  2. It seems to me that Museveni has been made to believe that the problem of Migingo is between him and "mjaluos" not between him and a sovereign country called Kenya. Considering the close relationship between Kibaki and Museveni including the help Museveni gave him after the stolen election to beat up and shoot the same "mjaluos" on behalf of Kibaki this makes a lot of sense to me.

    Could it be that president Kibaki in his talks with Museveni over Migingo actually speaks in the same manner? I wouldn't be surprised. This is a bloody shame for the country. I am glad the local papers are giving the story the prominence it deserves. I am deeply embarrassed for the republic.

    A fresh diplomatic row broke out between Kenya and Uganda on Tuesday after President Museveni claimed that the disputed Migingo Island “may be in Kenya, but its waters are in Uganda”.

    The Kenya government reacted swiftly and angrily, terming the Ugandan leader’s remarks as “arrogant, unintelligent and callous”.

    Foreign Affairs assistant minister Richard Onyonka said he was shocked to hear the “negative tribal language” President Museveni used against a community of a friendly country and asked him to spare Kenya such diplomatic spats.

    “Our work has not been easy and for President Museveni to deal such a blow to efforts aimed at resolving the dispute, shows disregard for intelligence and good neighbourliness,” he said.

    Speaking to the British Broadcasting Corporation (BBC) in Dar es Salaam, Tanzania, President Museveni declared that the disputed Migingo Island is in Kenya but the water surrounding it belonged to his country.

    The Ugandan Head of State said Kenyans will not be allowed to fish from the island that has been at the centre of a diplomatic row between the two countries.


    “The island is in Kenya, the water is in Uganda. But the Wajaluos are mad, they want to fish here but this is Uganda... hii nchi huru (this is a sovereign country). It is written here in English... from this point, the border will continue to go in a straight line to the most northern point of Suba Island. Mpaka inazunguka kisiwa (the border surrounds the island)... one foot into the water and you’re in Uganda,” President Museveni said.

    Unlike a month ago when he termed the row “shameful”, President Museveni seemed to be spoiling for a fight over the island. He indicated that the uprooting of the railway in Nairobi’s Kibera area would not bother him as long as he continued to bar Kenyans from fishing around the island.

    He added: “So, I have been telling those Jaluos who were rioting... wanang’oa (uprooting) railway... see, I want to discuss with them... if we implement this hakuna mjaluo atavua samaki (no Luo will fish) in this water.”

    President Museveni made the declaration only a day after a survey aimed at resolving the ownership of the one-acre rocky island was launched.

    In a joint communiqué in Nairobi on Monday, Kenya’s Foreign Affairs minister Moses Wetang’ula and Uganda’s third Deputy Prime Minister Kirunda Kivejinja said the survey would put an end to the simmering row.

    On Tuesday, Mr Wetang’ula told the BBC that President Museveni was confirming what Kenya has been saying all along. He added that as neighbours, Kenya and Uganda wanted to resolve the Migingo issue without confrontation.

    “As a minister, I do not want to dwell on what President Museveni said or what he meant. We are doing a survey as agreed in order to solve the issue and Kenya and Uganda have a good relationship in the spirit of the East African Community,” Mr Wetang’ula said from Qatar.

    During the press briefing in Nairobi, the leaders said that the project would take two months and would include the survey of the entire Kenya-Uganda border on Lake Victoria. The evaluation will be guided by a 1926 order in council, the 1963 Kenyan Constitution, the 1995 Ugandan Constitution and other relevant documents.

    The survey team is led by Kenya’s director of Lands, Mr Ephantus Murage and his Ugandan counterpart, Mr Justin Buogi.

    In Nairobi, MPs from the Nyanza region told off the Ugandan President, asking him to concentrate in affairs affecting his country. They also accused him of pre-empting the findings of the survey.

    “Mr Museveni should know that Migingo Island and the water surrounding it belong to Kenya,” Nyatike MP Omondi Anyanga told journalists in Nairobi.

    The MPs accused President Museveni of dealing with Kenya “aggressively” and asked him to instead focus on “leadership problems” facing his country.

    Mr Onyonka, who spoke to the Nation on phone, fell short of asking President Museveni to apologise. “Our neighbours should be careful and stop such callous remarks which might cause tension and bad blood,” Mr Onyonka said.

    This guerilla warrior should not bring his dictatorial nonsense to Kenya, and his foul language which he intimidates Kibaki with. He scares no one in Kenya which is much bigger than his silly ego.

    He knows what kind of idiots he can intimidate, but not the rest of Kenyans.

    Migingo and the surrounding waters belong to Kenya, period.

    With his tail between his legs, he has so far lowered his flag and is now already pre-empting the obvious announcement of the survey - that Migingo belongs to Kenya. What a waste of our 140 million shillings when people are starving.

    The fool should move out his crooked guerrillas out of West Pokot immediately and quit imagining slicing off any portion of Kenya.

    It is not just Luos who live or fish in Migingo Island - these are Kenyans plus of course some guests including Museveni's stupid Ugandan security intruders.

    And by the way who told this Ankole bastard that the railway uprooters in Kibera were all Luos. Video clips show a national picture of solidarity regarding the protestors. Territorial matters of Kenya - whether at Migingo or Pokot, will be resisted by all Kenyans alike.

    It is clear Museveni is trying to create red herrings to cover for his crime during the PEV in which his security forces intruded into Kenya and killed civilians. That's another matter altogether.

    Museveni will not prevent Kenyan fishermen from participating in their only source of livelihood. Otherwise he should be aware from his landlocked vantage that good neighbourliness pays. Mark these words.

    Museveni should stop dreaming of grabbing Kenyan revenues accrued from the fishing industry the way he loots in Congo. These are Kenyan resources.

    And to our sitting duck - the so called 'duly elected' president - shame on you for subjecting your citizens to such harrassment and bullying. Shindwe kabisa! Can't even protect your borders until the PM, ministers, MPs and civilians including yes - those Railway uprooters- act to protect their territory. Can't even protect your own kin in Nyeri from Mungiki, or even care about IDPs. Bure kabisa. Kenya should just donate this Kibaki to Museveni.

    And where is that shrill voiced Alfred Mutua who should from now henceforth start referring to Migingo by it's rightful pronounciation - its never been called Mijingo.

    Clarification of President Museveni�s Statement on Migingo Island


    This is a clarification, on statements attributed to H.E President Yoweri Kaguta Museveni regarding ownership of Migingo Island to Kenya, in a lecture delivered at the University of Dar es Salaam on 11 May 2009.

    His Excellency’s statements have been misconstrued, misunderstood and taken out of context.

    President Museveni’s Dar es Salaam lecture was delivered in the spirit of EAC integration and cooperation, highlighting the futility of dissipating regional energies on arbitrary boundary considerations. Whereas, focus should be upon regional integration for the enjoyment of the regions abundant resources by all EAC citizens.

    President Museveni’s position, and that of the Government of Uganda, continues in keeping with the issued joint communiqués of Kampala 13 Mar 2009, the Lusaka meeting between the two Heads of State, Arusha 29 Apr 2009 and Nairobi 11 May 2009.

    Therefore, it is unfortunate that certain members of the Kenyan political class continue to misinform and mislead the Kenyan public on the Migingo Island issue. The Government of Uganda views with grave misgivings the motion, moved and currently being debated on the floor of the Parliament of Kenya, championing the use of Kenya Navy and Air Force in the resolution of this matter.

    Furthermore, the Government of Uganda resolutely refutes allegations of its armed forces presence in the Kenya West Pokot region.

    The Government of Uganda further reiterates its commitment to the diplomatic resolution of this matter and recommits to unequivocally accept the findings of the technical survey team, and adhere to such in keeping with its territorial, regional and international responsibilities.

    Museveni put his foot in his mouth and screwed himself over and now they are trying to back track and I think they are again making a mockery of the sovereignty of Kenya. Museveni or his spokesperson has no business giving orders to the Kenya National Assembly on what they can talk about and what they can't talk about. He can comment on public statements but it is rude and uncouth to discuss deliberations on the floor of the Kenyan parliament even as it happens.

    Even worse is the insinuation from the Museveni statement that only a section of the Kenyan M.Ps ("jaluos") have introduced a debate. What Museveni is telling the world is that he knows that the Kenyan government and society is divided along tribal lines and as long as he has support from a section of the government and tribes he can molest the other tribe. That is what is at the root of Museveni's problem with his original statement.

    Going back to the earlier statement the problem was that Museveni very disparagingly indicated the problem is between him and "mad jaluos", and not between him and Kenya. That is just a stupid statement to make and if Kenya had any government worth its salt they would have simply summoned the the Ugandan rep in Kenya gave him a letter of protest denouncing the notion that a foreign leader can divide Kenya into tribes and declare which tribes he wants to fight. Kibaki doesn't have to engage in a pissing contest with him. It is not necessary.

    It is very possible Kibaki talks to Museveni in the same language. I will not rule out that Kibaki has expressed his frustrations with the "mad Jaruos" and assured Museveni they are a pain in the butt but he has to share a country with them. Kibaki asked Museveni to come help him kill those same "jaruos" after Kibaki stole the election. So Museveni learned he too can borrow a leaf from Kibaki and start molesting jaluos.

    The trouble for Museveni is that those "jaruo" things are supposed to be talked about in private not in a BBC radio interview. But Museveni is the crude and uncouth type so he thought since this is the thinking in the State House cycles of Kenya it was okay to talk about it. That is the mess he got himself into.

    The other strange thing is that a group of M.Ps calling themselves the government side actually walked out of parliament when Museveni was being blasted. They said they were not allowed to talk. For the most part they were against harsh words being used against Museveni. The question is; Is Museveni the president of Kenya? Of course not.

    But if you are Museveni and you see "government" side walk out of parliament to protect you, doesn't that make you feel that country is too divided to protect itself and gives you more power to insult a section of the communities of Kenya?

    The country is indivisible and that has to be maintained very clearly when you are dealing with foreign aggression regardless of political problems in the land.

    The issue of going to war is red herring. It is rubbish being propelled to defend our government's gross failure to assert the territorial integrity of the republic. Nobody wants to go to war. Not even Museveni. But Kenyans must be truly alarmed that we have reached a stage where tribalism is eating away at the very sovereignty of the state. That is what is alarming to me. The consequences can be terrible.

    In the meantime Museveni is even making it easier for Kenya to retain migingo with his stupid comments. I wish he continues.

    NAIROBI, Kenya, May 13 – Angry Kenyan legislators on Wednesday demanded explanation and answers from the government following remarks by Ugandan President Yoweri Museveni on the disputed Migingo Island which they termed was an ‘insult and derogatory’.

    The legislators want President Mwai Kibaki to explain why President Museveni insulted Kenyans over the Migingo Island row.

    Museveni was reported in the international media saying that the disputed island is in Kenya but the water surrounding it is Uganda’s.

    “We want Kibaki to tell Museveni that his comments on the Luo are unacceptable; we can’t let him bring his dictatorial tendencies in our country,” Gwasi MP John Mbadi said. "Our country must remain sovereign. He (Museveni) must be reminded that the bulk of the waters in Lake Victoria comes from Kenya."

    Saboti MP Eugene Wamalwa said that the matter is not about to end and it concerns the international community.

    Several MPs rose to register their disappointment over Kenya's handling of the issue. They have said that the Kenya leadership has apparently failed in its efforts to push for a diplomatic solution to the crisis.

    “Can the President come out forcefully to react to this issue,” he added.

    MPs want Kenya to take decisive action against Uganda to reclaim its territorial integrity and if necessary seek international help through the United Nations Security Council.

    But the debate came to an abrupt end due to lack of quorum after Assistant Defence Minister David Musila led the government side in a walkout of Parliament arguing that they were not being given a chance by temporary speaker Philip Kaloki to contribute to the debate.

    The Government had earlier argued that diplomatic channels had yet to be exhausted, and that even if they failed they should seek mediation and a legal avenue before considering military intervention.

    "There are many avenues starting with diplomacy and with the thousands of options available. We cannot just go to war with a friendly nation," Mr Musila told Parliament.

    But backbenchers argued that Uganda was no longer a friendly nation after it attacked the Luo community.

    "How can we describe Uganda as a friendly nation when it has demonised a section of our community,” Mr Mungatana posed.

    The debate heated up forcing the minority members on the government side to walk out and thereby forcing an adjournment into the debate two hours ahead of time.

    In the meantime, Internal Security Minister Professor George Saitoti ruled out any possibility of Kenya engaging Uganda in any form of aggression following President Yoweri Museveni’s attacking remarks.

    Prof Saitoti insisted that Uganda is a ‘friendly neighbouring country’ despite President Museveni’s remarks against members of the Luo community to whom he described as ‘mad’ in an interview with the BBC on Tuesday while discussing the ownership of the controversial Migingo Island.

    “I want to put it on record that Uganda and Kenya remain friendly nations. If there is any little problem I can assure you that that problem can always be sorted out just as much as we are trying to sort it as far as the boundary issue is concerned,” he said.

    When pressed by reporters to assure Kenyans living in Migingo Island of maximum security, the Minister said: “Have you heard any casualties? there is absolutely nothing to worry about.”

    He declined to respond to President Museveni’s remarks.

    “Obviously, what you are trying to do is to ask me whether I should reply to a President of a neighbouring country, I think that is not something any one will want to do,” he said.

    Police top Karua’s list of threats to her life

    Former Justice minister Martha Karua says police will be the prime suspects if anything happens to her and her family following reports that her life is in danger.

    Ms Karua accused the police of being behind some FM radio station reports that her life and those of her family were in danger from vigilante groups.

    The Gichugu MP on Wednesday said in Parliament that the statements were curious as they originated from police yet she was not privy to the information. The former minister questioned the police’s motive in not informing her of the reports.

    Run for presidency

    The Narc Kenya chairperson, who has declared her intention to run for the presidency in 2012, questioned why police communicated with the media before informing her. The MP said the alarmist information was meant to intimidate her and curtail her presidential ambitions.

    “I have not been threatened by my neighbours and community. My only threat comes from those sections detailed by the police,” she said. “If anything happens to me and my family, I want to say here and now that the police will be the prime suspects.”

    Ms Karua, who resigned from the Cabinet citing frustration, has strongly condemned vigilante groups following the recent Mathira massacre. The former minister insists that 44 people were killed, not 29 as reported by police, citing 15 others killed by vigilantes.

    She has accused the police of complicity, questioning if they had licensed the vigilantes to work with them. In a personal statement in Parliament, Ms Karua maintained that police should arrest individuals “and not brand youth”.

    “Police cannot purport to fight crime using crime,” she said. “It is incumbent upon them to arrest suspects, not brand and criminalise the youth. If that is what I am being intimidated for, then I firmly hold onto my position.”

    Ms Karua said she held a meeting to discuss security concerns with some of her constituents recently which the local provincial administration attended but there was no word about her security.

    Security detail

    “If I am under threat, who are these vigilantes? And why were my security detail and driver withdrawn immediately after I resigned yet some ex-ministers who failed to make it back to Parliament in the last election still retain government vehicles and even the security detail?” she asked.

  13. Well, these are your opinions. They are not facts and I DO NOT CARE what you say or 'think'. As far as I am concerned, President Museveni has conceded the disputed island to kenya. He has brought down his country's flag which was the basis for accusations of encroachment. There is no teritorrial dispute between the two countries now unless we can prove with authoritative maps that even the sorrounding waters are Kenya's. When the land was being fought over, we flashed colonial maps to back our propositions. Let us now go ahead and use whatever documents that support our claims for the sorrounding water as well.

    Which brings me to the issue making you red with anger; Does Uganda have a dispute with kenya? The answer is NO. Do they have a dispute with Jaluos? The answer is YES. You cannot bully your way into everything. It is not only stupid, it self defeating. The President's refernce of the issue as a Jaluo issue with very little to do with kenya was informed by the legendary ill-mannered belief that we can solve all disputes using intimidation. Who uprooted the rail line? Look me in the eye and tell me if that was not a bunch of Luos doing what they consider a passtime activity. Can you say even with approximate confidence that there were Kambas, Giriamas, Kisiis, Ogieks, Kikuyus, Somalis, Turkanas, Rendilles, or Bukusus in those shenanigans? Why then should we not consider it a Jaluo affair? Who fishes in those waters Museveni is laying claim to? Maasais?

    Uprooting rail lines in a stupid belief that it hurts Ugandans more than it does kenyans is just crazy, the rationale of such a move is hard to see. So if people have no trust in their own government (which may have failed), if they believe push has come to shove and that the jungle jurisprudence appears more appealing, then what's wrong with President Museveni deterring them (yes that particular group that was from the very beginning so keen to own the dispute) from the resources he considers his sovereign country's?

    So, it is simple; if it is trully a Kenya's problem, then let's include everybody in its claim by petitioning our government to be a little more aggressive in its pursuit. If people monopolise it, it's only fair they fight their fights. Why we should even all pay towards that dumb showbiz, I do not understand.

    I continue to see--and so does the Ugandan President--a CONTEMPTUOUS PEOPLE, contemptuos of any established order, struggling to grow up. But then again, this is my opinion. Opinions ni kama nywele , kila mtu ana zake. I just hate to be dragged (as a Kenyan citizen) to an issue which is truly not a Kenyan affair.

    this book sold thousands upon thousands in the 1980's and 1990's in a certain region of kenya. the children of those years who listened to the bedtime stories of this book from their fathers and mother have now matured. and john kiriamiti is their inspiration much like he inspired their fathers/mothers. its not a surpirse to see some SIMILAR EXTORTION events in the same region being so widely practised, OBEYED and accepted. it started from far and will take 1-2 generations to end. By that time, the DECAY and its effects will be deadly. Meanwhile, the denials of doomsday continue wallowing in ostrich sands.

    BTW remember thooose days before Mungiki there was the Wanugu and the sijui Wangiri, a bunch of crooks that terrorized Kenya for a long time before NSIS started to gun them down one by one? It was like real dramma series to read the paper of who which was gunned down on any given day or how they engaged the police in a chase and escaped the dragnet.

    to you and me it was a tale of KEEPING TO MORALS.

    to some, it was "the man, the way to be, the way to the top of the mugumo tree using a razor blade".

    Museveni attacks one community in Kenya are you have the audacity to say that he is right and that it is that community's affair? Do the Luos not pay taxes in Kenya? Exactly what qualifies one as a Luo citizen and not a Kenyan citizen?

    1. The community Museveni accused of shenanigans may be killing its own people without knowing, but certainly doesn't constitute 22% of Kenya's population.

    2. I never exhaulted any community. There are two protagonists in this saga and I just took the side I am more comfortable with. These two are Jaluos and President Museveni. I choose the latter's position.

    3. I am not a dada.

    4. I am comfortable with my community on most of the statistical stuff you want to talk about. Unfortunately, the president never mentioned it and neither did YOU even point a finger at it!

    9.20, How did Museveni "attack" the Luo community? He merely referred to them by their name. In Kenya one could be wining and dining on nyama choma and beer and dancing away the new year while others are eating cacti. These same folk can be dancing and parting while others are wondering the wilderness as refugees in their own country.     To put into context Museveni's recent anti-Luo sentiments on BBC, his streak of history with the Luo needs to be revisited.

    In this 2007 article in the Uganda Monitor Newspaper (pasted below) Museveni's ethnic chauvinism is clearly revealed. He brags that his mother's Ankole tribe was the only Bantu community in Uganda that was not conquered by the Luo expansion hundreds of years ago.

    Makes one wonder whether this Museveni man is mentally losing it - basing 21st Century decisions on 9th century East African tribal migration patterns and conquests is a heck lot wierd to say the least.

    Museveni was born out of wedlock to an Ankole mother and his father's ancestry is unclear (? Tutsi or Hima). He ousted a Luo president (Tito Okello) and toppled another (Blasilio Okello) that he was supposedly to share power with after. He has since waged a 23 year war of paranoia and Luo-phobia in Northern Uganda under the guise of fighting the LRA, which has largely led to outright marginalization of the Luo communities of Acholi (Acol), Langi and Alur.

    Even Daily Nation's Charles Onyango Obbo's Luo-Padhola in the East are largely marginalized by Museveni. Obbo was detained, threatened, and hounded out of Uganda personally by Museveni. That explains his exile in Kenya.

    It is therefore not out of character for Museveni to manifest symptoms of Luo-phobia like generalized denigratory snipping of the community through disparaging remarks.

    Going back to the Monitor article below, he charges that Buganda Kings are Luo, as if that means they are afflicted by leprosy. Kwani what is the problem if Buganda Kings are Luo? Who doesn't know EA history and the obvious fact that the Buganda, Bunyoro & Toro are essentially a hybrid between Bantu and Luo? ;

    PRESIDENT Yoweri Museveni yesterday put the royal lineage of traditional leaders in Uganda at the forefront of his submissions to a debate on land in Munyonyo - concluding that Buganda, Bunyoro and Tooro kings are largely of Luo origin.

    The President was speaking to some 600 delegates currently attending a conference on Land Conflicts and Mitigation measures in the country.

    Mr Museveni talked predominantly about the current debate on land in the country that has sparked tribal emotion. At the conference, Mr Museveni chose to lecture delegates about the history of tribal settlements in East Africa, stating that the ancestry of the kings of Buganda, Bunyoro and Tooro is rooted in the Luo dynasty, before sounding a warning to those he said are inciting tribalism as the debate to amend the 1998 Land Act rages.

    Mr Museveni said the Luo, who are largely settled in northern Uganda and western Kenya, governed the three kingdoms, leaving descendants behind, who today, are the current rulers.
    "The kings of Bunyoro, Buganda and Tooro are Luos," said Mr Museveni.

    "It's only in Ankole that we stopped the Luo expansion. How can you have a Bantu name like Oyo, like this young boy (the King of Tooro) and Olimi the king of Bunyoro?"

    In further drawing a link between the king of Buganda and the Luos, Mr Museveni cited a Luganda word "Wankaaki", which means main gate, one he claims originated from the Luo.

    "If you ask any Muganda that what is Wankaaki, they will tell you 'Lubiri lwa kabaka (Kabaka's palace). But we have to excuse them because they don't know history. This is a Luo word," said the President.

    Delving into his favourite subject of history, Mr Museveni said the three kingdoms were conquered and ruled by the Luo from 900 to 1500 AD. His historical opinion was corroborated by Makerere University political historian Mr Mwambutsya Ndebesa.

    "About 600 years ago, the Jo-bito (Luo) attacked the Chwezi dynasty and formed the Babito dynasty whose descendants are Baganda and Banyoro," said Mr Ndebesa, adding that the founder of Buganda kingdom, Kato Kimera, was a descendant of King Rukidi Mpuga of Bunyoro. He said Tooro was formed in 1830 out of Bunyoro kingdom.

    In what has now come to characterise the President's speeches on the land question in the country, Mr Museveni took another swipe at Mengo, the seat of Buganda Kingdom, describing officials pushing for the return of the now obscure 9,000sq miles of land, as "opportunists. "

    "I normally tune in to CBS (Buganda's radio -Central Broadcasting Service) when I have time. And you hear all this trash. They are just opportunists whose intention is only naalira wa? (What is in it for me?)," he said.

    Mr Museveni took time off to remind delegates that his administration reinstated traditional and cultural institutions in the country, with the sole aim of reviving lost glory and custom, before concluding that the traditional leaders have failed "and I will oppose them because I am still here."

    He described as "absolute rubbish", calls by some people who have been agitating for a north-south divide in the country, saying Uganda is a cohesive nation "and no one should talk about dividing it."

    And although it would seem Mr Museveni's remarks were a direct response to recent claims by Gulu LC 5 chairman Nobert Mao that northern Uganda was willing to secede from the rest of the country due to uneven distribution of the national cake, it isn't in doubt that the current land debate in the country has driven a sharp wedge in Parliament, just as it has in the public domain.

    Last week, the Coordinator of Security Services in the country, Gen. David Tinyefuza, told Parliament that the army will not hesitate to intervene in settling civil strife in the country, a proclamation that has now been understood as a warning to anyone who stokes tribal hatred over the land debate.

    Already, Buganda and the central government have locked horns over the proposals which the latter believes will help curb incessant illegal evictions in the country. Mengo insists it will only legitimise land grabbing.

    Commenting on the land debate, Mr Museveni said "the talk about tribalism and division is absolute nonsense and we shall oppose them."

    The conference, organised by Jami Yakupatanisha, a local NGO and the Makerere University Department of Peace and Conflict Resolution, with the support of the Canadian government, presented a report on the causes of land conflicts in Uganda.

    According to the report, a copy of which Daily Monitor has seen, unclear land demarcations in northern Uganda and massive evictions in central Uganda are the major causes of land conflicts in the country. The report also concluded, based on a survey carried out between October 2007 and February 2008, that the land question in the country has become a tribal issue.

    "In the recent months, land has often become a tribal question fuelled by debate by special interests to 'protect tribal land'," the report reads in part. "The current rhetoric demanding that 'other' people (i.e. non-tribesmen/ women) keep off 'our' land is sowing the seeds for a continuing and growing politicised conflict."

    It is an opinion that was also shared by Lands Minister Daniel Omara Atubo who concurred that the debate on land "has become emotional, sensitive and political."

    The report recommends, under the customary land tenure system, that the role of elders and traditional elders on land matters be strengthened. It also calls for systematic land demarcation across the country in order to reduce conflicts, especially in northern Uganda.

    I used to think this was all happening online, shock on me, last week I was in a public forum after some ODM luhya MP died and a group of people clustered together to 'celebrate' his death, saying 'huyo ni number 5 sasa' that it served ODM right coz they sponsored PEV instead of going to petition the courts like past presidential candidates had done.
