (hummers), helicopters our politicians have so that we will vote for them? We talk of how they are dressed so smartly etc. We only care about the outward materials of the politicians and not what they did for the community. I dunno but I suppose many of us are also dreaming of living in spacious houses, with helicopters, hummers and everything you can dream of. Yh, you have every right to live the life you want but until we develop that sense of caring about the neighbour and judging Raila not by his hummers but by what he did, the future is, and will be dark.

  36. ODM has made public the ministried and how they shared. Here, I pasted it from Nation
    Under coordination, ODM takes Local Government, Planning and National Development, Public Service, Foreign Affairs. The Party of National Unity (PNU) gets East African cooperation, Finance, Justice and Constitutional Affairs and Nairobi Metropolitan Development.

    ODM will get Transport, Energy, Roads, Water and Irrigation, Tourism and Wildlife, Agriculture, Development of Northern Kenya and Semi Arid lands, Fisheries and Immigration and Registration of Persons under infrastructure while PNU takes Public Works, Information and Communications, Lands and Settlement, Trade, Livestock Development, Defence, Home Affairs, Internal Security and Provincial Administration.

    In the Services category, ODM gets Health, Housing, Youth and Sports, Special Programmes and Labour and Human Resource Development. PNU's share includes: Regional Development Authorities, Gender and Social Services, Basic Education, Higher Education, Science and Technology, Cooperative Development and Marketing and National Heritage and Culture.

    i fail to understand mutua's statement that cabinet is never formed through the media

    he is suggesting that ODM is forming cabinet through the media announcement

    ironically he states that kibaki will announce the real cabinet through ... what ... here is about where i get lost .... i think kibaki will blow his bald top, thumb his nose and voila, a cabinet. somehow all kenyans will silently know the cabinet.

    unless of course reading between the lines, ODM cannot be consulted to form a government (going against the peace accord) and that kibaki will still go ahead and unilaterally announce a cabinet that he prefers (at this point in time it becomes unconstitutional, i.e duly elected will have overstepped his mandate and liable for impeachment)

    but this man mutua suffers from the ten ten t syndrome,

  41. It is good that some of you have finally switched on and can see what we have always seen; that Kenya's politicians are only interested in eating and are therefore basically the same.
    Ati some of you are even complaining about what Mutua said? so what if he does? Wake up, Mister! Whatever Mutua says, you can be certain that issue is but a minor blip and will be sorted out, and you will left staring through the kitchen window as Raila and Kibaki "songa" ugali and roast goat meat in turns, while their cronies wait eagerly at the table with bibs around their necks, saliva drooling out of their mouths. In other words my friend, YOU DO NOT MATTER ANYMORE, YOUR JOB IS DONE(You voted and you threw stones when asked), NOW GET OUT OF MY HOUSE(You were never invited in the first place), or something to that effect.
    Your best chance to therefore matter is when you take charge of your own life and your own destiny, and the first stop is to make sure the coming constitutional review actually takes place and that you are in charge, though i won't hold my breath waiting for you to do so.

  42. Abass i agree with you, some of us are yapping just because we are not in those lucrative positions that our MPs are...Morals are only for those who are outside once they are inside they forget every history that they ever learnt.

    You remember Mukhisa, Kiraitu, Karua (yesterdays reformers have become todays demagogues. We are only making noise just coz we are not in those positions to amass wealth for ourselves....Let us be honest with ourselves for once!!!!

    Alfred Mutua that once needs to see a shrink ASAP....Did anyone watch him on NTV trying to tell us about Ministry (X) being broken down to ministry (X & Y) and says it wont be double expenditure...LOL, he is a waste of money and time needs to go to an accounting class...>Where do some people go to school?...I am sure if that Uni hear him now...They will disown him (Alfred mutua...It is simple mathematics...STUPID!!!
