First of all, he was implicated in the coup, second of all the only reason he fought the wako draft was because the position of prime minister was not in the draft, after Kibaki dis-honoured the gentlemans agreement and thirdly, de-centralization is not as clear cut as Raila makes it out to be, as we do not even have the institutions to make it work properly, most countries in the world that have had decentralisation find the same level of bureaucracy and poor public goods provision exists and unfortunately, the richer regions, such as Nairobi, Rift Valley will have the monopoly when it comes to negotiating for a cut in the budget or other resources such as a highly skilled civil service, leaving poor regions with autonomy but crippling debt. Raila is no hero, infact decentralization had already been started in the 60's, only for Moi to weaken leading stakeholders in the process to keep order.
