To Cut Or Not To Cut, That Is The Question

AIDS. AIDS. AIDS.


We don't think about this scourge very much anymore because it's been with us for years, right? But for nearly thirty years the world's leading scientists have struggled to come up with a cure or a form of antidote that would slow down its devastating symptoms. The good news is, there has been a measure of success on the latter front. In most developed nations, AIDS is no longer an automatic kiss of death. In swaths of Africa, however, the march has been slower.


Yesterday I watched as Prime Minister, Raila Odinga, called upon the nation to embrace the cut. I have to assume his comments were directed at a certain group of people from the Lake Victoria region who still flee when they are confronted with the possibility of a knife kissing the tip of their.......fill in the blank. What was striking about his comments was the fact that he called for an act that was a radical departure from years of cultural practice. Was the Prime Minister saying that the scourge has been so devastating that a fundamental rethink of culture is called for? Was he bravely stating that radically new approaches needed to be part of the overall effort to combat the continuing scorched-earth effects of AIDS?


I come to this matter with the humility of a man who realizes that thousands of Kenyans have lost their lives, and many others, like me, have lost relatives and friends to this debilitating disease. Because of the horrendous effects of AIDS, and the impact it has on the nation's vibrancy, I agree with the Prime Minister that whatever can be done must be done to slow down this disease. We must also thank the hundreds of NGOs, churches, government entities and private citizens who have worked tirelessly to slow down the determined encroachment of this scourge.


But you'll have noticed that the Prime Minister went out in broad strokes. He said let's do the cut. I agree with him. But who should do the cut? The kids in standard one? Form One? College freshmen? Should a husband do it? How about a priest?


And by the way, do all Kenyan communities do the cut except those people from the lake who run away at the sight of a knife? In case you didn't know it, the Luos had their own form of a cut, only it took the six lower teeth of our forefathers. It was a measure put in place to fight what was called lockjaw disease. The premise was simple. If one was inflicted with the disease and their jaws locked, they could still be fed through that hole created by pulling down the six teeth. Wasn't that smart? That was Luo ingenuity.


So why did certain communities cut the foreskin?


Fellow countrymen, what the Prime Minister called on Kenyans to do must be seen in the context of his willingness to be pragmatic about the issues facing Kenya. New approaches must be embraced in order to fight diseases and other ills. Where tradition and culture stands in the way of saving lives and moving the nation forward, those traditions must be discarded for the good of everyone.


Lastly, I hope we are all smart enough today to ask the person we plan to marry to take a test. Don't walk that man or woman down the aisle until he/she slaps a medical record on the table that clears him/her of the disease. And for those who are in relationships, there is only one sure way to keep safe...integrity. Respect yourself enough to wait until you are married to take that beautiful woman/handsome man to bed. Is that easy to do? No, but you have years of togetherness after getting married, what would a little wait hurt?


So my friends who run away at the sight of a knife, take courage, look the knife in the eye and tell it you are ready to tango. Once that piece is sliced off, run with it to the lake and watch as the waves sail away with it. Or you may ask our friends from Sotik and Bungoma and Voi and Nyeri and Kangundo what they did with theirs.

    Get real?? an attack on Luo's for not being circumcised as being the cause of aids is nonsense let as look at the reports of aid's infected countries all over the world, I'm sure most of those people are all circumcised and yet they were all infected with the HIV -
    To me it just shows how pathetic some kenyans are to shout loudly aids when I'm married to a guy from central province and we have already buried 6 relatives from his extended family who died from HIV.

  2. Mr. Odinga, the PM was right. Luos need to rise to the occassion and face the knife without fear. I think Mr. Prime Minister, the Hon Odinga should lead by example though. Let him face the knife and then give the rest of his community courage to follow suit.

    but wait... go to central suicide cases are ave been on the rise for a long time and why is that?? many central province people prefer hanging or killing themselves when they discover they have HIV and to proof my point start from Langata Cemetery and all the other cemeteries around Nairobi- full of kikuyu aids victims - who are never buried in their homes or village because of the embarrassment to the family - even in death they are rejected-

  6. Tackling culture is wrestling an elephant and the Rt Hon PM should be applauded. However the cut should not be treated as a panacea. It touches somewhat on the tip of the problem. Wife inheritance is something he should have talked about as well, including protected sex, the general status of women/girls, education etc. There is no one solution, but rather an assortment of things that can be done.
    Then again, guess there must be advantages to keeping certain messages really simple.
    I wonder, do non-Jewish mzungu's in the affluent countries cut? What are infection and death rates among them?

    Raila's remarks were specifically addressed not just to the Luo but also the Teso and Turkana who do not practice male circumcision.

    I do not know what gives you reasons to particularly emphasize on the Luo while attributing to the PM's remarks yesterday? Because of this misrepresentation, I can only see comments on this post taking an ethnic angle in what would otherwise have been a thoroughly debateable topic!

    If I may ask Sam, does the PM's proposals be taken to mean that we are throwing the ABC's of HIV/AIDS out of the window? I hope not because that would amount irresponsible utterances by the PM. As a matter of fact, mass male circumcision carries its own risk particularly if the exercise is carried out on the basis of 'reducing HIV infection rates'.

    It also did not escape my attention that the PM did say that the circumcision debate had taken a nasty political angle in Kenya. Does it mean he is succumbing to hate campaigns by the so-called 'superior/circumcised' men in Kenya?

    To be honest with you Sam, the Luo culture remains one of the main attractive to other communities in Kenya. The food, their men, their women, their town Kisumu and even, believe it or not, their talk style/accent are the most sought after in Kenya presently.

    Just visit Ranalo (Kosewe's) along Kimathi street and you will be surprised at who the main patrons. Just recently here, Vikii confessed his preference for Luo girls - I mean - who wouldnt? On the flip side, talk to any average Kikuyu girl, and they will tell you without fear of contradiction that she prefers a JANGO boyfriend/husband as opposed to those from their own heritage. As it is, Luo men are Numero Uno in 'looking after' the opposite sex. Does this tell us anything about the status of being uncut and with what some idiots here call smelly f***skin? Of course it does!

    All the same, my own personal view is that given the conditions underwhich our youth are growing up, it will be wise to cut boys if only to reduce the risk. Please note the key word here is reduce - not eliminate! When it comes to adults who are already married, I think it is a matter of personal choice.

    Mama Njeri, what makes you believe I am a LUO? That is besides the point.

    In as far as I know, the reasons you give for discouraging your daughter are just but MYTHS. For one I know that 'inheritence' of a widow means looking after her children and providing material support - not having unprotected sex with her.

    I have not heard of any Luo sleeping with a corpse or having sex with a for cultural reasons and I do not think that practice exists....

    I get the feeling you have been out of Kenya for a long time. Next winter, please visit Kenya and possibly Kisumu to see for yourself how much the town has become a metropolis. In actual fact, Kisumu becomes one of the few constituencies to elect a Kenyan of Asian origin as MP. If your daughter grew up in Kenya, I can assure you her first boyfriend would probably be a lad from the lakeside who are in effect the hot cakes of dating in Kenya. I cannot tell what they do that other men do not do.

    Well any keep blogger here must have seen it coming. Before you said cut the K/L debate displaced all else. I am not surprised but in the heat of the exchange we miss the boat by a river.

    HIV is a scourge that must be fought with any available tool. The research on the cut-vs-AIDs may be inconclusive but worth a try if it can reduce the rate of infection.

    The point remain AIDS is no longer the death sentence it used to be just over a decade ago. For those already infected have TREATMENT (no cure) and with good care of yourself you can live your life as good as any other provided you are ready and prapared for the less devil of side effects.

    Reducing the whole debate to superiority of cuiltures practicing the cut is naive at best and outright ignorance/stupidity at worse. Circumcision is a cultural right that existed before AIDS and besides Muslims the practice is predominantly African.

    You may have been cut with a HACK SAW but that doesn't make you immune to AIDS. Okello may have been overzealous with his analogy but his post is worth debating. Drop the myths and explore the facts. Only then will the debate get the justice it deserves instead of the exported bigotry mouthed from the streets of London and NY. Make no assumptions lest you end up embarassing yourself, indulge.

    It's good to know that the Prime Minister was talking to all Kenyan communities. Other than the Luo, I had no idea there were other communities that didn't cut. I learn new things everyday.

    Culturally, I believe the Luo have a very vibrant culture, as do the Kikuyu, Luhya and all other communities in Kenya. I used to be friends with an Akamba guy in school and I learnt a lot about that comminity. Similarly my Kikuyu friends, and I had so many, taught me a lot about the workings of that culture.

    It would be a great thing if we can see in all these cultures the fabric that keeps our nation weaved together. Is the Luo culture superior? I don't think so. Is the Kikuyu or Nandi or Giriyama superior to others? I don't think so. On the contrary all cultures grew out of a need to address some of the fears and issues they dealt with in the past.

    Yes, culture must always remain dynamic. Whenever confronted with new situations, we must adapt. Does that mean we tweak our old belief systems? Absolutely.

    So let's not be afraid of the cut. It's just one measure in an effort to control the spread of a deadly disease. To turn this into an attack on any community misses the point.

    Interesting statements like luos duck when they see the knife....any sensible person ducks when they see the knife and I'm sure in all cultures facing the knife was a act of bravery and that is what sorta gave it some status orthwise its nothing but male genital mutilation right up there with FGM.


    Anybody with a smelly forskin just has poor personal hygiene....A cut penis should be strictly a personal choice....if sex was a once of thing then the cut could help, but since sex is nice and often repeated even condoms are just useful for a one night stand....anyone in a long term relationship with enough sex sooner of later slips.....Testing is far better.....If RAO has energy it should be to promote testing....nothing wakes you up like testing. Abstinance and testing.

    Every African traditional culture has repugnant elements some practiced by ordinary people others by witches and wizzards...and if we look we can all make each other look bad, and we will be doing what the west has done, that is assuming that African culture is static and not open to development.

    Many kenyans today have no cle as to what their cultural practices are let alone practice them.How we live today is our culture not what our forefathers did, and besides among the luo there are so many diferent cultural practices that to say that a certain practice is luo can be misleading as a guide to determine how a luo on the street would behave.

    Some dunderheads here seem to be unaware that no culture is static at some point europeans wore skins and ate crazy stuff, but you would think that skin is an African attire and suites european......

Now that Raila has ordered all Luo men to face the knife or die, Phil is trying to deflect things here by posting Olympic news that's been all over the TVs, Internet for many hours. He is trying to ensure no discussion on the 'cut' progresses.

    And then, he jumps from nowhere trying to promote a kiosk on Kimathi street. Wacha hiyo upuzi. Last I heard, it is Luos who are predominantly struggling to speak with British/American accents. Phil, please stop your diversionary tactics.

    I'm not saying that Luos are lousy lays but they are no better than anyone else. The power of the dick is an individual trait. No amount of fish, githeri or chicken will give you an automatic boost.

    So if the PM is going to advice on the cut, he must also address wife inheritance, sex for fish and general ignorance around the shores of lake Victoria. It's about time millions of condoms were dropped from helicopters all over Nyanza. If you think I'm lying, please visit Russia hospital. Nobody cries for the dead here. It's normal.

    Before I finish, I must address the number one killer of Luo men: Intergalactic False Pride. I say this because you can search the entire universe and fail to find a group of people who have chosen to tightly bind themselves with absolute falsehood. Here, the PM tries to unintelligently reduce the spread of HIV, as he does so, suddenly exposed Phil focuses on the improvable sexual prowess of Luo men. By doing so, Phil is directly encouraging his fellow tribes men to jump into bed severally to enjoy their prowess. He has no foresight to see that by cheating himself and his friends, he is going against what his hero is trying to preach.

    Seriously, how can we help our brothers from the lake? How can we push the powerless Luo council of elders to discourage wife inheritance and encourage condom use? How about the 'one partner at a time' philosophy? Must every Luo, the Phil version, prove their prowess by marrying four wives and sleeping with widows and any woman with a round onion butt?

    Phil, wacha hiyo false pride. Ati Kisumu is for Luos. The reality is that very few Luos own anything in Kisumu. Most are renters. Even the most popular drinking pubs (most prominent business in a town of drunkards and ohangla dancers) are co-owned and financed by non-Luos. Even the matatu business is Kisii operated.

  26. As for incest in the Kikuyu community, we all know it's prevalent. Especially in poor slum areas like Mathare, Dagoretti, Mukuru-ini etc. This appears to be accepted by those societies.

    FACT: Kikuyu fathers sleeping with their daughters is not a big deal. That of uncles sleeping with poor nieces is almost embraced in places like Thika and Kiambu. I do not think it's cultural. I think it's really about money and power. Again, this is mostly within the poorest of the poor. Lastly, of all cultures in Kenya, this is the only one where 'virginity' is not revered.

I think out of most African countries and the Muslim world + muslims the rest of the world is basically Uncircumcised. Now Raila can play politics to finally put to close the question of his being circumcised but I think he should not drag an entire ethnic group with him in the name of fighting aids.

    There is no conclusive evidence that a cut man is at less risk than uncut. In the western world almost all men are not circumcised but yet they are considered low risk if they are heterosexuals. You should never listen to these scientists, one moment they say this, next another and then contradict the whole matter.

    There's a limit to what concerned citizens can do to help the government combat AIDS. I think we can all act in good faith to slow down the killer disease. Does it make sense to cut? It may, that's the gist of this post by Sam. If anybody has evidence to the contrary, share it with us.

  34. I think this character, Mama Njeri, is the most obnoxious person here. I read your blog about advise on sex, even being the first to comment on your article on sex after childbirth.

    On coming here, am finding out you might simply be educated, but just not wise. You make so many assumptions about an entire community then turn around and fight anyone who does the same to yours.

    That said, I think there is a very bad notion that when males get the cut, it reduces chances. Yes it does, but no one is insisting that it will not prevent infection.

    That said again, why can't someone take the cultural aspect out of it. I have many friends, including myself, who went through the cut at a clean hospital. That alone could make me not man enough to someone who was taken to the river at night with mud smeared all over them.

    Call it a surgical process with no cultural connection. Luos don't become men just because now they are cutting to reduce HIV risk, they have been men all along!

    Raila reignites debate on youth held over poll violence

    Prime Minister Raila Odinga kicked a fresh storm demanding the unconditional release of over 300 post-election violence suspects.

    In a new twist, Raila called for an independent authority to investigate and prosecute cases related to the post-election violence.

    Speaking at an international conference on Restorative Justice and National Humanitarian Law today, Raila said peace and justice go together and is crucial to the healing process.

    "It is not about amnesty but about justice. The people must be released without conditions," Raila said.

    "We are not calling for amnesty. The youths are not guilty. There is no evidence but just trumped-up charges against the innocent ODM supporters," Raila said.

    "Amnesty presupposes guilt. There are two sides to the conflict. Security forces were following orders of the PNU as their masters but they also killed nearly half of those who died in the violence," Raila said.

    He accused Party of National Unity (PNU) as being partisan and said the party controlled all instruments of coercion during the violence.

    "The police are partisan in their arrests and cannot prosecute the suspects in this case. They are themselves suspects," Raila said.

    "Those police officers should be similarly arrested and charges preferred against them." Raila charged.

    While Government records peg the figure of the dead at 1,020, politicians have claimed about 1,500 people lost their lives.

  45. 12.47 I did not say that incest in kikuyuland is the preserve of the poor. I said especially the poor. There's a big difference. The reason why most Kikuyu women are inactive in bed is because they have been traumatized by that first fatherly sexual experience. This confuses many of them into feeling they are worth nothing more than sex objects. However, with enticing money, these daughters ease into the reality of sexually availing themselves to theier fathers, rich uncles or older cousins.

    For the men and their mothers, the situation is a bit different. Such abuses usually happen very early in life when the boy child is still nursery going age. They usually forget the whole event when they grow up. But for some whose mothers are very prominent divorced/unmarried business people, the sons will do anything for money. Some are so regular partners hat they refuse to marry.

    A pilot census will be carried out in 16 districts to test the system to be used during the countrywide census next year, an official has said.

    The pilot programme will be conducted on the night of August 24.

    Six provinces, except North Eastern and Nairobi, will be included.

    In Nyanza, the census will target three districts of Kisumu East, Nyamira and Migori.

    The other districts are Mombasa and Msambweni in Coast; Mbooni, Tigania and Isiolo in Eastern and Nyeri North and Nyandarua North in Central.

    In Rift Valley, the census will be held in East Pokot, Keiyo, Turkana North and Narok North districts while Busia and Bungoma West will be covered in Western Province.

    Mr Monyoncho Maina, a logistics and administration officer with the Kenya National Bureau of Statistics said this exercise was a crucial part of the preparations for the main survey.

    “We are going to use this pre-census to test our instruments for survey and address the various logistical concerns exactly a year before the census is done,” said Mr Maina.

    This year’s pilot programme will also include a component on disability and ICT alongside all the other demographic indicators.

    “The provincial administration in Nyanza is ready to handle any issues that may arise during this pilot census,” said provincial commissioner Paul Olando.

    He also called on all Kenyans to give the census officials the necessary assistance.

    The 2009 survey will be the fifth in Kenya’s history. The first was conducted in 1897 while the most recent was in 1999 when Kenya had about 29 million people. The number has since grown to about 35

Why not try reserching information on AIDs and other diseases that are not indiginous to Africa and see where their genesis erupted from.     I would advice you to read the book Guns, Germs, and Steel by Jared Diamond who outlines how human migration including the Bantu, Bushmens and so on of Africa and how they colonialists conquored them before spouting off on Luos and kikuyus as if their plight is not the plight of Kenya and by extension your problem as a Kenyan.

    Let me simplify it for you;
    HIV prevalence in Luo nyanza, Nyeri and other areas is unfortunate. However, some of us are not interested in discussing the facts about the situation. narrowing it down to kikuyu malayas and wife inheritance is a cope out. Poverty, ignorance, lack of health care facilities and outdated cultural practices are partly to blame. What upsets me is this talk of castigating a community as if they are not kenyans. I don't know where you are but in the USA, it doesn't matter whether your father is Kibaki or Moi or whatever Kenyan billionaire; you are just another african! The only thing that makes kenyans special is our runners. No one here gives a shit whether Luos don't get cut and whether kikuyus are astitute business people. Last time I checked, Bill Gates and Warren Buffet were not Kikuyu! So what happens to any kenyan affects and reflects on me.

    back to the book which you have no doubt read nor bothered to google. the author has studied archeology extensively and migration parterns of the people of the world. This particular book is a Pulitzer prize winning book. It explores how the original inhabitants of Africa namely the Bantu, Niger-Congo, Khoisan, , Afro-asiatic, Nilo-saharan and Austronesian moved around Africa. It also looks at how the fisrt visitors to Africa brought guns, germs and steel to dividing Africa.

    So like my History teacher used to say; read widely and wildly. Don't wallow in ignorance and be swayed by simplistics ways of looking at complicated issues, think outside the box. These diseases were introduced to Africa for a reason. Am sure you have watched the documentary Darwin's Nightmare which looks at the Nile Perch which is not indiginous to lake Victoria and that eats everything in its wake and doesn't co-exist with the ecosystem.

    These are the things I would like to see some of us asking ourselves instead of just shooting off comments without thinking. It is the same I dare say with kibaki's prouncement of the striking students,"...lazima wachpwe, si wachapwe...lazima wasome..."

    It is a very ignorant and lazy way of looking at issues shaping your immediate world if I say so myself.

This is not surprising to me. As i have said numerous times before, Raila cannot be trusted to make a deal or even to behave like an upright and principled man. The guy is an unrepentant Stalinist/Communist/Maoist revolutionary who will only be satisfied with absolute power, which of course, he will never achieve.

  75. As you read the book, dont get overly caught up in the environmental determinism, there is great room for human will and responsibility as we see today in many of our countries. In fact I think Collapse, same author, is a much better read as he talks about human impacts on envrionment and subsequent feedback effects on humans and also reflects on how humans can improve their behavior.

    To cut or not to cut? It was not too long ago that AIDS was referred to as GRID (Gay Related Immunodeficiency). A disease that was meant to afflict only gay men. Look how far we have come. When Africans embraced this notion, the HIV infection rates skyrocketed with UG leading the way. UG quickly embraced preventive and educative measures that saw the infection rates decline. This was in the 80s. Kenyans, for the most part, politicizing every aspect of its society along tribal lines were oblivious to instituting preventitive measures, even talking about AID/HIV was taboo, especially if a family member's demise was as a direct result. This saw an astounding escalation of HIV infection rates in the 90s to the early 2000s.

    Ignorance for the part the most part is bliss to some individuals. Go visit some hospitals, find out how many innocent men/women have/are perishing from the disease solely on the grounds of INFIDELITY. Nothing to do with being cut/uncut, then table your tribal rants and raves.

    Please let's bring constructive arguments to the table in fighting this scourge.
