Understanding the Deep State

At its core, the Kenyan deep state traces back to 1965. Surprisingly, its roots are tied to a 28-year-old—a reminder that age isn’t always the ideal measure of leadership, especially for a position as critical as managing national intelligence. Decisions made by someone in their 20s or early 30s often differ vastly from those made by a seasoned veteran. This perspective helps us understand some of the decisions made during the 1960s and 1970s.


The Foundations of Kenya's Deep State


Shortly after Kenya gained independence, the intelligence services transitioned from colonial to African leadership. A young officer named James Kanyotu, trained by colonial authorities, emerged as a central figure. Born in 1940, Kanyotu joined the police as a high-ranking inspector after studying at Alliance High School and Makerere University. In 1965, President Jomo Kenyatta appointed him as the head of Kenya’s intelligence services, making him the youngest person to hold such a critical role.


Kanyotu served as Kenya’s chief spy from 1965 until 1991. Remarkably, despite holding such a powerful position for decades, very few Kenyans knew what he looked like. His identity remained largely unknown until the Goldenberg scandal in the 1990s forced him to testify publicly.


A Legacy of Intelligence Operations


Kanyotu was instrumental in some of Kenya’s most significant intelligence operations, such as preventing coups in 1971 and 1982. For instance, in 1982, he warned President Moi about an impending coup by Kenya Air Force officers. Although Moi hesitated to act swiftly, Kanyotu’s foresight and intelligence measures helped quell the attempted overthrow.


The colonial intelligence system had trained Kanyotu to infiltrate key areas with undercover operatives. This strategy was so effective under his leadership that his successors struggled to replicate it.


Controversies Surrounding Kanyotu


While Kanyotu was highly respected for his intelligence work, his legacy isn’t without controversy. He was linked to the Goldenberg scandal, one of Kenya's largest corruption cases. Although Kanyotu’s role in the scandal remains debated, his vast estate—reportedly valued at over Ksh 50 billion—raised questions about how a public servant amassed such wealth. Disputes over his estate among family members have made headlines for years, with DNA tests revealing shocking details about his personal life.


Understanding the Deep State’s Influence


Kanyotu’s influence on Kenya’s deep state is undeniable. The deep state orchestrated numerous political events, including the assassinations of prominent leaders like Tom Mboya and Josiah Mwangi Kariuki, which shaped Kenya’s political landscape. The deep state's reach extended to countering foreign interference, including monitoring spies within the Kenyan government.
