How Long Will Police Commissioner Ali Last?

The man has a rather dry, sardonic sense of humour that was very clearly displayed in a memorable press conference the day before Mwai Kibaki stole the elections in full view of TV cameras and the world in late 2007 (many are the times when he cracks a joke and laughs first a mischievous chuckle that would be more appropriate to a comedian rather than a law enforcement officer. And more oftren than not nobody else in the room finds what he is saying funny).

In retrospect that day Ali was cracking jokes at the media conferemnce, we were being prepared for the horrific events of the next day and police commissioner Maj general Hussein Ali was at the heart of the game plan. In fact over a year later it is now coming to light that those plans may have included the “extermination” of any pockets of resistance to the electoral theft according to the report by UN Special Rapporteur Philip Alston.

Prof Alston has issued a bombshell of a report that just confirms a lot of what we told skeptical Kenyans in this blog about a year ago Read the full story. In fact I stand by the figures that I gave here then. That over 5,000 Kenyans have been killed by the police in the reign of terror overseen by police commissioner Ali.

For all intents and purposes it is now looking like Maj general Hussein Ali will be one of the first people to stand trial for his role in the failed presidential elections of 2007. Prof Alston has already asked the ICC (Hague) to take over the investigations into police brutality in Kenya and extra-judicial killings.

But even as we pass judgement of a man who has to go down in history as the most brutal police commissioner ever, it is important for Kenyans to understand the whole story behind this sad saga.

The whole story, according to me, started long before the 2002 general elections. We were in a meeting at Ufungamano House. Present was at the meeting was Mwai Kibaki and a host of other NAK top brass. Kibaki repeated at that meeting what he had already said countless times before. That the problem of increased crime was one that was going to be tackled easily by budgeting for and employing more policemen.

Well we all know what happened. Kibaki did employ more policemen in 2003 but that did not solve the problem and his administration struggled with the problem of insecurity for a time. That was until they proudly announced the appointment of a soldier to the police commissioner’s post. Enter Maj general Hussein Ali (then a brigadier).

Ali’s strategy was simple, and I must admit, effective. The idea was to create killer squads and to hunt down suspected hardened criminals and simply mow them down in a hail of bullets. The only problem with this strategy is that along with the hardened criminals and scum of the earth were very innocent Kenyans whose only crime was that they were at the wrong place at tragically the wrong time.

When the Mungiki problem came (created and financed by politicians) Ali used the same tactics in a very vicious and bloody operation that left Kenyans numb with shock.

But Ali was not as smart as he always tried to portray himself in front of newsmen. It did not cross his mind that investigators from outside would ever start snooping into what the police were doing. He also did not realize the fact that it is impossible to wipe out all evidence when you are involved in mass murder.

The result is that even though the government seems to be defending Ali at the moment (or at least factions of it, because Prime Minister Raila Odinga, obviously thinks different from what he is saying) it is clearly only a matter of time before the soldier boy not only leaves office but also stands trial for his heinous acts.

Other effective ways of fighting crime other than mass murder need to be found. But the problem is that the old dinosaurs we have in office today cannot be expected to come up with new ideas or even to think out of the box.

Food for thought: NTV last night aired old footage of President Kibaki saying that criminals who killed others will also be killed and that “there is no other way.” This was early in his first (and only genuine) presidential term.

  8. Whatever happens from now on, it's evident that heartless Ali and incompetent Wako are tarnished beyond repair. They will always be associated with mass murder of mostly innocent and jobless youth especially those who were shot in cold blood in Kisumu for demonstrating over a stolen election.

    With all due respect, it is very easy for you to talk of effective methods of catching criminal mungiki gangs from the comfort of wherever you live. But not everybody lives in a leafy neighborhood like you. Allow me to give you an example.

    Three years ago (around the referendum time), my businesss partner and I got a loan to put a small block of flats in Kariobangi North. Little did we know that you do not do any investment in the area without consulting the mungiki coordinator of the area and paying for his blessing and protection. They waited untill we had raised the foundation and we were working on the superstructure of the ground floor. They sent an "agent" to say we had broken their laws and had been fined Sh 20,000. And from then on we were to pay Sh.200 for every lorry delivering materials to site.

    We hestated. A couple of days later they paunced and flattenned the tyres of four lorries and fired guns at our workers at noon. We couldn't get any artisans to come to work and the loan repayment was to begin in six months. Just in case you don't get it, I will give your another personal example.

    My ageing parents live in a Mungiki infested rural location. I go on average once a month to see them. Last Chrismass, my nephew, a UoN engineering student went to see them and he nearly lost his life to these murderers. Fortunately, we have turned the little homestead into a fortless. From there he called me here in Nairobi in the middle of the night. I called and woke the OCPS of the nearest police station 20 Km away who happens to be my friend. Together with other officers he drove in his private car to go and rescue the poor fellows. The thugs were caught trying to set the stone house aflame using dry banana leaves. I am happy the officers took care of the business the best way they know how. And why were the thugs doing all this? Because my nephew had refused to pay a permit fee for permission to stay in the village since he lived in Nairobi! I say all this not to look for sympathy or to inflame the passions of other bloggers but to ask people to take a deep breath before seeing Mungiki as the victims and the police as the villians. The police are standing between our necks and the mungikis, and it is not funny.

    Since police ca't be every where all the time, I have decided to apply for a gun licence. You can defend them as much as you want, Chris, but at the end of the day, it is either our lives or these gangsters' lives. And I am not taking any chance.

  19. I dont think I have the heart to castigate the police commissioner for this Mungiki menace.

    The fact of the matter is, since commissioner Ali got this job, Nairobi is a much safer place to live in. You can walk about anytime of the night without much fear.

    On the issue of election theft, that is a whole separate issue altogether. Giving directives from above, cordoning off KICC and parts of the CBD just after the elections period demonstrated exactly where his loyalties lay. And it is for this reason that I see this man going nowhere. Otherwise he may start singing like a bird and that would be very detrimental to some people's interests.

    I cant even imagine him going down. Where will Kibaki, Uhuru, Michuki et al, be?

  20. The question we are failing to adress is Where the heck did mungiki come from? And why did it even start? If those two questions are properly addressed then we will see that mingiki is not that hard to do away with.....why for example did the mungiki stop killing? It wasn't because they were being killed actaully in that war the police were loosing big time......Mungiki jus got a 'new assignment' fron Uhuru and co so they went off the killing of kikuyus to other tribes...thats the only approach that works extra judicial killings are worse than the mungiki extorsion racket.. normal police work should handle that so thats no reason to get excited...pls pls lets deal with the true history of the mungiki and why the even came together is telling in this tribal country that a group can rise within a tribe to specificallty target its own tribesmen when the leadr of an all powerfull presidency belongs to that same tribe...... why are we avoiding that issue, this are not just common criminals there is an issue here we are avoinding to deal with and there lies the true solution. Reducing them to common criminals is side stepping the issue......

  24. When Raila was sworn as PM in state house his first statement was that he was going to reach out and hold a peace summit with the Mungikis. He even followed by sending political science books to Maina (the Mungiki leader imprisoned in Naivasha) saying that he hoped to turn the thug into a Mandela. Things fell apart when the Mungiki support for ODM did not materialise in the Embakasi by-elections.

    Now, the thugs in ODM are trying to renew their contacts with Mungiki thugs in readiness for 2012. And this explains the sudden love for Mungikis by Luos on KK led by Sir Alex. Phil is around the corner looking for a net cafe to add his voice to this chorus of "Mungikis are not criminals." Maajabu ya dunia - these are the same fellows who were calling for police to kill Mungiki when the Luos were being circumcised infront of TV cameras by the Mungiki. But now, since they want the Mungiki thugs to votes in 2012 for their messiah, the thugs have become angels. Raila's on-and-off dance with the Mungiki thugs must be investigated.

    At the very basic level this should tell you that there is something very, very wrong within this community. Majority of the kyuks ELITE like their counter part in other tribes who dominate the world of politics and sources of information i.e. media(NMG) and civil society such as churches are the one who plays on people ignorance and naievity creating the harted we witness today. Thats why we find that this hatred is intense within those tribes that have had access to the above i.e. kales/luos and predominantly with kyuks whom their elites have had much longer access than the rest.

    Kitambo si all tribes lived harmoniously as neighbours.

    If a Kikuyu, Luo, Kalenjin and Luhya were all to be employed on the same day at the same organization e.g. Kenya Ports Authority, Mombasa and you visited them after 10 years, this is what you would find:

    Kikuyu
    -Living in his own house in Mombasa ; family living in Mombasa ; happily settled at coast
    -has rental houses, matatu in Mombasa
    -owns a small car 1300cc EFI
    -meets a friend at a local cheap bar for nyama choma and one or two beers discussing business

    Jaluo
    -Living in big expensive rented house
    -Has big car 4000cc petrol
    -Family living in Mombasa
    -No investments; thinks of investing back home but fears being bewitched

    This is a simple case of feeding a cute lizard that grows into a fiery dragon.

    Things just got out of hand and Ali lost control of the unprofessional death squads he created. The improperly trained policemen in these squads had tasted blood and as expected they completely lost respect for human life. The mistake Ali made was recruiting cops with no special training. Official death squads exist the world over. This should not surprise the UN. Most such squads however are filled with highly professional killers. Killers who are trained to only kill the 100% guilty. They never break the law by killing the innocent neither do they kill haphazardly or indiscriminately. They also have the capacity to remain sane i.e. never acting irrationally and most importantly never loosing respect for life. Their work is always in stealth and very defendable and plausible even in the rare case they end up in court.

    Ali’s mistake was recruiting gun-totting idiots from various police stations and making them take a week long seminar on killing and police secrecy. Ati now they are a death squad. These jamaas did not have the capacity to understand what they were getting into. Most of their training was from watching movies. Generally, after you kill one person, you are supposed to visit a special psychologist before going back to work. Ali’s boys on the other hand could kill four to five people in a day, go home take a shower and show up to work the next day for a new killing assignment. The human mind cannot handle that type of mayhem unless in wartime mode.

    In the end you have jamaas who can shoot at a fly resting on your head simply because they want to kill the fly.

    Having seen the type of hell the Mungiki and other violent gangs can deliver, I fully support Ali’s game plan. As I have said before, all Mungiki suspects must be shot dead on sight. So must all the violent carjackers, rapists and violent home burglars. These criminals must be mowed down with efficiency. No questions asked, no court, no jail. Just bullets upon bullets upon bullets.

    What Ali lacks is a professional death squad. He must face the law for his inability to create one. He has in fact let Kenyans down by unleashing an unprofessional death squad and killing innocent people.

    He must however be given a badge of honor for every guilty Mungiki or violent criminal shot dead. Extra credit must be given where bullets were not wasted.

    Kenyans must be free to roam around their country without fear of being skinned alive or killed for hesitating to handover their car keys.

    ALI, PLEASE CONTINUE KILLING THEM….BUT PLEASE DO IT PROFESSIONALLY.

    After many years abroad, I moved back to Kenya about three years ago. Makaratasi zilikata kuingiana.

    One of my neighbors was also moving back to Kenya during the same time. We became friends because we were going through the same shocking experiences. Visiting Kenya is fine lakini coming back to live after over ten years is something very different.

    Anyway, this neighbor of mine was a pediatric surgeon specializing in invasive surgery. I cannot give you more details. This jamaa was approaching his late forties and had been in some of the best US schools for over 16 years. He had worked off his debt by working in state hospitals for years. He was essentially approaching the money making part of his career. He had a choice, he could open a consultancy or private practice and make the millions associated with the type of surgery he specialized in or he could work in a teaching hospital where he could transfer his immense knowledge in infantile surgery to upcoming student doctors.

    Before he made up his mind, he came to Kenya alongside one of those international medical groupings. This was a surgical unit with the task of cosmetically repairing cleft palates in children. While having a beer somewhere in Naivasha, he once told me that the experience of that trip is what made him decide to come back to his country. The lack of surgical resources in Kenya was amazing. He felt Kenyans needed him more than he needed millions. According to this jamaa, the mortality rate of children under five could be cut in half with a few years of retraining the few surgeons in Kenya.

    Wait a minute, look at the proposition here: A life making millions of dollars in the US or a life of rushing to dusty district hospitals to save the lives of peasant children? My neighbor chose Kenya.

    This neighbor of mine was shot dead during a 3PM carjacking episode on Thika road. He was driving a 1994 Toyota Corolla. They found his wallet with fifteen US dollars and defaced pictures of his wife and two young girls. Those who witnessed the daylight event say the four attackers had managed to take over his vehicle and thrown him out. They had driven about fifty meters then reversed and pumped three bullets into my neighbors head. They then sped off. They were never caught.

    At the time of his death, he was in the process of setting up a special unit specifically for the underprivileged children at a medium level hospital. He had been in Kenya for exactly five months and 21 days.

    Now tell me, do the four carjackers really deserve a day in court. To say what?

    Victims of Mungiki terror and extortion on Thursday accused human rights groups of ignoring their plight and instead fighting for the rights of their tormentors.

    Matatu operators and other businesspeople in the Nairobi’s Eastlands said the rights advocates were helping the extortion gang to continue with its criminal ways.

    On Tuesday night, suspected Mungiki sect adherents petrol-bombed a bus in Eastleigh. Owners of the Route 9 vehicle had allegedly not paid protection fees to the Mungiki. The driver and conductor escaped with minor burns.

    More than 300 operators on the route went on strike, paralysing transport to the city centre. They claimed members of the gang had returned after a near two-year lull that followed a massive crackdown by the police in 2007.

    “This route has over 400 matatus and each has to part with not less than Sh400 daily,’’ said Mr Daudi Mohamed, an operator on the route.

    The matatu owners now want rights groups to weigh their options before supporting the sect’s members, who have increasingly been hunted down by the police, most disappearing without trace.

    Their call came just after UN Special Rapporteur on extra-judicial killings Philip Alston ended a 10-day investigation that put Kenyan police on the spot over the deaths and disappearance of more than 500 youths linked to Mungiki.

    The businesspeople now want police to crack down on the sect’s remnants. The operators, including drivers and touts, shouted: “Tyson, Tyson, wacha Tyson arudi, Tyson acoke wira (Let Tyson the return to work).” He was the law enforcer, who brought down crime levels in the area two years ago.

And also the amount of tribal hatred just ensures that people who have suffered so much on earth will also end up in hell cos of vices like tibalism, hatred, corruption etc.

    I also came back home from abroad cos i wanted to be near my near and dears. After living at home for several years and getting my postgraduate degree, I have to admit that i would rather face racism abroad than endure corruption, insecurity and tribalism at home, and i have packed again, back to the mzungu country.I have Luhya and Luo sisters and brothers,Kikuyu nieces and nephews and hundreds of Kalenjin and Masaai inlaws so that for me, I still dont understand how most Kenyans can afford this tribalism, given the very high cost associated with it!

There are several factors driving us to tribalism.The major one being some tribes upholding themselves as superior to others.My experience with this terror gang,Mungiki has implanted a bitter hatred in me for anybody speaking the Kikuyu Language.If this is how they have been living with the Kalenjins,there are things I have began to comprehend.

    I decided to venture into a transport business sometime last year, and it was digusting.I had to pay sh.70000 cash to operate on a particular route.I had to pay sh.10000 for my driver to be allowed in the same route and sh6000 for the turn boy.Thinking that this was enough;The crew were held hostage harrased and the next thing they did was resigning.infact each day they used to make between sh.9000 and sh.12000.I was told that I had not employed any of thier people and my business could not go on.

    After threats to burn my Mat,I employed "their" driver.My fortunes began to dwindle because since then the maximum they ever brought home was sh.4000.

    Give me any reason why I should not poison my Kikuyu neighbour?
