Death Of Democracy In Africa

Welcome Coalition Governments

I suppose some will presume that anyone opposed to the current trend in African elections (formation of GNUs) is a person who would rather see blood spilt. Morgan Tsvangirai has termed his agreement to begin peace talks with Mugabe as historic. This is a great opportunity for peace and possible continuance of governance in Zimbabwe. All Kenyans acting prudently must by now know what is just about to happen; Morgan will become prime minister and commandeer half of the cabinet.

While it is true that GNUs did not originate in Kenya, we must still decorate Kibaki for being the father of all modern day African coalitions. His reluctance to change and ability to silence democracy has greatly energized this new phenomena. It is indeed his playbook that will be studied and repeated throughout the continent. Going forward, the order of the day is precisely coalition governments.

Yes folks, the short-lived African political democracy experiments are over and dead. Oh how industrious we are; we have taken democracy with all it's time tested facets of fairness and liberty, added our own greed and thievery and consequently creating our very own political system i.e. coalition governance. In this type of governance, the people vote and all opposing sides win. It does not matter if one gets 10%, you can still be Vice President. While, as Mugabe aptly puts it, the incumbent must always remain President, the actual winner becomes Prime Minister.

Outside of the impending SA elections and under the current developments, I do not foresee any other African incumbent president accepting genuine defeat at the ballot. It's over folks.

That said, there's not much wrong with our new system. In the case of Zimbabwe, loss of life has been greatly reduced and peace will indeed prevail. In the Kenyan version, the citizens are appeased for the most part. We still have a long way to go but most of the displaced are back in their homes while the assaulters are in jail and will face the law. We have set up commissions to investigate the election, violence etc. So it's all good.. right? Peace has returned and as we have seen with the Grand Regency, business is back to normal. We will wait until the next election to perpetuate thorny issues like constitutions, majimbo, land reforms etc. What do we care right now when we can sleep at night without the fear of the arsonists.

Really folks, there's a lot of things wrong with western democracy. I mean, the vote count, even in the USA, is not usually accurate. Trying to instill such, possibly flawed, principles into the African way of life is prone to disaster. So why not change the constitution to condone coalition governments going forward.

  3. Africans and specifically Africn leaders obviuosly have a different understanding of the meaning of democracy.

    Since real democracy comes with a price and great sacrifice, I don't think our situation will change soon; at least not with the current crop of leaders who believe in clinging onto power to amass more wealth than they can handle.

    As hopeless as the situation looks right now, am optimistic real democracy will emerge in....the next century!

    guess we're coming full circle. It is for such reasons that I think folks like Museveni with their movement type politics and exclusion of term limits have some merit in their thinking.

    It is time when Africans come up with whatever form of government they want and stick to it. The west always plays us, and they fail to support democracy as in the case of kenya after these last elections.

    We must hasten to patent this form of governance before some smart alec do a ciondo on us. Poor Zim don't have a GR to jumpstart v2030, ole wao those lazy bones.

    We are shopping for a name of our brand and the best choice will be rewarded with a revised high school certificate. Any takers our there among the enterpreneuring Kenyans?

  7. Democracy is a foreign concept and cannot be fully digested by Mwafrika. Mwafrika had some forms of government and military organisations which the British and other wazungus came and did away with. Case in point the Kalenjin (weekend special). Mwafrika should seat down and critically look at where he came from, how was he organized and how did he approach leadership. That coupled with the expeiments (like democracy) that we have tried can lead us to a truely unique form of government, one that is truley African complete with our own checks and balances. Lets be serious folks, with the constant bikering, instability Africa will for a very long time remain in the doldrums. We also need to do some case studies, how come India, China have done it? Why can't we?

  9. People here at kumekucha should try to remove those scpectacles that make them hero worship. I see lots of sense in some comments but others are just verbal diarrhea. There was one person who said he used to be a Raila fanatic but turned since the last election to realize these guys are just the other side of the same coin. The only thing that will convince me that these guys mean business is when MPs start being taxed and we get a new constitution all else is musical chairs.

  17. How has Kibaki presidency improved the life of Kikuyu’s from Nyeri? It has not. How has Raila’s PM position improved the poverty situation in Kibera and Luo Nyanza? It has not.

    I suggest we stop being tribal and reason like Kenyans. We have serious issues affecting us and neither Raila nor Kibaki has the magic bullet. These leaders have made us spend most of our energy in fighting each other and forgetting the real issues like constitution, rising inflation, genuine service to Kenyan’s e.t.c.

    Chris and/or Taabu, you have to stop becoming a propaganda machine and practice true democracy in your posts. I know it’s hard since your audience has always been anti-Mount Kenya but you have no moral grounds of condemning the sins of one community and condoning sins committed by others. You can help in erasing the tribalistic mentality of the Kenyans in the diaspora by giving correct information and not biased.

  21. At the time the US was being founded most of the population was uneducated and ignorant. That is why the founding fathers came up with the electoral college system, to prevent the ignorant general population consumed by stupid passions from choosing an unsuitable person as president. The kenyan population of today is more ignorant than the american population of early 1800s. So we have to come up with a system to identify the country's leader without involving the general population.

    I was browsing in a cyber cafe in Lang'ata when about 10 city council askaris "kanjuus" some armed with rungus stormed the building claiming they were on patrol checking on buildings without fire extinguishers which are well displayed on the wall.

    Some clients who were surfing didn't know what the hell that was about and dashed out for their dear lives without paying while some ladies fled screaming, (who can blame them?) Eventually, the cafe owner called the senior guy aside and gave him a small mbuzi that is 500 bob.

    Cumberland Hotel is a modern, nice hotel in a good location for tourists with excellent conference facilities but by no means the best hotel in London.
    All the best and very classy hotels are in Park Lane, just 5 Mins away from Cumberland where the dignitaries and super rich stays or in Knightsbridge a couple of miles away in the west.

    Violence in itself is not good or bad it depends on why you become violent.

    Truth be told the problem is not democracy but greed. If only PNU was fighting for the majority of kenyans to serve them. PNU is a band of thieves with tribal myopic moronic supporters and cheerleaders whos principal aim in life is to be a better tribe than the other, because they cannot compete on the even field of governace and statemanship.
    Their me and people mentality is so purile and has exposed them such that their only hope is to try and make everyone else appear to be just like them, to 'normalise' thier mediocrity.     There was a credible exit pol by some americans that was kept under wraps owing to US of As inclination towards kibaki at the time. The pol clearly shows RAO ahead. 6 points ahead. exit pol vs pre-election pol? be the judge.
    Polls aside had kibaki won that election RAO and co would be in jail today the only had the clout cause they new they had won. Everythin that happened around that time is so suspicious and even the election chief confesses there was foul play.....just lay that to rest.

M-pesa, I do not agree with the words and venue Dr Watson used to poke at our intelligence, however, there's no doubt in my mind that in terms of race, Black Africans as a unit are absolutely not the sharpest knives in the drawer. This does not mean that we lack exceptional rocket scientists and neurosurgeons; in fact some of the brightest atomic physicists are from Africa.

    I have come to the realization that we truly should not compare our stage of mental development in today's modern world to those people living in the west. It seems to me that we will never catch up to 'intelligence' in the context of the western world. We however will remain extremely intelligent in the context of the African way of life. In the same way an avarage African boy cannot play the piano, an American boy cannot play a nyatiti.

    With African contemporaries like Kibaki and Mugabe, I think its about time we develop and submit ourselves to our African-ness. People like Mandela should be forsaken for trying to pull a "George Washington term limit stunt". Kwani he thinks we should copycat integrity. Yeye ni nani?

    There's a reason why Nelson Mandela's statue is in London and nowhere in Kenya.

    That said, do not put so much credibility on the exit polls. Very few Kenyans understand what they mean and what makes them credible. They have been very wrong in the past esp. somewhere in California.

  52. Africa's problem is tribalism. For years and years, Shonas kept voting Mugabe. Only this year did a few enlighted ones vote opposition. It is the same in Kenya. Since independence Kikuyus have never voted for a non-kikuyu. They will have another chance in 2012 or earlier. Other Kenyans are watching.

    But I will ask you a few questions, not because I don't know the answers to these questions or because I consider it in my place or even necessary to try to make you see things differently, but just because I am curious;

    One, do you think the last election was close? Regardless of whom you THINK won the election, how large, roughly, do you think the margin was?

    Assuming you propose we should have gone with the results announced by the ODM, one of the contesting parties,(and you have every right to believe we should. I will urge you to continue believing so till you die), these guys allege to have won the election by a margin of 200,000 votes. Kalamari, this is the losing party claiming they won by 200,000 (out of 10 million votes cast). Do you still think they actually won? Or better put, assuming the ECK results were fraudulent, do you have sufficient infomation that soundly suggests who the rightful winner was? Are you prepared to live a lie for as long as it takes?

    "sir" Alex, I am not quoting you. I am much better that. My description of someone worse than a hooligan as vandalistic is indeed an understatement. You, like everyone else, know where the hooligans abound. Don't get me to discuss what is common knowledge.

    Kanu officials call for minister’s sacking for ‘defying’ Kibaki, Raila

    KANU officials from the greater Kisambu district have called on President Kibaki and Prime Minister Raila Odinga to sack ministers who have started early campaigns for 2012 General Election. They said it was unfortunate some ministers had defied calls by Kibaki and Raila to stop the premature campaigns.

    Led by former Kiambu KANU organising secretary Anthony Njehu, Limuru officials David Mbiyu, John Karanja and Kikuyu chairman Dominic Ng’ang’a, the leaders termed the Kibaki succession debate as insult to victims of the post-election violence who are yet to be resettled.

    ‘Why can’t Justice minister Martha Karua use the funds and energy she is using to campaign for the presidency to help internally displaced persons (IDPs) who languishing in camps besides pushing for the review of the constitution?, posed Njehu.

    On his part, Mbiyu said it was wrong for ministers and their assistants to spend government resources to campaign for 2012 presidential and premier positions, saying those doing so should be sacked.

    The officials accused Karua who is Narc-Kenya interim chairperson of creating confusion and trying to wreck the five-month- old Grand Coalition Government by dwelling on the Kibaki succession issues at the expense of fighting tribalism and poverty.

    They cautioned her against throwing barbs at KANU National Chairman Uhuru Kenyatta, claiming she was “fighting to remain relevant to Gichugu people”.

    The officials who were speaking to Kenya Times in Kiambu also urged Kibaki to remain firm on his call for PNU affiliate parties to dissolve and form a single entity.

    Ng’ang’a said that the rebellion in PNU was likely to impact negatively on the residents of Central who, he noted, will have “no bargaining chip in 2012”.

    The leaders also called upon Uhuru to work with Raila to form a formidable coalition before the next General Election. They urged Uhuru to convene an urgent KANU National Delegates’ Conference (NDC) to deliberate on its future.

We all know that it is Moi who was steering the ship over that period and everyone knows all the crap he brought upon Kenyans. The fact is that majority of Kenyans were not happy and he was told as much. When NARC took over under the stewardship of EMK every Kenyan had a right to be optimistic because the old man promised to defend the constitution and rid the country of corruption of Moi days at all time. Both you and I know that EMK mostly succeeded in dividing the country further and allocating the country's resources to his friends in the name of privatization. Do not get me wrong that I do not support privatization because I Kenyans are capable of buying shares in these public companies but what I am against is having some shadowy entity fronted as an oversees investor acquiring majority stakes in our public companies through the back door.

    Had EMK done the right thing as he promised no one would be having qualms with him. In the same respect instead of us debating such serious issues that affect us all as Kenyans people like you always think that such opinions are expressed because someone is a Raila or ODM supporter. Not everyone here who feels let down by EMK is an ODM or Raila "thug" as some of you would like to put it but they are like minded Kenyans who expect the utmost good from their leaders. Unless some of you stop seeing every argument within the prism of PNU and ODM our country still has a long way to go.

  80. Back to the subject: It is better to have coalition governments in Africa rather than winner-takes-all democracies. If ODM did not negotiate or force their way into government, there would probably be no country called Kenya by 2012. I am sure eventually Kikuyus will learn their lesson and will join the rest of Kenya. It is heart-warming to see a number of them getting used to the idea of voting for a pseudo-masaai, a Mkamba or a Mmeru come 2012 or earlier.

    The election was seven months ago and Kibaki is president. Just that should refrain you from acting out your guilty conscious. Remember this my friend, rapists who use condoms are rarely caught because they usually do not leave semen all over the place. They typically choose to attack women (voters) in the dark of night (KICC blackout) when nobody can see them or hear their screams. Now even if they were careless (Kivuitu accepting Central results from cell phones) and went for round two without condoms (zeros being added i.e. top ups) chances are they would still not be caught because Kenya does not have a DNA lab (ECK) of good repute.

    But anyway, let's us focus on Kibaki's legacy. Should his new method of staying in power take root in Africa and in fact bring development and peace, wont we look back and praise him to eternity?     You have to understand that the fear among our Kikuyu brothers is real. With Kibaki's impending retirement and no clear front-runner among the wannabe leaders, we should all understand their frustration.

    Clearly, Raila is the politician to watch, and the reasonable Kikuyus are beginning to realize this, hence the clamour to make him an elder. Calls from certain quarters for Uhuru to teem up with Raila is an indication that they have realized that Raila is a force that cannot just be wished away.

    I realize some will continue trying to prop up Kalonzo but, hey let's be realistic, Kalonzo cannot be in the same league with Raila even if they plan to do another Kivuitu in 2012 or whenever elections are held.

The winner never takes it all in any democracy cause every party has enough division internaly that no single agenda gets passed without a subststantial support of many others. The concept of winner takes it all is at best an illusion.
    I would like to focus our attention away form democracy to the real problem attacking democracy....That problem is the lack of will to serve.

    The colonialist came here with a purpose and set up a system with a long term plan to serve their interests. When Africans inherited these systemes and they were in an awkwad situation here was a system they did not formulate yet the had to re-engineer it to serve them. The problem begins by who 'them' is.     Team told of Mungiki visit to State House

    Members of the outlawed Mungiki sect are said to have visited State House in the wake of post-election violence, the Waki Commission heard Tuesday.

    Lawyer Muriuki Mugambi, for the police, asked Ms Muthoni Wanyeki, the executive director of Kenya Human Rights Commission, to shed more light on the subject.

    However, human rights lawyer Haron Ndubi intervened, telling the commission that the information had already been shared in camera.

    Ms Wanyeki had in the morning given her evidence in camera, where she named the actual perpetrators of violence.

    They included names of individuals and politicians who bankrolled post- election violence.

    More deaths

    Information about the Mungiki visit to State House is contained on a DVD that was on Monday produced as an exhibit to the commission.

    The election investigations team was also told that had PNU and ODM failed to enter into dialogue and subsequently struck an agreement, more deaths could have occurred.

    Ms Wanyeki said there were misplaced priorities in the deployment of police officers during the post-election chaos.

    Asked by Mr Mugambi to provide the figures, Ms Wanyeki said she did not have the actual figures, but that from mere observation they were not deployed on a needs basis.

    According to her, more policemen were needed in Rift Valley and other volatile areas than in Nairobi.

    The KHRC boss said her organisation had not supplied the police with the data it submitted to the commission in camera Tuesday as they were still establishing the best way to release it.

    Uganda cedes stake in oil pipeline to Tamoil of Libya, local investors

    There has been a new twist in the control and ownership of the long anticipated Eldoret-Kampala oil pipeline, with sources confirming to The EastAfrican that contrary to the original plan, Uganda will now only take half of 24.5 per cent stake it was supposed to take in the venture.

    Long accused of dragging its feet and reluctance to meet its part of the bargain in the project, it has emerged that Kampala is now only ready to finance land acquisition for the project.

    But Energy minister Daudi Migereko who declined to comment on government’s commitment to its equity obligations told The EastAfrican last week that Kampala maintains a “carried interest” in the 358km pipeline project despite the budget providing for mainly land acquisition this financial year.

    “We have decided that the project will be developed by the private investor but the government will maintain a carried interest,” said Mr Migereko.

    This means that the private investor takes up the remaining 12.5 per cent of Kampala’s stake by providing the financing that the government was meant to commit in the joint venture project between itself, the government of Kenya and the private investor. Sources also indicate that Kampala has negotiated for a position in which the investor would recover his investment injected in the project on behalf of Kampala by claiming the profits that would accrue to Uganda’s stake.

    Libyan oil giant Tamoil won the tender through its affiliate Tamoil East Africa, to build, own and operate the pipeline in 2006 in a joint venture between itself and the governments of Uganda and Kenya. Estimated to swallow upwards of $80 million, the project requires Uganda and Kenya governments to commit $5.8 million each for their stake, while the private investor foots the rest 70 per cent borrowing against 30 per cent cash financing.

    Landlocked Uganda spends millions of dollars transporting oil products from Mombasa mainly and to a small extent, from Dar es Salaam. A plan to reduce the burden of Uganda — and later other hinterland countries of Rwanda, Burundi and eastern Congo which would extend the pipeline downstream — was drawn as an alternative to the costly mode of transportation along the northern corridor.

    In the project’s original plan, the private investor was to own 51 per cent of the pipeline before transferring it after a period of 20 years to the two governments whose 49 per cent stake was split right through the middle.
    This meant that both governments were to commit equal resources and make the same decisions regarding tendering, investment, development and use of the pipeline. Indeed the project’s implementation is co-chaired by the Energy permanent secretaries of both Kenya and Uganda, Patrick Nyoike and Fred Kabagambe-Kaliisa respectively.

    However, there are worries that Kampala is ceding its stake in a strategic infrastructure project for no clear reasons to unnamed persons who are masking behind Tamoil, upping its stake. Clearly $5.8 million is a worthwhile investment in a project that would guarantee the country a cheaper option to costly fuel transportation.

    The national budget framework paper which spelt out the country’s expenditure priorities for 2008/09 said among other things, that Uganda faces the challenge of meeting its equity contribution as it still has a shortfall of Ush8.16 billion ($4.6 million). This means that Uganda has only $1.2 million available, but the paper raises more eyebrows, saying the ministry also requires Ush250 million ($142,857) to meet its other obligations under the various project agreements on pipeline promotion and development.

    The budget goes ahead to state that funding priorities in the Energy ministry to the tune of Ush449.34 billion ($256 million) in the current financial year are energy planning, management and infrastructure development — which take up 66 per cent of the ministry’s budget, while petroleum supply, infrastructure and regulation — under which the pipeline falls — is left almost bare, with a paltry Ush870 million ($497,142), part of which will now finance compensation of land owners.

    The pipeline, which has endured several postponements since it was awarded to Tamoil in January 2007, has not been short of controversy. First, the governments of Kenya and Uganda raised queries over the contractor’s capacity to finance the project, but later, the government of Uganda started to send signals that it was pulling out of its 24.5 per cent ownership in the project arguing that it was not interested in the pipeline, but rather, its contents.

    Then in May this year, the Energy ministry again said construction would not start due to delays that were blamed on Kenya, which had got consumed in fixing emergencies occasioned by the post-election crisis that hit the country following the December 27 elections.

    Current chair of the Natural Resources Committee of parliament Winnie Matsiko told The EastAfrican that the committee was equally in the dark about the project and would meet ministry officials this week to get an update on the situation. But the committee’s former chair Emmanuel Dombo was even more unequivocal: “This project is long over due. My committee raised all these concerns and as all these delays go on, the heavy trucks that transport oil products are destroying our roads.”

    Records of the Natural Resources Committee indicate that just last year, it warned the ministry of Energy to negotiate carefully to guard against future losses and weigh the would be effect of the country’s withdrawal from a strategic project such as the oil pipeline.

    Mr Dombo also said that the land acquisition process itself is already tinged with controversy. The legislator said that as late as June this year, his committee had been approached by complainants who said they had not been compensated and demanded attention of the minister, an issue that was referred to Mr Migereko’s office.

    It is understood however that Kampala which has often been accused of dragging its feet on the project is now keen to expedite the construction, starting with the inland terminal depot. “We are looking to get some work started on the Ugandan side. We are looking at the main depot terminal, to see if it is possible to expedite that component of the project,” a source at the ministry told The EastAfrican.

    While this goes on, the country’s energy bill is growing. Thermal power generating firm Aggreko has applied to the electricity regulatory authority for an upward tariff adjustment due to increased cost of oil. The firm says power generation has become more costly not just because of hikes in global oil prices, but a lack of cheaper transportation. Diesel is transported by tankers from Mombasa to Kampala.

    At that, railway concessionaire Rift Valley Railways has issued notice to increase its freight charges effective August, also citing the spiralling fuel prices. These two issues will clearly rub salt into the wounds of Uganda’s energy problems.

    The Eldoret-Kampala pipeline is expected to significantly reduce transportation costs of oil products by about 40-50 per cent, which translates into $20 per cubic metre of oil instead of the current tariff of $35-$40 per 1,000 litres.

    Early this year, Rwanda came aboard the pipeline extension plans to Kigali.
