Profiling Makes Us All Less Safe

Without even informing us whatever the so called national security really means, in the last few months, Chris has informed us that Somalis are a threat to the Kenyan national security. Thus, while evoking such an ambiguous term, he has now implored us on the wisdom of “supporting” Saitoti in his crack down on Somalis in Eastleigh in Nairobi.

Anyway, the main issue here is not how to define the meaning of so called national security, but to show that, this kind of profiling we have adopted in the name of “fighting” terrorism, and which Chris is cheering in the name of fighting terrorism can only make us less safe.

Now, there are two kinds of profiling. We can use behavioural profiling which is based on how someone acts. The other profiling is automatic profiling which is based on names, nationality; the way one may the way a person buys a plane ticket etc. As an example of automatic profiling, in December, 2009, the USA government designated 14 nations whose nationalities must be subjected to more screening. The meaning is that people from these 14 countries are more likely to be terrorists than all other nations.

The behavioural profiling can be the most effective way of profiling. However, it is extremely hard to get it right. Consequently, national security people and media people, retort to automatic profiling as we see now in Kenya against Somalis. The question is, does this kind of profiling really work?

As a matter of evidence and reasoning, automatic profiling does not work. It does not work because the so called terrorists do not come in a neat profile that computers can pick. For instance, Timothy McVeigh was a white male American. The recent “terrorist,” by the name Mutallab, was a Nigerian. The shoe bomber, a Mr Richard Reid was a British with a Jamaican father. Germanaine Lindsay one of the alleged 7/7 bombers was an African from the Caribbean. Jose Padilla was an Hispanic American. The terrorist who blew the Russian planes in 2004 was a Chechen female. From this list, it is rather obvious that, terrorists do not come in one brand.

More so, this kind of profiling creates two paths through security system. In one path, there is less scrutiny and the other one there is more scrutiny. Once you have this two path security system, you invite the terrorist/criminals to use the path with less security. These criminals no doubt have the capability of analysing a profiling system and then adapt accordingly.

For instance, since Uganda is not among the 14 nations designated by the USA administration, what would stop a criminally minded person to relocate to Uganda for some time and then start his journey from Kampala to the USA?

From what we have said above, it seems more reasonable to have a system where we can randomly select people to be screened. For instance, if it is at the airport, why not have an idea whereby, every 20th passenger, unless is a toddler, will be subjected to a more through screening? With such a system, anyone could be subjected to security checks at any time.

The beauty of such an approach is that it does not anger the ethnic groups that we may need on our side if we are to be secure against criminals. Otherwise, with automatic profiling, you alienate the same people you want to cooperate.

  1. I have said many times that Immigration should be controlled to the fullest. We simply can't allow everyone to FLOOD in Nairobi which is already strained to the fullest by a huge population explosion.

    Chris and other Kenyans like myself don't have a problem with the local Kenyan born and bred Somalis as some dimwits want to show. The problem is the influx of illegal Somali mostly immigrants from the failed state called Somalia who have faked their way into the system, period!


    I know that there is a lot of chaos and strife in Somalia, but refugees fleeing that madness must be welcomed in refugee camps not cities, then whisked back to rebuild their nation when there's some peace. How comes TZ and UG doesn't welcome them at all?

    Kenya is a great country and we host nearly 1 million refugees from neighbouring countries like DRC, Rwanda, S Sudan etc but who are mostly in manageable numbers. Kenya has also invested heavily in peace efforts in Somalia and S.Sudan, so our Govt deserves some credit for that.

    The resentment from other Kenyans seem to be from thousands of Somalis SWARMING IN DAILY investing lots of billions from piracy in Kenya, thus pushing housing markets thru the roof in places like South C where ordinary folks now have to move out. Kenyans are feeling over whelmed by their trooping in and taking over. When do we say ok, we have given refuge to enough Somali brothers, time for TZ, Ethiopia and UG to also take some?

    The question is this, where are these billions coming from? If the Somali refugees want to live and invest in Kenya, I have no problem as long as their numbers are manageable and controllable. But they MUST register with the Immigration dept so that we keep proper records of who is coming to our country.

    As I said, We should be proud as Kenyans and mostly CHRISTIANS for our efforts in helping Somalis who are mostly MUSLIMS, but they should also be seen to be doing something about their country coz it's now been over 2 decades since their senseless wars began.

    Foreigners FLOODING in, buying all estates, demolishing houses and erecting mega mosques in a predominantly Christian nation can cause resentment and that's precisely what is happening in Kenya! Waving Alshabaab flag while CHANTING Arabic slogans and shooting our police will not add you any admirers, will it?

    It doesn't help when nearly all their MPs are living large in Kenya's 5 star hotels as their country burns to ash. By fixing Somalia, they shall have fixed a huge percentage of piracy in Indian Ocean, flow of illegal guns in Kenya, peace in the region, refugee's suffering and a very bad CV!

    Come-out and tell us why Somalis pose more national security threats than Mungikis or other militia groups in Kenya?

    Please tell me, are Somalis the only Muslims in Kenya? We have other Muslim immigrants' in Kenya e.g Pakistanis, Indians, Ugandans, Arabs ...etc etc. I wonder, don't they pose terrorism threats as well or only the Somalis?

    True we have our own problems and tribal tension but that is no good reason for ungrateful refugees to money-launder piracy money and dollars from siblings in the diaspora within our borders.

    And Chris, please spare us that tired line of Kenyans equating inability to speak English with stupidity. Ability to cut corners and wheel deal doesn't qualify one to be a business genious.

  5. Profiling can be offensive primarily because it seems to negate the very principle of equal rights and justice. It can be an assault on one’s dignity.

    But looked at from another angle, what is minister Saitoti supposed to do when he decides to launch a crackdown on illegal immigrants who can pose a monumental security threat to the people of Kenya? We have had a grossly incompetent ministry of Immigration where the Kenyan citizenship and residence are not only for sale by the minister to the highest bidder but also a very porous border line where thugs can cross from Ethiopia to raid cattle without a sweat.

    Looking at the government’s crackdown on these ‘illegals’ in Eastleigh solely as negative ethnic/racial profiling is wrong. It is wrong because one cannot expect the National Security ministry to go and institute a verification of the immigration statuses of those fellows living in Kitui or Mbita for the simple reason that there is a 99% chance they are Kenyan citizens. But it is an open secret that almost half of the fellows running businesses or residing in Eastleigh are Somali nationals and they do not have the necessary immigration papers and in cases where they do, those papers are fakes. So when the government decides to do a thorough check in such places as Eastleigh, regarding such a check as ethnic profiling is dishonest. If police officers or immigration officials singled out a Somali-looking guy in a city restaurant then that would be ethnic profiling. If they singled out such a fellow from an airport check-in line for questioning in the name of fighting terror like President Bush’s government used to do, that is profiling, the kind that is not only offensive but also unacceptable.

    Today, if the American government wanted to crack down on illegal immigrants from Mexico, the first stations would be neighbourhoods in New Mexico, Texas or Arizona where there are huge concentrations of latinos. You won’t expect them to go to the proper south where residents are either Caucasian or black. And if that is acial profiling, then it is not entirely bad. Of course there are better, less offensive ways of going about it but desperate times do call for desperate measures, at least some of the times.

    Or maybe someone should tell us how the government should have gone about the Eastleigh crackdown considering the Kenya government does not have a computerized database of all the births/naturalizations of ‘its citizens’.

    Our response:

    Firstly, if you find yourself or any Kenyan unable to afford a house, stop blaming Somalis.

    Take time and understand the consequences of the current land policy.

    We have written extensively about land question here, but, as usual, most of you have not paid attention. Implement the land policies we have talked about, and u solve this problem.

    Secondly, as concerns piracy money that every one is talking about, you are extremely ignorant, but, you are in good company.

    If you wanna have a clue, read the following carefully:

    The Western media gained a hint of Pres. Saleh’s longstanding linkage with Puntland when, during Yussuf’s Presidency of Somalia in November 2008, a Yemeni ship captured by pirates was suddenly freed without ransom being paid. Significantly, most of the pirates operating off the Horn of Africa are from Puntland, and, following the collapse of Somalia into civil war, the Somalian fishing fleet fled the Somalia coast for safe-haven in Yemen. There, however, it was impounded by Pres. Saleh. Pres. Saleh’s son, and the son of former Somalian/Puntland Pres. Yussuf, now jointly own and run that fleet of fishing vessels, among their other joint enterprises.

    Within all of this, the US, and many other NATO states, along with Japan, Australia, the People’s Republic of China (PRC), and others, have committed major naval forces to the Red Sea/Horn of Africa region of the Indian Ocean in an attempt to suppress regional piracy, all of which (virtually) comes from Puntland and is supported by former Puntland/Somalia Pres. Yussuf, who is now a guest of Yemen Pres. Saleh. At no point have the NATO powers thought of addressing the piracy issue by tackling Yussuf and Saleh head-on, or through direct punitive attacks on the Puntland piracy havens.

    could you enlighten us a little on the issue of foreign investment. Investments by Somalis who reinvest their profits locally or one that invokes repartriation of profits ( capital flow). Which of the two is in kenyas intrest in the long run.

  9. The answer illegal immigrant problem is that we overhaul the immigration department (futa everyone and make everyone reapply for the job and those found wanting to go). Then once the dust has settled, replace the I.D with a new social security card that every Kenyan will have to reapply for. The issuance will be very strict and very thorough vetting will be done. It's this social security card that can double up as a voters' card. People need to be issued this document from the district they were born. The illegal Somalis and others will have no option but to flee.

    Did you know that no business has been closed down because it is owned by Somalis. If you check with the lands you will not any property belonging to a Somali, it's a lost cause you are chasing. Can you give us any evidence of any business that is operating in Kenya illegaly.
    Did you know tha Kenya has more to fear from it's neighbours Uganda, Sudan and Ethiopia as all the statistics would show.

  13. How ironic you are shouting immigration control here. I was in Kenya just few weeks ago (for Xmas) and I was shocked by how lax immigration is in Kenya.
    With just $20, I was able to buy an entry visa at JKIA. Furthermore, no question are asked. I mean not even for how long was my stay, what I was coming to do, where I was going to stay. All this because I had a European Union Passport. I could have been a terrorist, my goodness!
    In fact almost half of passenger onboard Virgin Atlantic flight from London were Somalis ALL whom were either British or European passport holders.

    Well, it's not a bad idea to point out that Kenyans are currently living in fear of non other but "ABDALA WITH THE BELT OF DOOM". In the very near past, a couple of weeks actually, a homemade bomb went off in a matatu. Not quite sure how the only occupant, the driver, survived. Not actually sure why the ramifications of such an explosion did not get the deserved media coverage.

    Let us encourage Saitoti to fish out ABDALA and shoot him in the back of the head. Lets do so before ABDALA blows up a matatu in the middle of Nairobi during rush hour.

    These idiots in East Leigh must not be let to imagine that they are in Mogadishu. Shame on all the Muslims who took part in the violent protest under the banner of idiots from Somalia.

  16. For those of you who are saying the money in Eastleigh is from piracy, you are wrong and ignorant about Somalia and Somalis. Allow me to explain to you some facts.

    Somalia after the 1990 anarchy became divided into three:

    Somaliland , which is in North of Somalia. They have their own gov't and even their own flag, and their capital Hargeisa . There is security and law and order there. But it is not an internationally recognised independent country so it is considered an autonomous region which is part of Somalia.

    Then there is Puntland. This is also another region where there is autonomy and there is relative security but the people there do not call for secession like those in Somaliland. They consider themselves part of Somalia. Its capital is called Garowe . This place and specifically in a city called Eyl is the ONLY place in Somalia where the piracy takes place. So this whole piracy that is in the News takes place only in the autonomous region of Puntland, in Eyl , and this area is under the governance of the Puntland gov't that is supported by the US.

    Then there is Southern Somalia. This is the place where there is war and fighting and it is where Al-Shabab controls much of it. The capital is Mogadisho and the transitional gov't only controls a few kilometres in Mogadisho under the guard of Ugandan troops. Most of the other areas in Southern Somalia are controleld by Al-Shabab. But Al-Shabab do NOT control Puntland, not even an inch of it, and this is where all the piracy takes place and consequently they have absolutely nothing to do with it. In fact, they are against the piracy.

    Now come to Eastleigh. Almost all of the Somalis from Somalia who live in Eastleigh are from Southern Somalia (Mogadisho etc.) and have ABSOLUTELY nothing to do with the piracy that takes place in the area mentioned above because they are not from Puntland. That is why business in this area was booming BEFORE there was any piracy and will continue to boom as this people have absolutely, repeat absolutely, nothing to do with the piracy in Eyl, Puntland.

All we are saying is if you choose Kenya as your country whether born here or an immigrant, could you please follow our laws, learn Swahili and respect your hosts. If you engage in business do so legally and we will have no problem with you. If you start imposing your ways on the host we will be very angry with you. Just like in the U.S, we welcome immigrants but not at the expense of the citizens.

  20. Somalis are here to stay. They are part and parcel of this country and always have being. Our province is the second largest in the whole of Kenya. Our population is rapidly increasing.

    Kenya is Kenya because of all those communities - over 40 of them. We are part of the Muslim community. We contribute to the economy of this country - along with other Muslim communities - a great deal. Just imagine Kenya without the Muslim community. I mean Kenya without NEP and Coast. So guys my advice is to stop the hate. Hate helps no one and trust me, you are just going to make a lot of enemies through this kind of hate and the consequence for the country will be grave. Stop the hate. Stop it now.

  24. Let's get this straight:

    * Most Kenyans don't have a problem with Muslims and never had. Actually we have millions of Kenyan Muslims from all corners of the country.

    * Most Kenyans don't have a problem at all with Somalis who are Kenyan born and bred. They are our good brothers and countrymen.

    The problem is with thousands and thousands of ILLEGAL IMMIGRANTS flooding Kenya on a daily basis through our porous borders thus straining our scarce resources.

    And most of these illegals just happen to be from a failed state called Somalia. And since they are coming in droves and evaporating in our cities, Kenyans have a right to ask about the strain on our scant resources like health care, security, education and housing!

    Recently many Kenyans have been offended by them coz of:


    1. Waving Al-Shabaab flags in our capital city while shooting our cops. Very ungrateful indeed after being refuge. Talk about biting the hand that feeds you!

    2. Investing billions of laundered money gained from piracy in the Indian Ocean here in Kenya thus pushing fair business out. No local can now afford a plot or house in Eastleigh and South C.

    3. Erecting mega Mosques using illegal cash in a predominantly Christian nation as if they are on a conquering mission.

    4. Flooding smuggled goods "magendo" in Kenya which are sub-substandard thus pushing honest tax paying Kenyans out of business.

    5. Swarming/Flooding/Trooping Kenya daily in thousands from their war torn country while there are other neighbouring nations as well which can offer refuge. Why mostly Kenya?

    6. Somali MP lazing around in 5 star hotels chewing miraas while they should be fixing Somalia.

    Again as I said before, Kenya has an obligation to assist refugees in need. But we have more than enough of them who ironically happen to be very ungrateful to our assistant. TZ and UG should also welcome the Somalis fleeing persecution but do they dare even get a fraction of what we have and why?

    About profiling, well..well, what are the chances of being blown up by a Rendillle? Almost nil! What are the chances of being blown up by an elderly Somali woman who is 90 years old? Almost nil as well! Our security officers know what to look for, let's leave them to do their job!

  25. Mwarengethe needs to begin dealing with practicalities. You dont use reason to deal with people using religion. Obama was very critical of Bush's methods but his administration has basically adopted those methods.

    No one can support a policy that appears biased against them, so i can understand "nywele soft" complaining. But there is just no other way of dealing with the problem. I dont need to repeat what vikii has written. He is right.

    I agree with you wholeheartedly. Yours provide the basic knowledge we should all have.

    Recently I read about Al shabaab being against piracy, since it is stealing. Therefore piracy should not be associated with Al Shabaab.

    Further investments in Kenya should be encouraged, be it from Somalis, Chinese, Europeans e.t.c unless such investment depletes most of our resources which are taken abroad living us empty handed. So far I've not been happy with China, but I appreciate Somali investment.

    Al-shabaab has been associated with Al-queda and thereby vilified as terrorists, more so by the American intelligent. Which is seen it can have repercussions to Kenya by it being perceived terrorists and also the closest country to the area occupied by Al-Shabaab. Yes this is possible but why have we forgotten that their closest brothers, most of who live in Kenya, have lived with us peacefully both in North Eastern, Coast and Nairobi for decades?

    Is this that when you put Osama bin Laden in the picture then all of a sudden an individual associated with him becomes a terrorist or a security threat? Some can argue that it's because they have been fighting in Mogadishu all along but the same will forget that Sudanese have also been fighting yet we have not heard any problem with them, and we see them not posing any security threat.

    Why is it that Saudi Arabia, Qatar etc have had a long experience of peace yet the same people we brand as terrorist live and have even invested there?

    We can put our priority in immigration issues but not because the illegal immigrants pose security threat to Kenya. Furthermore we can put our priority in security but not because Somalis pose a security threat. Anybody can be used for terrorism and not only Somalis.

    Also we can put our priority on the source of money in Real Estate but we should be prepared for shock when we discover that majority of "dirty money" in Real Estate don't come from Somalis but often come from our politicians and fellow businessmen.

    Everytime I go into this issue I see there is some form of jealous over success of Somalis which propagates this arguement. Though I still insist that Kenya should improve its security system not from external threats but also from internal threats since majority of our loved have died in the hands of fellow Kenyans, who are mostly not of Somali origin.

    Someone mention about Nigeria, please do more research. First of all majority of the Nigerian Muslims are "nywele ngumu" as someone here refers to sub-saharan africans. This automatically negates placing Nigeria's issue an an example to what is happening to Kenya between the Nilotes and Bantus on one side and the Cushites on the other side.

    We have all leaved in unity and we should continue doing so. If Osama is the dividing factor here then we should all come together and prevent his influence here. If it's all about illegal immigrants we should target everyone and not cushites only.

    Let me take this opportunity to apologize once again to my brothers and sisters (foreigners residing in Kenya) who have come to help build the great Kenyan nation. I feel for you and what you are going through because of a few reckless youths who have destroyed their own country and want to destroy others.

    I especially feel for you because I have lived in foreign lands and know what it feels like when people start talking about foreigners. The word the Kenyan immigration department uses sickens me the most (eti alien). I hope this is changed in the new constitution.

    The next time somebody gets shot in some carjacking incident or in some senseless night raid, just ask yourself a simple question and do some research as you ask it?

    As one fella pointed out, yes the riots were organized by busybody Al- Amin Kimathi, but even Sunday Nation columnist and lawyer Ahmednassir Abdullahi who is himself of a Kenyan Somali, called the guy stupid and the demos unwelcome! In any case, they got hijacked by Al-Shabaab goons who were armed to teeth!

    How on earth can you demo over a juju scholar who calls for mass murder of innocent Jews and Hindus? Thanks to the demo, Al-Amin Kimathi will be on the NSIS watch list for the rest of his life. His phone is probably bugged while the spies wait for him to utter the right words before they swing into action.

  36. Kenya is linguistically and culturally quite diverse. It seems a harmonious and ethnically diversified Kenya is a mirage to us; a dream constantly eluding us.

    We sing everyday about being over 40 ethnic groups, lakini some people from certain communities still think they alone make up what is called Kenya. Then there are some who come from communities living in the periphery, who for a long time have been treated like outcasts. Some members of these communites don't even know that they live in a country called Kenya. I remember a few years back when I met a Turkana in Kitale who told me, "Natoka Lodwar, naenda Kenya". It is a pity that our diversity is our misery instead of our strength.

    I hope this Somali saga serves as a wake up call in reeducating some ignorant Wanainchi.
