Martha: Please Take Your Grievances to Court


Lies mutate into all forms and shapes. So Ms Martha Karua wants all and sundry to believe that her fight for reforms caused her the ministerial job? Well, may be to many Kenyans weaned on the same sumptuous plate of national lies. Otherwise it is very difficult to justify the cheap gloating and glee from people falling for her sideshow like flies attracted to fermented milk.

When you read a Kenyan gloating that Kibaki did a Bildad Kaggia on Martha then you don’t need to visit a youth centre to witness juvenile bravado. The only good thing from lies is that they are sweet to cheap ears sprouting from either side of an empty box burdening the shoulders. Well, the list is long as Wangari Maathai, Kalembe Ndile, Waruru Kanja, Munene Kairu and Bildad Kaggia would tell you.

Lies are infectious and once told, you have to invent another to cover the one before it hence forming a firm foundation of PYRAMID OF DECEPTION. Now we read about principles that are as transparent as a plastic sheet whose shape remains at the mercy of any mild source of heat. The TRUTH is Karua would be still breathing fire warming PNU belly as a Deputy Prime Minister.

Kenya WILL NEVER BE THE SAME AGAIN and anybody using the present fraudulent parameters to plan her auction will wake to the rudest of shocks. No amount of half truths peddled by playing EXPECTANT SURROGACY predatorily lying in wait for fallout will deliver.

Martha has come full circle in just 15 months. The political Paul cannot shed the Saul blood running through her veins. Make no mistake! The panic in the camp Martha left without intellectual tent is palpable. Meanwhile she is handsomely reaping the ultimate wages of sin. But it will turn really nasty when the shit finally hits the fan. Any potential political suitor is better warned that Samson at least had Delilah's BEAUTIFUL FACE as an excuse for falling short of God's glory.

Tapes don’t lie
It must be unbearably painful to put your life onto a course only to see the prize awarded to pretenders crowned as a prince. But again Martha must have seen it coming given the history of serial betrayal since 2003.

Tapes don’t lie and all the denials of inaudibility and their quality won’t wash. Martha is no fool or naive and the political pressure cooker is threatening to give in. She is acutely aware of her vulnerability and insecurity. But the gatekeepers won’t dare touch her lest the overgrown worm born in December 2007 crawl out soiling all and sundry.

A caste built of vices only becomes a fortress of serial schemers hellbent on self destruction. The big political and national bang will come fast and furious. We haven’t seen anything yet, NA BADO.

Can We Fight Crime With Technology?

I did not want to drown Taabu's controversial post and so I have decided to add my brief post here. Besides it does NOT really warrant a new post on its' own.

One of the good reasons for getting rid of all the old guys in power now is so that younger guys who are more familiar with technology can enable Kenyans to benefit from it. I will give just one example. Technology can be used very effectively to fight crime. We already have hidden cameras in town (not enough) and we already have an initiative by a private company to help people track their stolen cell phones. We also have the stalled DNA testing crime lab that is yet to be built.

However much more can still be done and only younger dot come generation Kenyans can figure this out for the country. As it is with the current jokers firmly in power, George Muhoho will always be re-appointed managing director of the Kenya Airports Authority (I mean the man is over 70 years old!!!). Are there no younger able qualified Kenyans? Besides the man does NOT need the job while many younger Kenyans do!!

As I have said here often, there is no way these old dinosaurs can give us any new ideas.

P.S. The argument I always hear is people asking what the young guys in the current political system have done. Well, the thing is they can NOT do much when the decision-making dinosaurs are still in power. We need radical surgery in Kenya. How about electing a 40 year old as President? Okay Maximum 45 years!!!?

    Just like the return of the Mack, are we witnessing the return of our prodigal daughter Martha Karua ‘Apondi’; she of the Young Turks generation? During the struggles for the second liberation, she was with us, just looked like us, talked just like us, walked through the struggle with us to the bitter end.

    But just when we thought we fought a good fight and won with Kibaki on the throne, the reality dawned on us that we had been conned of our good fight by Kibaki. One of the strongest voices for Kibaki was none other than our own ‘Apondi’. She was no longer with us, did not look like us, never talked like us and yes, she refused to walk through the new struggle with us!

    Yes, these were the times ‘Apondi’ would hit Agwambo’s face with her handbag and even go to the extent of trying to strangle him with his own tie. Those were tough times. Those were the times the tough-talking, fire-spitting, straight-from-the-hip-shooting ‘Apondi’ would sue a whole media house and even get millions of Kenyan shilling paid to her for “damages”.

    Yes, ‘Apondi’, just like ‘Johnie’, was walking through town with pistols hoisted on both sides of her hips and a reserve one on her ass with her fingers on the triggers ready to blast a hole through any anti-Kibaki element. Moral ethics no longer mattered to ‘Apondi’. She would have sex with a “holy” priest and any Kenyan who dared report about it got sent to prison immediately for criminal libel - a colonial relic no longer in application in much of the world. Yes, Mburu Mucoki who publishes the tabloid Independent newspaper had a taste of the ‘Apondi’ justice and the rest of Kenyans who wanted to know more were told in no uncertain terms that it was none of their business with whom ‘Apondi’ had sex. They should go hang!!

    But after the PEV and the now slowly emerging scheming for the 2012 presidential elections, ‘Apondi’ seems to be returning back to us, just like the Mack! She seems to talk like us on the PEV issues, land issues, a new constitution etc. She also seemed to feel like us when she mourned the son of Dalmas Otieno early this year. She seems to walk like us when she joined her previous erstwhile enemy Agwambo to celebrate his “home-coming” at no mean a place than Kibera where Agwambo was busy “opening up”!

    The return of our prodigal daughter ‘Apondi’ was such that she even got a standing ovation in Kibera! And after recognising that she was welcome back, ‘Apondi’ now plans to visit the whole country in a bid to reconcile Kenyans or is it to help us with the third liberation struggle? A female Jukwaaist ( I think Nereah) warned me earlier on in the year when I called ‘Apondi’ some epithets that ‘Apondi’ will soon be returning to Kisumu in the company of Agwambo to a heroic welcome! At that time I didn’t believe the Jukwaaist, but after Kibera, I think Martha Karua ‘Apondi’ is going back to her roots! And that is Kisumu ‘pacho’ where she got the name ‘Apondi’!!

    Didn't your mother teach you any manners jameni?

    First off, you should always compliment a lady. Always!

    The accusations you level against Martha are true. But here is a big difference.

    1. The good mp of gichugu has never been implicated in any corruption.

    2. Martha was vocal in defending the law as it stood. However, there is nothing wrong with coming out and admiting that you were wrong and that indeed the judiciary is indistigushable from the executive.

    3. Martha had the appropriate respect for the office and the constitution of Kenya. She was not criticizing the hand that fed her. She shut up and did her job. When it became too much, she did what most of those wanaume wasenge (some of them claim to be circumscised as if it means anything)in parliament could not do and quit GK so that she can be critical without being a hypocrite.

    I will put it to you that if this were the normal culture of kenyan politics, then we would all benefit from it greatly. As it is, our president never talks to anyone, our leaders shamelessly offer road side pronouncements on anything even half carpets and toilets, kila mtu anapayuka payuka hata hakuna gunia unawezajaza mambo hayo yote to quote Moi.

    So if Karua is playing politics and lies, then I think she is playing it the way it is supposed to be played. She is respecting our intelligence by her game. She is not simply adding zeros at KICC, nor is she shamelessly asking for more power to prosecute (after over 15 years in office as AG without a single prosecution like that foolish myopic idiot called Wako).

    So Taabu, man up and give Martha her dues. It will not take away anything from you to admit that she deserves kudos.

    Perhaps you are using two sets of bars here. As I see it, the bar is set so low in Kenya that the person you are espousing does not exist. Looking at Karua on principle you would have to admit that she is a cut above (but still below par) the rest.

    Can anyone explain why Raila is crying daily for respect (or lack thereof) and yet he is still in GK?

    At least Karua has very succinctly and in an erudite manner explained her position and thought process. That my friend, I respect. In Kenya as we know it presently, you'd be hard pressed to fingur anyone who would act in such a manner. Be it real politik or a gamble, she is playing at a different level.

    i apologise if it appears that way but i have only one bar and that is good governance

    everything else (perks, comforts, prejudices, preferences, styles etc of politiians) are mere sideshows which serve to enhance/reduce their public image/perception, and excellent eye candy at most and nothing more.

    the facts are that karua was frontline in defense of the judiciary and justice system (which includes appointments and current office bearers and the entire system) despite the fact that it was repeatedly pointed out that there were many areas in need of attention. 15 months later and please note that nothing has changed, she now turns around to say the judiciary is inept corrupt, characterized by cronyism etc. the very same issues she rejected then

    so if some want to applaud the fact that she said she'll resign and then she did, thats just plain awesome.

    but is the reality more plain now that she said it as opposed to the others that said it before her? is it more believable coming from her than the others?

    the level of that bar was pointed out since 1970s, and she now (re)joins once again the group pointing out the same low level of that bar.

    lets move forward and not agree to be played at these juve levels, we've been here before many times.

    I concur with those sentiments with one caveate; that bar is probably at its lowest right now.

    I shall say this. Our so called leaders are very crass individuals. If you have ever met any of them, and asked them what they thought about one issue or another, you'd be disappointed by the lack of thoughtfulness they'd exhibit. So whenever you see Karua, or Kibaki or whomever respond to weighty matters with terms such as -

    wacha walewanaotaka kupigana wapigane

    kwani watafanya nini na hizo files? Wakitaka kula wakule

    and so on, know that this is exactly how they perceive their reality.

    So in my opinion, Karua saying that she is resigning and actually following through (as opposed to Kimunya saying he would die before resigning and chickening out)is a major fete. It may be gimicks or hoodwinking or shenanigans, but coming from where we are presently I still think it is laudible. I think in the Kibaki era, only Mwiraria and now Karua have resigned in "principle". And that is something that must be encouraged. Folks need to stand for their convictions.

    You will remember that Raila and the so called pentagon would call for a meeting at kamukunji and they'd never show up. Instead wananchi bore the brunt of the GSU. The Zimbabwe PM showed up for those meeting and got his beat cracked. So what is the difference here in Kenya?

    For you to hold such high standards is great, but realistically we are so far on the negative side of the scale that anything positive even though minute, we surely must applaude.

    'The PM called on others who felt they were not effective in discharging their duties to quit...blah,blah'.
    Hahaha! We always said Raila is mentally unstable and too full of himself.
    Is there a better example of Raila's confused and dumbass thinking than the above statement?! Who has been complaining more than him about being ineffective and having his hands tied? If anyone should quit, should he not be the first to do so? Why should others quit and not him? Or he is he the Captain who is last to leave the sinking ship, if indeed it is sinking? Clearly, this guy has a few nuts lose and should check himself into the garage.

What people do not seem to realise in this whole issue is that karua represents the typical kenyan politician, they use the tribe quite conveniently.... but alas it comes back to haunt them.....for those who think there is such a thing as the hse of mumbi wake up....if karua is dispensible how about the ordinary kenyan kikuyu? The people of central should quickly realise that the are just election fodder for the cabal that is looting this country for their own families.....but then again can an ethiopian change his skin?
    The sad thing is that some people are catually cheering kibaki on and think he is quite clever at using and dumping Martha, without realising that they too are just like Martha being used by being given the useless tribal excitement of having a tribes man at the helm while he continues looting. its always fun untill it hits you. To those cheering kibaki keep cheering your turn is coming...he started with munguki, you cheered, then comes close to Martha you cheer, nxt he will sacifice you in a pointless tribal war i bet you will be still cheering as you lose your limbs.

    Now Martha has seen the light, after being instrumental in putting the nation in the current mess, it is funny that she now realizes what is going on. In most instances I go for better late than never, but, in Ms Wamungunda's case, I say better never than ever, always never!. Let her go to court.
    She wants to be a heroine? She can do this, slit her own wrist or how about she resigns from parliament and becomes a nun and never ever utters a word again?

    Martha is the heroine of the hour in a nation starved of role models let alone heroes or heroines. So why spoil the party Taabu?

    Yes, she helped Kibaki steal the elections hoping that she would be the next president of Kenya, that is true. But why not give credit where it is due? The prodigal son was forgiven, was he not?

    Now I am NOT asking you to forgive Martha... only to acknowledge the very courageous thing she did jana which many others have feared to do.

    You see in this life it is often that people make a mess of things all their lives and then do just one thing at the last minute to make up for all the messes of the past.

    In this case Martha has done a great service to the nation by helping weaken the adui yetu coalition govt.

    Let's welcome the prodigal daughter home first. Tomorrow we can start splitting hairs over what she did to us in 2007.

    Jesus welcomed Paul with open arms when he repented his sins, who are you to judge, Jesus? God? No, you are a human being, people make mistakes, I am telling you in the history books, the tyrants and crooks wont be the Karua's it will be others.

    You can hate all you want, but it still takes balls to quit, which you dont have. Some of you talk about rigging. Enough reports came out suggesting ODM also rigged.

    I cannot absolve either party, and to be honest, neither should you, that is called ignorance. Kenyans do not even understand their electoral system. Its three tiered, president separate from parliamentary separate from councillor. Three votes per person, to whoever you would like.

    So, in hindsight, Kibaki could have won by that margin, and had the minority in parliament, or Raila could have won by a landslide, the point is THE PEOPLE WHO KNOW WONT SAY!!!!. Dont talk about the soil of one, when some of the one's you endorse are as dirty as I dont know what. That is shameless of you.

    NAIROBI, Kenya, Apr 7 - Martha Karua’s resignation on Monday is a bitter pill to some, and a score for the political ambitions of others.

    University of Nairobi sociologist Ken Ouko says the resignation is likely to have far reaching effects on the political class, the country’s reform agenda and her Presidential ambition.

    He argues that President Mwai Kibaki’s reputation is at stake since Ms Karua accused operatives in his office of frustrating the reform agenda. Prime Minister Raila Odinga, Dr Ouko adds, could be among the gainers from the big fallout in Mr Kibaki’s PNU coalition.

    Dr Ouko spoke exclusively to Capital News.

    Q. What does this move mean?

    A. The public is getting very restless about the coalition government and I think this has catalysed public opinion and whetted their appetite for change. There is an obvious opinion especially on the coalition government being discordant and confused.

    Q. What does this mean to the President?

    A. The fact that she has pulled a rag from under the President’s feet is a scoop because then the public will start saying, “something needs to happen and your own minister has shown you that something is not right.” Secondly there is likely to be reorganisation of the government by the President.

    Q. Who wins here?

    A. I think Martha Karua comes out as a winner being the first Minister to resign under such circumstances. So in that way she cuts a niche for herself. Secondly the ODM comes out laughing and saying “look at them roasting in their own oil”. So unless PNU has a good PR, which they don’t, they are bashed.

    Q. What is the extent of loss to the country?

    A. There is such a setback on the reforms in this country. For example, everyone knows that there is a crisis in the Judiciary. But the fact that she has left tells us that there is nothing we can do about it.

    There is a message she is sending to Kenyans. She is actually telling us we need to look for an alternative in terms of reforms in this country.

    Q. Does it mean we are out on reforms?

    A. This government has no reformists, even the ODM side is just kicking around. The Orengos and Kiraitus of ten years ago are no longer there. Agenda Four which was essentially under her ministry is as good as gone. With this resignation we have taken a huge beating in terms of the reforms agenda and somebody somewhere will have to kick start it in another way that is not the grand standing we are seeing now.

    Q. Talk about PNU’s loss.

    A. They are definitely going to get into a turmoil fighting over who takes over the vacant seat and by the time they recover - if they do - then everything in the government will have gone wrong. But it could be worse if other members of Narc Kenya decide to follow the example of their chairman.

    Q. Where does this place Kibaki and Raila?

    A. The President has of course come out with egg in his face. This shows that the reformists are not on the side of the President and he will have to a lot work to convince Kenyans that PNU is concerned about Kenyans and not themselves. What he could probably do is to reach out to Raila to help reorganise the government. Raila looks like he will be smiling for the temporary duration. He and Karua had their own issues but as we have seen lately they seem to be singing the same song.

    Q. Does this significantly affect her Presidential ambition?

    A. As it stands she has very high moral ground and moving away from the Cabinet gives her an opportunity to scream all she wants since collective responsibility is gone. Secondly, sympathy is certainly going to come her way. But as you know a month or a week is very big in the political arena.

    Q. She has been very aggressive; do you think she will sustain this?

    A. The beauty about her is that everybody believes she is a very abrasive woman who can take on three men at the same time - which she has successfully done - fighting everybody in government and not caring any bit. So that gives her credit as somebody who can fight it out.

    Q. Everybody remains skeptical on the existence of the coalition government.

    A. You can bet, for the sake of their selfish interest, most likely it will stay put. However it will not deliver anything. It will be a government that will be a blot in the history of this country. A year is gone and we have not seen anything they have done in terms of reforms, political atmosphere or ethnic relations.

    Q. Is this a sign of things to come?

    A. The credibility of the government is on the platform. Suppose another one quits tomorrow. Others might be in government but they will be saying I might….when we have such a government then there is a problem.

    PNU PAID ADVERT IN NEWSPAPERS

    Coalition partner PNU has put out a fully paid advert in all Kenyan newspapers today in relation to the recent failed consultative talks at Tsavo Park.

    Taxpayer money has been quickly disbursed to the media houses at this time of hunger and famine, to spew propaganda and spin courtesy of the office of government spokesman Alfred Mutua, speaking for the President.

    They asked a few questions which we need to critically interrogate.

    Here are their deceptive and deliberately misleading propagandist questions aimed at swaying public opinion to their favour:

    Do Kenyans want security organs and especially the military involved in politics?

    Do Kenyans want the public service divided into two with Government officers reporting to political parties?

    Do Kenyans want to go back to the past or to move forward towards national healing and reconciliation so as to facilitate development?

    Do Kenyans want their leaders to be engaged in endless political wrangling at the expense of undertaking development projects for which they were elected?

    This is getting interesting since a continuation of the fraud on December 27th, 2007 is evidently getting shored up. Deception, dishonesty, mischief, malice, and trouble is the name of the game. This is sounding eerily ridiculous.

    These PNU state propagandists are opening a can of worms they can’t contain - which will backfire right in their faces. Kenya will remain unstable with this kind of dishonest yet belligerent attitude.

    Do Kenyans want security organs and especially the military involved in politics?

    Every Tom, Dick and Harry can discern that this is a deliberate attempt to confuse the intelligence of Kenyans.

    Kenyans know that it is precisely Kibaki and PNU that involved the AP and GSU security organs in the politics of electoral theft in 2007. Kenyans saw them being transported at night in buses owned by PNU MPs.

    People know that Kibaki and his PNU Ministers have been using the security intelligence organ called NSIS to run all manners of nefarious political errands including tribal cross border divide-and-rule instigations, transaction of corruption deals such as the grabbing of the Grand Regency and the silencing of dissent by young Agikuyu youth aided by regular police and CID.

    These questions were long answered publicly at the Waki Commission WHERE Kenyans declared they don’t want the politicization of the security agencies as they currently exist.

    KENYANS WISH THAT THIS CURRENT STATUS QUO MUST CHANGE –and they know what they're up against - Kibaki, Kalonzo, Saitoti and Uhuru. Karua has been kicked out for this. What the heck do people think Kenyans mean when they talk of police reforms? Reforms must cover the composition and hiring practices of the forces. That cannot be compromised.

    This PNU ad in itself might just have the effect of inciting Kenyans over obvious things like police reforms which will be done anyway – it’s just a matter of time before even a revolution will force these common sense equality and fraternity issues at the security organs.

    Hopefully one day people will realize that good neighbourliness is a better guarantee of stability than ethnic caucusing.

    Kenyans want security organs and the military leadership led on the basis of merit and professionalism and not on the basis of tribe. If merit and professionalism determines the composition of these organs, then naturally they will depict and reflect the true face of our nation.

    Just look who’s talking. It is laughable that despite the glaring fact that the AP and GSU top leadership reads like a family invitation list to a GEMA wedding, PNU mouthpieces are claiming they don’t want politics in the forces.

    It is the politicization and ethnicisation of security organs that is leading to the gross impunity in the forces that is resulting in thousands of extrajudicial police murders - clearly documented by the UN special rapporteur on extrajudicial killings.

    That is why police murders in the post election period trained their focus on targets like Kibera, Kisumu, Nakuru, Kakamega, and Mombasa.

    Kenyans know that all security organs at the top leadership are political appointees. The process must be structured to free it from corruption and tribalism. Under Kibaki, these appointments have particularly assumed a tribal dimension that smacks dirty retrogressive politics.

    These appointees don’t serve Kenyans but clearly serve the President and his political interest. This will change, and Kenya is not ready to transfer the same privilege to any future president even in ODM. It is not just viable or tenable any longer. Reforms must come in the force.

    Do Kenyans want the public service divided into two with Government officers reporting to political parties?

    It is obvious by now to most that ODM despite its own faults has been desperately trying to show unity in one government yet its leadership is constantly contradicted, insubordinated, embarrassed, and disrespected every single day.

    Who does not know that the past-retirement-age Head of Public Service is a political appointee reporting to the President?

    When has the government spokesman consulted with the PM before making a government pronouncement if there is one government? What the heck is this meant to suggest?

    Do Kenyans want to go back to the past or to move forward towards national healing and reconciliation so as to facilitate development?

    There can be no national healing and reconciliation based on deception and fraud that PNU displays on a daily basis. How do you move forward when unresolved issues in Agenda 4 of NARA (police reforms, judiciary reforms, electoral reforms, land reforms, poverty tackling reforms, and constitutional reforms) cannot even be discussed amicably by the coalition partners.

    PNU feels ODM should never discuss police and judiciary reforms because PNU intends to preserve the two institutions in their current state. Raila says police and judiciary will be reformed and the current leadership will be changed, but Kibaki endorses Gicheru and Ali and takes a business as usual stance.

    Even PNU’s own members realize this potentially dangerous anti-reform movement trying to shield police and judiciary from reforms. Isn’t this not why PNU’s Martha Karua has resigned?

    What national healing is the President advancing when he cannot implement to the letter the wordings of the National Accord that there shall be a 50/50 sharing of Government amongst the Coalition Partners?

    What national healing is the President advancing when he keeps silent and waits for the PM to make a move which he promptly contradicts? IS THAT HEALING AND RECONCILIATION?

    Do Kenyans want their leaders to be engaged in endless political wrangling at the expense of undertaking development projects for which they were elected?

    Endless political wrangling had a source and origin. Kenyans can judge for themselves and apportion blame for any wrangling. As far as development – there is none really going on except Kibaki and his boys developing their pockets and portfolios ranging from the Grand Regency to Tana River to JKIA to KenRen, Anglo-Leasing promissory notes and others.


    WAS THE COALITION MANAGEMENT COMMITTEE MEETING/ CONSULTATION AT KILANGUNI (TSAVO) OF URGENT PRIORITY?

    Everyone sees and knows that there is a big problem in government affecting service delivery and stalling the momentum of Agenda 4 reforms.

    No one will doubt that corruption, impunity, tribalism, extra-judicial police killings, bribery in the judiciary (courts), general insecurity, failure to adequately tackle hunger, famine, poverty, landlessness and unemployment has come back to define the short existence of the GCG.

    The question is - why can’t this change? Why can’t Kenyans get the much needed reforms to clean up governance?

    Because of obvious gridlock.

    LACK OF MUTUAL CONSULTATION AND RESPECT; NEED FOR COMMUNICATION MANAGEMENT AND HIERARCHY PROTOCOL

    Before you even delve into that, consider this.

    Why is the government acting in discordant ways such that when the PM invites the FBI to help investigate murders of civil society activists, then the Veep and Internal Security Minister contradict him.

    When the PM assures Kenyans that the entire judiciary (including the Chief Justice) will be reformed, the President over-rules him, endorses confidence in the Chief Justice and appoints five more tainted Judges to the bench.

    When the PM announces that the Boundaries Commission will review all constituency and district boundaries, the President goes ahead and creates 45 new disctricts – 27 of them in Central Province- by the roadside in Muranga.

    When the PM submits to the President his list of ODM ministers deserving immediate sacking for corruption and incompetence, and announces publicly that sackings will come the same week as jointly agreed by Kibaki, the President goes ahead to sit on the list and whisper the PM’s intentions to the said ODM Ministers, just to stir trouble within ODM. As expected no sacking has been announced and none looks forthcoming since the targets have willfully agreed to play ball with Kibaki.

    When the PM presents a list of ODM’s share of diplomatic appointments (as per the power-sharing agreement in NARA) to the President, they are out-rightly rejected and the President mischievously picks only one from the PM’s tribe to incite intra-ODM calls of favouritism.

    When the PM initiates and burns the midnight oil crafting the Kazi Kwa Vijana (KKV) youth employment initiative, the President and his Veep at the eleventh hour jump onto launch day photo-ops to take credit.

    When the PM agrees with the Prof. Alston report calling for the resignation of Attorney General Wako and Police Commissioner Ali, the government spokesman Alfred Mutua publicly contradicts him. When the PM suggests urgent police reforms as envisaged by the Waki report, the President and his Vice dismiss that suggestion.

    Why all this choreographed public circus?


    Obviously any sane person sees that the communication management and hierarchy protocol in the coalition needs to be seriously addressed to weed out room for political mischief.

    Then comes the master of insubordination, Mr Muthaura. Why is the relevant constitutional body or the Public Service Commission being denied a chance to chart the terms and salary of the PM. Why is it that a PS under the co-principal of the coalition in the President’s office being given leeway to deliberately and mischievously inject provocative terms and salary for the PM?

    Some folks seem determined to rock the coalition boat for purely political reasons with the consequence of denying the public focused leadership and service delivery.

    Does addressing this confusion and asynchrony to streamline communication mechanisms, consultation, mutual respect and hierarchy protocol amount to ‘renegotiation of the NARA accord’ or ‘demand for more power’ or ‘demanding parallel ODM and PNU military appointments’?

    Be your own judge.

    Kalonzo Musyoka and Uhuru Kenyatta have become the biggest merchants selling propaganda on behalf of Kibaki that ODM’s agenda at the Kilanguni talks was to renegotiate power and appoint their own share of military officers.

    While they willfully fall into the trap of temporarily wallowing in fantastic and deceitful lies, soon to be uncovered and exposed to the masses, the entire nation can clearly see that there is a big rift in communication, consultation and hierarchy matters within the coalition.

    They can easily pin-point the actual source of the fraud, stubbornness and ruffling. Kenyans do not need rallies to expose such openly discernible deception and trouble-courting being displayed within the coalition.

    The nation knows that the coalition partners retreated to Kilaguni for talks on how to strengthen their so called marriage.

    Kenyans who long held their breath and were beginning to despair, were optimistic that at long last, NARA that ushered in the marriage was going to be put in its proper perspective and efficient functionality restored.

    But alas, that was not to be. Some Kenyans including clergy are urging both coalition partners to keep engaging for the sake of the country’s stability.

    It doesn’t take a Rocket Scientist to figure out that these rifts negatively affect the process of national healing and reconciliation. How do recent IDP returnees interpret the simmering tensions?

    THE SILENT HAND ROCKING THE COALITION BOAT

    There is an unseen hand emanating from the President’s Office acting on behalf of what ex-Minister Martha Karua rightfully terms a cartel.

    The hand is responsible for several deliberate instances of confusion and conundrum displayed within the coalition government.

    Any genuine attempt to solve a problem for the benefit of Kenyans is held back and rocked by that hand.

    The hand has found meddlesome action at Mau Forest which is unraveling as a serious national disaster. The Prime Minister has been talking about the need to conserve Mau while the President has conspicuously kept a studious silence.

    At the crux of the PM’s task force plans is the all important component of humanely resettling the forest dwellers in alternative land.

    This is where the silent hand is deliberately trying to sabotage and run roughshod over the Ministry of Lands. You can only evict the genuine settlers with title deeds if there is alternative resettlement site. The silent hand is blocking the alternative resettlement land component to ensure this noble project doesn’t succeed.

    In the mix of the sabotage is also the meddlesome Moi forces not interested in seeing this succeed. In the end, the President’s hand seems to care less whether the Mau forest is conserved or not – precisely to stop any credit (with political ramifications) going to the PM.

    When there was a management problem at the Kenya Ports Authority and the Prime Minister stepped in to restore order, the creepy hand showed up again.

    As the PM was restructuring management, the silent hand engineered its allies including the Minister for Transport Chirau Mwakwere who introduced tribal politics at the management of KPA – by insisting that the MD at KPA must be a coastal. Kibaki’s hand threw another spanner into these noble works.

    Then comes Kenya Airports Authority (KAA). When an audit report revealed that George Muhoho failed to account for Kshs 2.9 billion at KAA necessitating an investigation by EMU (under the PM), Transport Minister Makwere acknowledged and sent Muhoho on compulsory leave pending his third retirement.

    KAA’s board endorsed his departure and appointed his Deputy Mr. Michael Wamalwa as acting CEO. The following day, at the obvious behest of the same silent hand of Kibaki, Makwere reappointed seventy-something-year-old Muhoho back as the CEO of KAA.

    This is in the middle of a highly questionable 90 acre concession of prime Airport land to locals masquerading as Dubai investors.

    Then Kenya’s Migingo Islands are annexed by Ugandan President Museveni and local MPs and hapless Kenyan fishermen make noise amidst hefty tax surcharges by Uganda Revenue Authority and a high flying Ugandan flag.

    Some Ministers and the PM are up in arms while the President and the Minister for Internal Security display disinterest and gross negligence at best as the row simmers.

    The Commander-in- Chief, who illegitimately holds the sword of Kenya, is studiously unfazed as Kenyan provincial administration and police are evicted from their own soil.

    Museveni disregards resolutions of a joint inter-Ministerial meeting, deservedly snubs the Police Commissioner supposedly sent to meet him by the President. Where do you see Police being sent to meet FOREIGN PRESIDENTS?

    The silent hand has refused to exercise the constitutional obligation of protecting Kenya’s sovereignty, peoples and land just to play hate politics. Let’s see where this gets him.

    Not even Kenyan clergy outside the local jurisdiction have shown interest in this potentially explosive act of external aggression on Kenya. This starkly displays how fragmented the nation of Kenya has slid under Kibaki’s watch.

    Citizens need to reflect deeply on the future of the nation. PNU knows well they cannot govern alone without ODM right now, so why all these dirty games and propaganda? Let's see where it gets them - i suspect it will backfire badly. These ads will not help PNU come out looking clean.

  80. Mungatana quits government

    Medical Services Assistant minister Danson Mungatana has resigned from the Cabinet.

    Announcing his resignation on Tuesday afternoon, Mungatana accused Kibaki administration of impeding reforms and fostering corruption.

    He becomes the second high-ranking government official to quit the grand coalition government in less than 24 hours.

    On Monday afternoon, Gichugu MP Martha Karua quit the position of Justice and Constitutional Affairs minister.

    Both resignations occurred while President Kibaki was out of the country attending head of states conference.

    The simmering intra-party differences within PNU add to the already glaring feuds between it and its grand coalition partner, ODM, which is led by Prime Minister Raila Odinga. ODM is accusing its partner PNU of short-changing it.

    But the Garsen MP said his decision to step down was informed by President Kibaki’s handling of the Grand Coalition Government and reform agenda.

    He also added that Karua’s resignation on Monday made his stay at the cabinet untenable. Karua is the party chairperson while Mungatana serves as the secretary general.

    Mungatana†who, together with Karua, strenuously, defended Kibaki’s controversial re-election in December 2007 told the President "the time of the big man’s syndrome is gone".

    Referring to the Head of State’s recent unilateral appointments to public offices, Mungatana said his party, which has majority of MPs in Kibaki’s PNU, has been sidelined.

    Changes

    At exactly 1.30pm Mungatana said: "I would like to thank President Kibaki†for having appointed me

    to serve as Assistant minister for Medical Services. However, the development of Monday where the chair of Narc-Kenya resigned her position as Justice minister, (makes) it difficult for me as Secretary to serve in the same government she has left?"

    The Narc-Kenya top decision-making organ, NEC defended Karua’s resignation saying she left because she could no longer hold together with a corrupt and anti-reform clique.

    Speaking after tendering his resignation on Tuesday, Mungatana urged other Narc-Kenya MPs to consider their continued stay in government.

    Saying they are free to make personal decisions, the party secretary general added that Narc-Kenya officials in government and other "reformists in and outside Parliament need to be part and parcel of what the people of Kenya want".

    The latest development means that Nark Kenya has practically moved out of Kibaki-led PNU. Last year when PNU was urging its coalition parties to dissolve and join it, Narc Kenya defied the orders and went ahead to hold elections, which saw Karua elected chairperson while Mungatana became secretary general.

In the days following the farcical elections, when it looked like Gichugu would be a major stopover for the reward train, Kibaki could do no wrong. Karua turned the airwaves into the equivalent of a South Baptist Sunday service extolling the virtues of the man. Now the gravy train has been shunted to Gatundu, Kibaki is "anti-reform"? The truth is that Karua is simply waking up to Kibaki's policy on recycling. Here are others who thought it would never happen to them; LDP, Kiraitu, Keriri, Ngilu, Mwiraria, Mary Wambui, Winnie Mwai...

    She may also have overplayed her hand with this resignation. Without the trappings of her ministerial office and her detractors crawling out of every political orifice, Karua national reach is going to be severely curtailed. For her resignation to have the intended political impact she needs ODM to quit the government. Not likely. In addition, there are many within ODM who will not have forgotten her role in Kibaki's farcical inauguration. And there's her recent run-in with Ruto. In a few days when the dust settles on this hoo-ha (as it will), and the Kibaki bandwagon drives on, Karua while realise what a lonely place the opposition benches can be for a friendless firebrand.

    But wait, there's a twist in this story! The only person in government to show Karua any support is the PM. Ironical, isn't it that Karua's only hope for political comeback now rests with her erstwhile foe? And for that to happen the PM must remain in government at least until the new constitution is in place. Walking away now would only give the shadowy Othaya cartels in government carte blanche to institutionalize their brand of smash-and-grab.

    I stand by my choice, if you suggest someone better then good, otherwise Tuju should be groomed. We want someone young, who is not going through censure motions and making noise in newspapers or shifting goal posts, or is seen as out of touch with the majority of Kenyans.

    I cannot think of anyone else who can be groomed to be a good leader. Maina Kiai and co. are more like activists, they should remain the watchdogs, rather than get sucked into mechanisms that will leave them disillusioned and paralyzed (in terms of work). In terms of women, only Karua is suitable at the moment, because the rest have been swallowed up by testosterone induced political battles.

    Been speking to at least eight Catholic priests in Central province. They feel let down by kibaki, irrespective of their boss's (Njue) position.

    They also directed me to what njue has been saying this week-that KIBAKI and raila shoul get to managing Kenya. They point out that Njue has seen the right and also see Kibaki as the problem.

    Can someone tell Kibaki to resign?

    Karua was the main person that central trusts( ofcourse minus kiambu which has made kibaki useles due to unrivalled greed).

    Let Kibaki and the old dogs go away now.

    Dear All

    This is to let you all know that Mheshimiwa RV Leader William Ruto has told Kass FM this evening that Rift Valley remain steadfast in ODM and will never leave.

    He didn't mentioned Raila by name but he made it clear that he trusts leadership of ODM (all of them) and that he cannot see himself working with Uhuru, Kalonzo, Karua, Saitoti, etc or any other mis-leader from Central Province or Eastern Province.

    He added he has found the people from lake (luos) and western (luyias) aand coast (mijikenda) and NEP (somalis) and partly Kisii (closest to kales and luos) as those who are steadfast and keep their promises (dont renege) and fulfil signed agreements.

    In particular he was categorical in condemning Uhuru Kenyatta, Steven Kalonzo and Martha Karua or any other johhny come lately hypcoritcal leader from Central or Eastern province.

    Ruto informed the listeneers that he had asked KIBAKI and UHURU and others from Central to go and pick their people and re-settle them back to their original lands or int he VACANT lands owned by the GEMA Mafia. But not even an answer came back as these people were busy minting money corruptly.

    Kenyan politics never cease to amaze me. There we go. Its back to 41 vs. 3. This time not even ANAN will save the situation. And from the look of things, the whole world is going to support the-41.

    All we are waiting for now is the catalyst that will start the process.

    As a back up, since the ARMY is 70% none-GEMA or Kamba, things will be defended when the time comes. And this time, the real generalis will act.

  117. THE TRUTH ON THE COLLAPSE OF THE KILAGUNI TALKS

    A PRESS STATEMENT FROM ODM


    The ORANGE DEMOCRATIC MOVEMENT wishes to state that the Prime Minister of the Republic of Kenya, the Rt. Hon Raila Amolo Odinga (the Prime Minister), and the ODM members of the Permanent Committeeon the Management of Grand Coalition Affairs (the Permanent Committee) went to Kilaguni retreat in order to identify, isolate, discuss and resolve all the issues affecting the smooth running of the Grand Coalition Government.

    We did this in order to enable the country move forward. It was in recognition of the fact that without resolution of these issues, the Grand Coalition Government would not be able to deliver on the People’s Agenda set out in the National Accord. The full and faithful implementation of the National Accord, in both letter and spirit, is well over-due.

    The primary purpose of the Permanent Committeeis to ensure that the Grand Coalition Government can function and resolve issues within it.

    Unfortunately we were not able to agree on issues for discussion; issues which had been agreed on before hand. In fact,by March 14, 2009, the Joint Secretaries had prepared a Draft Agenda, which was typed and printed by the Presidency and Cabinet Office in the Office of the President on March 14th, and which ODM tabled at Kilaguni, contained the following items for discussion:

    • President’s opening remarks
    • Prime Minister’s opening remarks
    • Minutes of Meetings held on 6th and 11th February,2009 (to be tabled)
    • Matters arising
    • Draft Terms of Reference and Working Modalities of the Permanent Committee
    • Draft Grand Coalition Agreement
    • Confidence Building within the Coalition
    • National Unity and National Cohesion Agenda
    • Issues affecting the Grand Coalition and mechanisms for resolution
    • Evaluation and monitoring of the implementation of the national accord report
    • Image building for the Grand Coalition
    • Prof. Philip Alston’s report and Institutional Reforms
    • Review of progress on the implementation of the national accord, including agenda 4
    • Collective Responsibility
    • De-politicization of the Public Service
    • Any Other Business

    The PNU and their joint secretary have not denied this FACT.

    At its first meeting on February 6th, 2006, the Permanent Committee had agreed that in order for the Grand Coalition to run smoothly, a Grand Coalition Agreement and Terms of Reference and working modalities for the Permanent Committee needed to be prepared.

    Indeed, the Joint Secretaries researched on ,met, discussed and consulted extensively on both instruments. Draft copies of both documents were subsequently prepared and circulated to the members of the Permanent Committeeby the Joint Secretaries for discussion at Kilaguni. This was done more than one week prior to the Kilaguni Retreat.

    In point of fact, both PNU and ODM agreed in the Draft Terms of Reference and Working Modalities that whatever either party wanted to be on the agenda for discussion would be included for deliberation.

    In addition, the permanent committee’s meetings were to be closed to non-members.

    The Kilaguni discussions were scheduled to take place on Friday, April 3rd, to Sunday, April 6th, inclusive. It was agreed that apart from security, only members of the Permanent Committee plus the two Joint Secretaries, would attend the meting.

    However, upon arrival at Kilaguni, the ODM team found the entire place swarming with more than one hundred officers from the Office of the President (OP). The Director of National Security Intelligence Service, the Head of Public Service, the State House Controller & Private Secretary to the President and horde of other senior officials that ought not to have be there, were brought there by PNU team. The PNU coalition also invited Hon. Mutula Kilonzo and Noah Wekesa, who are not members of the Permanent Committee, in clear breach of the Terms of Reference and Modalities already agreed upon.

    To make matters worse, the PNU coalition came armed with a Draft Agenda which was different from the joint agenda that had been agreed to and distributed to members.

    The ODM team requested the PNU Coalition Members of the Permanent Committee to agree for the Joint Draft Agenda to be tabled for adoption and discussion to no avail.

    Upon realizing that the PNU coalition did not intend to abide by the Joint Agenda, the ODM team prepared a second draft agenda with the following items:

    • Management of the Grand Coalition
    • Membership of the Permanent Committee & setting up of the Joint Secretariat
    • Decision making and Government Communication
    • Appointments in government
    • Protocol
    • The State of the Economy
    • Security Organs
    • Implementation of the National Accord
    • Coalition Agreement (see minutes of Feb. 5th, 2009, page 3)
    • Prof. Philip Alston’s report
    • Fast Tracking Reform Agendas 1,2,3 and 4 agreed to at the Serena Talks

    The ODM team then asked their PNU Coalition Partners to attend the meeting and have both Draft Agendas discussed so that an amicable decision could be made with respect of the issues of discussion but the PNU team flatly refused, insisting that it was their draft agenda or nothing.

    The Prime Minister and the entire Permanent Committee went into the conference room on Saturday, April 4th, 2009 and attempted to resolve the differences without success. The Prime Minister then asked the PNU team to invite the President to come to the conference room so that all the contentious issues could be discussed and resolved. Unfortunately, the President refused to attend.

    Both teams went for lunch and returned to the Conference Room with Prime Minister, hoping that the President would attend but this never happened. However after the Prime Minister asked for a brief break for consultations at about 2:30 PM, the president approached the conference room rather than stay and sit, he proceeded to a private office located on the second floor of the conference room.

    Believing that the President was in the conference room ,the Prime Minister and the ODM team returned only to be met by Hons. Uhuru Kenyatta , Moses Wetangula and George Saitoti, asking the Prime Minister to go upstairs to the President.

    It was at this point that the Prime Minister correctly advised the PNU team to invite the President to the conference room of the meeting. The President either refused to come down to the meeting. Instead, the PNU team started discussing “the need for an exit strategy”. They wanted the Prime Minister and the ODM team to agree to issue a Joint Press Statement in which the country was to be misled that the Kilaguni Talks had gone on well.

    At about 3:30pm, the Prime Minister and the ODM team realized that neither the President nor the PNU team wanted to discuss the serious issues ailing our country. A decision was then made for the Prime Minister to return to his hotel room as both teams continued to stay in the conference room.

    Barely ten minutes after the Prime Minister returned to his hotel room, the President climbed down and went back to his suite. The President did not even greet the ODM team. He passed the prime Minister’s room even without stopping to say “Jambo!”.

    The meeting had collapsed!

    ODM believed that we cannot have a functioning Government and Coalition without an honest recognition, isolation and resolution of the issues affecting the Grand Coalition and the country at large.

    PNU, on the other hand, insists issues cannot even be discussed and that the retreat was meant as a PR exercise!

    ODM is fully committed to have service delivery to all Kenyans; a serious discussion of all issues affecting the people of Kenya, particularly poverty and the state of the economy, unemployment, inequalities and inequities in resource allocation and distribution, grand corruption, extra-judicial killings, institutional reforms and legal reforms; and comprehensive constitutional review.

    It is common knowledge that the National Accord provides for real power sharing in Government between President Kibaki / PNU Coalition and Prime Minister Raila Odinga / ODM. Yet one year and a half following the formation of the Grand Coalition Government, the only power that has been shared with ODM is the cabinet. President Kibaki continues to disregard the provisions of the national Accord and indeed the constitution by making major decisions affecting all Kenyans without regard to his coalition partner.

    This situation must change

    We hope and expect the leaders of the PU coalition will show good faith and join us in attempting to address issues affecting our nation and people. But this must be done in full compliance with the National Accord. Reforms canot be bought by lies, half truths, concoctions and power games by the PNU coalition.
