Road to 2012 and Politics of 20 Provinces


ICC's Moreno Ocampo and his sidekick Kofi Annan can generate all the heat they want but Kenya must continue with CONSTITUTIONAL governance. We have no leadership vacuum and to suggest otherwise is treasonable.

Kibaki has embarked on his constitutional duty to REDRAW Kenya’s map and redefine our politics forever. And the nosy airheads must keep off such weighty matters of governance. Kibaki’s acts are unparalleled. You cannot effectively administer close to 40m people from 8 dispersed centres.

Kibaki is shaping Kenya for the 21st Century. Forget about Michuki taking Moi to court for creating more districts. That was the right thing at the wrong time by the wrong person. In less than 3 years, we now have 254 districts, far more than 210 constituencies. And why not have more DCs than MPs if you want to police people?

The Ministry of internal security is integral to the success of any political schemes. Just add that to the now fully-fledged paramilitary force Administration Police complete with helicopters, marine boats and high tech firepower and you get what you want by FIAT. 2012 is well taken care of in advance. No more 2007, dare you?

Even grade three tots will tell you something about bringing services closer to the people. Government policy can only be effectively delivered by the right personnel who enjoy undivided loyalty from their boss. The new faces of governors tells it all.

Kibaki’s curving out of 20 near ethnically and politically homogeneous provinces is an acto of political genius. He may be OLD, but HE the President if sharp and living ahead of his time. He has once again proved that our tattered constitution can be mutilated some more to good effect.

You only need to look closely at the sub provinces curved out of Rift Valley, Western and Nyanza to see the President’s master stroke. All the other divisions were only meant to create façade of justification. The Ligale-led boundary commission can have their ritual and purchase the new cars but Kenya is miles ahead with Kibaki in the driver’s seat.

The bungled 2007 elections changed Kenya forever. What is more, Kibaki took note and has promptly acted on that very voting pattern. Political homogeneity can only mean peace. The more districts than constituencies is sign of things to come.

By creating the unofficial 20 provinces, Kibaki has killed all the political birds in the forest with a single stone. What a marvelous way to launch a lasting legacy? New constitution kitu gani? Districts don't count for presidency, provinces do. The so-called Bomas draft can be CLEVERLY implemented differently to serve specif purpose, MTA DO?

All right thinking and patriotic Kenyans must rally behind Kibaki to unite Kenya. He has deftly obliterated the primitive politics of tribal warlords. A nationalist won’t find it difficult winning 5 provinces as stipulated by the law to become the president.

The new 20 provinces spell anew dawn for Kenyan politics. I pity those who are worried of a fractious Kenya. You haven’t seen the last thread of an infinitely divided country, thanks to Kibaki. NA BADO.

    Frankly speaking, I think these...districts can serve a useful purpose as basic units in an overall devolution program,instuttional terms and conditions of course apply. But a good move, all the same. Well done Emilio!

  2. Please, Taabu, The Standard newspaper should not be setting the agenda here in Kumekucha the way it does in bars. From an election stand point, it doesn't matter whether the provinces are zero, twenty or fifty. It is the peole who vote, not provinces, and the winner in a fair and free election will always be the most popular candidate. So, look for another kite to fly such as speeding up constitutional reforms.

Allow me to call a spoon a spoon here.The Kikuyu community is not guilty of any crime.They are equal citizens just like any other Kenyan BUT they have leaders who are soooooo selfish to a point whereby they cannot see beyond their stomachs.Now that Kibaki won only two provinces in the last elections,they cannot see any other person within their circles winning more than that.Why?Coz they have to make sure the house of MUMBI is protected but after what Kibaki did,they are NOT sitting pretty with the rest of the country.So why not create what kind lead them to an easy take even if you dont get enough votes from the rest of the country.SO SELFISH

    In Kenya we don't count the number of provinces you win, we care about the popular vote and whether the winner has also scored 25% in five provinces. Winning in a majority of the provinces is not a constitutional requirement. This issue of six provinces as a yardstick of a winner only exists in delusional minds. Mathematically, a candidate can lose in seven provinces and still win the president as long as he fulfils the constitutional requirements. The only mathematical impossibility is to lose in all eight provinces and still win the presidency.
    Have you also heard the argument that goes like, "We can only lose if we are rigged?" Keep away from it, my friend, it is pure delusion.

  18. The president is off to Luo Nyanza. Some of the leaders from that region keep calling the president names behind his back. He will be there in person and I hope they are not silly enough to throw stones at him the way they did to Jomo in 1969. My advice is that those who don't like him should stay at home in peace with their stones.

If you look closely,there isnt anything that Jimmy has yet done that exceeds what Gideon Moi has been doing from as early as last year.Gideon has been criss crossing the Rift valley holding rallies almost every weekend but according to the likes of Taabu,his twisted and warped tribal dominated thinking tells him that is not an issue,what to him raises eyebrows is when Jimmy hosts some businessmen to lunch.What is it about Jimmy that excites KK so much?

  20. People can say that Jimmy Kibaki is well within his rights to do whatever he wishes. I would argue that there should be rules that limit the behaviors of the children of incumbents. If Jimmy has political ambitions for 2012, he has a major advantage over other contenders by virtue of his name alone. He need not be allowed additional advantages. He should not be allowed to run around the country bribing youth 3 years ahead of 2012. Someone get him out off our faces!

  23. We in Rift Valley have already declared their position. Go and divide Other provinces But NOT RV. It is a silly trick to create a Kikuyu province in RiftValley. Even Moi mentioned this recently.This will backfire with disastrous consequnces for the Kikuyu themselves. Kibaki should avoid reckless actions. ..This can badly destabilize the nation given that there have been calls for Majimbo especialy in RV and Coast. ..so..a silly act of trying to diffuse this in a crude manner can result in huge problems including self determination. kenya, like many African countries, IS NOT A NATION STATE and attempts to do otherwise can be dangerous.     The conclusion that you want to draw from this -- that Kenyans' first loyalty is to their ethnicity, and that that's as it should be -- is odd. The ethnicities were created by the Kenyan state, so, presumably, you should be loyal to the state first.

    You said NO province should be carved out of RV. About 40% of RV inhabitants are migrants from other parts Kenya mainly central, Nyanza and western.Don't you think they should also have a say on issue.

    Whether it is divided or not the migrant population will always vote for candidate or party of their choice, I don't see any political advantage of dividing it or not.

    To tell you the truth no one will ever think of evicting migrant again from RV after ICC is through with perpetrators of PEV

  27. It is kind of funny to see and hear Raila recognize that there is something distict as "Luo Nyanza" as opposed to Nyanza. It has a wierd ring to it coming from his mouth. It is, however, a bold acceptance that soon the Bantus of Nyanza (Kisiis and the Kuria) will have their dreams of a province (or Jimbo) come true. In 2007, the chorus was "We want Majimbo now." So somebody heard your prayers and is bringing "the real thing."

    But the RV gang says they don't want RV sub-divided yet they went around in 2007 promising to implement the Bomas Draft. Poor fellows, were they endorsing something they hadn't read? The Maasais want their Jimbo now, so that they can manage their side of Mau forest.

    And don't tell the Bukusus that they can't have the own Jimbo separate from the Maragolis.

  33. I agree that the provinces need to be increased, but at the same time, the president should hold a referendum, that is what is constitutionally right, or hold grassroot consultations with organisations that represent the electorate, they can ask their members for opinions

  34. Mwambu I agree that the admin would increase, but at the same time there can be better efficiency. Strengthening provincial government and increasing transparency at that level would enable us to reduce tehe number of senior officers who dont do anything.

    Majimbo has become this warped notion of governance, but its essence is federalism. Federalism would benefit Kenya especially as there is so much ethnic tension that the public need to feel that they can influence government when needs be

    You Obviously dont know what you are talking about.
    First..40% of RV residents are NOT migrants since it would mean that close to a half of MPs would be from migrant communities.And apart from Kikuyu..other communities dont own land and normaly go back to their homes to vote.

    Second is that ICC will change things in RV. This is far from the truth. It will worsen.I am trying not to sugarcoat things.The Kamatusa will not accept Kikuyu on their Land in the same way as Kikuyu would not accept Kamatusa on their land. There is a lot of hate in the country my friend.Politicians must be careful to prevent an explosion in the country.The Kikuyu problem is worsened by the fact that Kenyatta , a sworn tribalist gave cheap loans to his Kikuyu only to buy RV land.This makes people feel bitter.So, my point is that anti-kikuyu sentiments by non-kikuyu communities will Not just be diffused by ICC or anyone but politically.There is need 4 majimbo and majimbo will come whether you like it or not.

    Many people agree that RV land issues must be addressed, but that does not entitle people to be forced out of land they paid for, the government should compensate them or relocate them if they are to remove them.

    The problem with RV is that some people think violent tactics will solve the problem, no it wont, and you only need to look at Zimbabwe to see what happens when you address land reform with violence.

    What do you want? Free markets and a liberalised economy where you reap what you sow? or do you want redistribution, but the type that represses rights to property, to freedom of choice?

    It is you who doesn't understand the ethnic demography of RV. You cannot equate the number of Mps to the population.Some constituencies have less than 20,000 voters while others have more than 100,000 voters.

    For example, going by 2007 voters statics you will find Nakuru, Naivasha, Molo, saboti had 125,006, 140,885, 114,7755 and 115844 respectively

    Compare with Samburu East 15,529, Keiyo North 30,458, Baringo East 17,971 and Mogotio 24,145

    This issue of under-representation in some area is going to be addressed by the Ligale boundary commission.

  38. Not to be offensive, but the fact is that many of the Central inhabitants in the Rift Valley, especially in the North Rift, did not acquire the land in a legal manner at all. Hint: Kenyatta.

    So the notion that there was a market of willing buyer-seller is a chimera that only really retarded people are wont to believe.
