Kibaki Rules Out Elections Before 2012: Is He Wrong Yet Again?


How will history judge Emilio Stanley Mwai Kibaki's presidency?

President Mwai Kibaki has ruled out the possibility of any elections being held in Kenya before 2012. Read the full report of what he said HERE.

The president has been wrong before. Terribly wrong at times, and sometimes with grave consequences. For example he was wrong about Kenyans taking the election theft lying down and was sure if a few of them got shot dead by police everybody would come back in line and accept the only election results he himself could live with.

He was wrong again about being able to form a non-coalition government. In fact he instructed his ministers to tell the press that folks who had come to help negotiate peace like Bishop Desmond Tutu and then Ghanaian President John Kufuor were in town for a cup of tea. He was wrong about that one too.

However the most dangerous thing the president is wrong about is the mood of Kenyans right now. He does not seem to realize just how fed up Kenyans are with the grand coalition government, especially now when there is so much hunger all over the country. As I have said before you can do many things to people without trouble as long as they have food in their belly. However the moment folks start going hungry everything changes. Ask the King of France shortly before the French Revolution started. Interestingly this is something that used to scare former President Moi a lot. Kibaki on the other hand is a completely different kettle of fish. Nothing moves him and he cares about nothing.

And of course President Kibaki would not like any elections to take place in Kenya before 2012. That will not be in his personal interest, will it? You see in Kenya politicians NEVER do things for the good of the country.

There is little doubt that history will be much kinder to former President Daniel arap Moi’s tenure than it will be to Mwai Kibaki’s presidency. There is little doubt that he will be remembered as the President who pushed Kenyans to the brink of a terrible abyss. The man under whose watch the cancer of tribalism thrived to it’s very apex and maybe slightly beyond.

    Unlike you, Kibaki is privy to daily intelligence reports from all over the country. Unlike you, Kibaki has been in parliament since the late 1960s. I am not supporting his pronouncements and neither do I consider him a freely and fairly elected president, but I find your persistent attacks on the performance of grand coalition government at times a little misplaced and totally misinformed.

    Do you really think it is feasible to successfully conduct free and fair general elections in this country today? And even if we had elections, would that be the end of all our problems or would be an escalation? Perhaps we ought to offer solutions rather than continuously launching attacks on a government that was brought into existence under very special and unique circumstances, dont you think?

    Me thinks with the Grand Coalition Government, Kenya is at a crossroad. You can choose to disembark now or opt to be part of progressive forces fighting for comprehensive reforms maturely and using civil methods. ODM is doing from within government. May be you should tell us, which side are you on?

    Kenya wont be ready for elections in a long time, may be even 2012 will find us not ready! Kenya is what it is today because of many historical factors and many competing interests. New elections may just bring a few new faces but the underlying circumstances will remain the same.

    One singular thing that will make history judge Kibaki harshly is that he allowed Raila to traverse the country between 2004 and 2007 freely preaching tribalism and ethnic majimbos. The end result was a near civil war last year by this demagugue's supporters. Moi would never have countenanced that stupidity. Kibaki should have simply locked him away as Mzee Moi used to do with the bugger. When it came to dealing bastard politicians, Moi was superior to Kibaki. The same bastard's son and and ODM politicians steal poor Kenyans' ugali and Kibaki looks the other way! Moi would have played billiards with their makende. Mambo kwisha.

  10. I've observed Kibaki carefuly since he came to power in 2003 and there's one thing I can tell you cares about deeply: The perpetuation and protection of the corruption system in Kenya.

    Any moves that have been directed towards cutting this corrupt State down, he reacts with devastating and unexpected speed. Don't wait for corrupt members of parliament to be sacked this week. The people most likely to go are the so-called rebels such as Martha Karua and Mungatana.

    As a friend recently commented, if you are a Kenyan Government Official and you know that you are corrupt, then you know for a Fact that your job is completely safe. You can take that to the bank!

  11. Honestly, why don't we try William Ruto in 2012. Okay, he made mistakes in orchestrating violence in the RV, but he was under the direction of Raila. And once he realized the mistake he has been making amends by campaigning for peaceful re-settlement of IDPs. He is young, brave, smart, energetic and charistimatic. And, unlike Kalonzo, he can stand up to bullies. At this juncture, Kenya needs an energetic strong leader and that leader is RUTO.

  12. No, when we look back on history, we will think to ourselves how foolish we were for thinking Kibaki's tenure was worse than Moi's. Moi was the number one reason for the majority of bad habits in government.

    He pretty much destroyed our economy, he refused to implement reforms, and by the time he left, we were in negative economic growth.

    I think so so many Kenyans have a cookie cut ideal for a president. Oh he must be like Obama, or Moi (who used the divide and rule) If I could bring Kenyans outside Kenya and let them look in, they would see the improvement. We have a crazy, but growing democracy, in Moi's time, speak and you shall speak no more.

    You have Moi with 550 million pounds in a bank account (According to your information) and then you say he was a good leader? Moi created the rot, its started to seep, my only problem with Kibaki is that he isnt handling the seepage.

    Why on earth should we have elections before 2012? STOP BEING IMPATIENT KENYANS!!!!! Good things come to those who wait, we cannot just shift goal posts like that. We are into only our second year, are you trying to tell me that it takes less than a year to reform? Please spare us these kinds of posts, Kibaki is right to rule out elections again. The logistics, funding, nomination processes, and the total lack of mistrust in the current systems is why we should not be doing this.

    Kenyans are becoming foolish, we think that it is ok to make up rules on the spot. Rules are made to protect us, you cannot throw away a constitution and leave a vacuum. You cannot do a madagascar because you are not a madagascar.

    Look at Zimbabwe, and you will see that it is our personalities in Kenya that are our downfall.

    Precisely why we shouldn't waste time with more elections. 10 million people are facing hunger and you think they give a shit about elections? Elections cost money and nobody in ODM, PNU is prepared to relinquish their seat before they have eaten. Do you think Raila would support an early election call when he's been PM for 1 year? Question you should ask yourself is what Role u played in the last election to ensure that we have the gov we want? You knew whatever gov we got we were going to be stuck with it for at least 5yrs. If you sat on your lazy arse hopping someone else will go and do stuff for you sorry.Suck it up and prepare yourselves appropriately for 2012 so that you can correct the mistakes you made in 2007. Thats the only option you have.

  19. The National Accord Act that formed the GCG says that the joint Govt ends its life if:

    1. Parliament is dissolved.
    2. One of the Partners walks out.
    3. A NEW CONSTITUTION IS ENACTED.

    Nzamba Kitonga of the panel currently reviewing the constitution reckons they will finish their work and have a new constitution in 6 months. Karua says there will be no need for a referundum after that. It then follows that we should go to a new election so what is Kibaki talking about?
    Many PNU supporters like me want Kibaki and his leadership by 'remote sensing' from Statehouse to go home so we can elect Kalonzo, Uhuru and others.
    It looks like Kibaki and Raila want to impose themselves on Kenyans until 2012 but that is intolerable to most Kenyans and they are playing with fire. The GCG could end up being forced out by combined PNU and ODM rank and file who are also fed up with the mindless incompetence and corruption.

  21. So do let's focus on getting done the complement of reforms necessary as there is no guarantee that the next elected governemnt will be any different than this one. So let's tie their hands NOW while there's a window of opportunity (though there's possibility of infinite regress--but low bargaining power at this moment) while all guns are trained on them.

    I, like any rational citizen, am ready to trade off my desire for a change in govt NOW, for some deep reforms per Kriegler and Waki recommendations.

    I am disappointed with Raila's failure to go to Geneva to report Kibaki to Kofi Annan. That is what we expect him to do - go to Geneva and report Kibaki's bad political manners and demand renegotiation of NARA. I am not going to throw any more stones on his behalf in the future.     Which NARA version are you referring to? I have pasted the relevant section below and it does not mention your no.3

    6. The coalition shall stand dissolved if:
    (a) the Tenth Parliament is dissolved; or (b) the coalition parties agree in writing; or
    (c) one coalition partner withdraws from the coalition by a resolution of the highest decision-making organ of that party in writing.

Independent foreign (something that raila loves) judge proved there was no rigging at KICC. ODMers, why are you addicted to lies. The truth hurts, but be man and woman enough.   33. Just been reading USA today and stole a comment about Wall Street,that describes kenyan politicians and why we are not getting out of this mess soon:
    The reason Wall Street leaders themselves can’t develop a plan is because the attributes needed to develop a plan in this environment are:

    1) an ability to put self interest aside.
    2) an ability to think of others.
    3) an ability to sacrifice.

    And they don’t have those.

    RAO has shown he has those attributes and then some, like you say though in pan, it takes a village to sort this out. Its not a one man show. RAO is busy, and the results will show, hopefully before we are asked to re-elect him. I believe that would be a nice time to listen to what he has to say vs our perception of his truck record and cast you vote in favour or opposed as you choose,for the moment he is busy making do with what he has.

    I'm confident he will fare well,and that when it comes to that all the politicians will come out and parade themselves and there wares and we shall buy what pleases us, keep notes and remember other kenyans are keeping notes too. It will be interesting to hear what the likes of kalooser have to say to wanaachi come election time vs what RAO has to say. Till then work your rear end out and forget elections you elected the present cast of goons live with them.

    Section 8 of the act reads thus:

    "This act shall cease to apply upon dissolution of the tenth Parliament, if the coalition is dissolved, OR a new constitution is enacted, WHICHEVER IS EARLIER".

    That seems like pretty clear English language to me.
    As usual, Kenyans, and who have the attention span of a fly or a chicken, have failed to notice this or even the powder keg significance. Seems like i will have to contact Mr Wellington Kwendo Opanga, Mutuma Mathiu and Gitau Warigi directly to light a fire under Kenyan bottoms.

    I can see your point now, I think those people agitating for elections should push for a new constitution. However, I feel the date it can be enacted will be decided by the parliament and the current crop of MPs may decide to defer it till 2012 as they are not willing to face the electorate soon. I also think there might be some kind of transition arrangement.

  40. Elections should come when they are scheduled, that is in 2012 so as to provide stability and predictability for businesses.but judging from his behaviour, iI think either Kibaki is hell bent on appointing Uhuru to inherit the presidency or he doesnt plan to go home after 2012.

    Why wont kibaki guard the Kenyan territories (read Migingo) as he does his wife? The problem with his approach is that the people living around the lake feel very insecure and remember Moi with nolstagia, when just a threat stopped Somalis from grabbing the dry north eastern province and Museveni or Somalis would never dare pull such a stunt under Moi's rule. Doesnt he know that if Uganda aquires Migingo, it also gets 12 nautical miles of the lake from Migingo island (as per international law of the Sea) so that in essence, Uganda would have acquired a great portion of western province? but more importantly, Migingo island is Kenyan territory, not just a rocky island occupied by Luos.
    very soon, Somalis, Ethopians and
    Sudanese shall lay claim to Kenya territories cos what kibaki has done has made Kenya loose muscle and respect amongst its neighbours. Shame on him!

    It would only apply if, Lake Victoria is an eclosed sea, but, it is not.

    The only realistic way for the ruling political class to defer elections till 2012 is by PREVENTING ENACTMENT of a reviewed constitution, and that prevention can only be possible if they can stop the ongoing review. However, that ship has already left the harbour.
    I don't think it is also possible to stop because the public is in no mood for political mischief and have reached the limits of their tolerance for any more thuggery.
    The citizenry will therefore demand enactment as soon as the review is complete to be followed by new elections, especially if the new constitution contains watered down Majimbo clauses that allow collection of taxes and addresses land rights and historical injustices, while making ironclad guarantees on the right to live, do business and own property without discrimination anywhere in Kenya. Do you foresee Kibaki and Raila withstanding such a force for IMMEDIATE change?
    This is going to be like Nov-Dec 2002, when Kenyans couldn't wait to get rid of Moi and KANU and install Kibaki. Now it will ironically be excitement to get rid of the same Kibaki and to replace him with younger leadership. Whether it will be Kalonzo, Raila, Uhuru or Ruto, only new elections under a new constitution will sort that out.
    By the way, Mutahi Ngunyi and Kwendo Opanga have told me they are going to do pieces on this matter on Sunday and next week respectively. I told you i would ask them to act and they were really surprised at the obviously explosive import of that tiny well hidden section 8 of NARA.

But i shouldnt be surprised, Kibaki was always a president for only Kikuyus. since they live far away from the threat ( in central province)he see no need to act as other people are cows, not like Kikuyus who are the only human beings he has ever known.
