Kibaki Leads by Example and From Infront

While Kenyans are busy shouting themselves horse on the sale of Grand Regency Hotel, HE President Kibaki is operating at a wavelength higher than the rest doing what he knows best for the country. Kibaki is in Cairo attending AU summit of head of states. Always staying above the fray, Kibaki has his eyes singularly trained on SERVING Kenyans via focused economic growth while other populists politicians waste valuable time screaming empty threats and directives to a club they don’t belong to.

True to his character of leading by example and from in front, President Kibaki has moved ahead of noisy Kenyans and directed Orengo to clear the confusion arising from Kimunya’s MISSPEAKING that the GR Hotel was actually bought by indigenous and industrious Kenyans who had the presence of mind to invest heavily their hard-earned capital locally. Kenyans must therefore disregard the press and Camera footage that MISQUOTED Kimunya as stating that the deal was not between the Government of Kenya and the Libyan Government.

There are only 9 unique digits and numbers are known to tell plenty of lies. So Kenyans must stop this madness and obsession with Ksh 2.9. Through prompt actions, Kibaki is urging Kenyans to see the forest and avoid the detraction from thorny trees as propagated by enemies of development. The president of actions and few words is indirectly telling Kenyans through his Minister Orengo that Ksh. 2.9b and Ksh. 1.85b are nothing but clever permutation of numbers between 0-9 nothing more. Moreover, the difference is statistically INSIGNIFICANT when rounded off to the nearest 10. The registrar at Lands office (Mr Mulee) is neither stupid nor can he BETRAY and misuse his office to change figures arbitrarily from Sh2.5 billion to Sh1.85 billion. Orengo must stop splitting hairs.

True leadership as practiced by Kibaki is evident in contracting his own Minister’s law firm to keep government secrets and business safe. You cannot fail to notice the President’s insight in directing Wetangula-Adan-Makokha law firm to act for both Central Bank of Kenya and the Libya Arab African Investment Company Kenya Limited. That is massive cost cutting if you ask me and promoting local talent plus showing trust of business to your lieutenants. Otherwise the red tape of allowing AG Wako to act on behalf of the CBK/Government) would amount to driving private firms out of business.

While our hard working president is busy meeting brother Leader Muamar Gaddafi on the sidelines of AU summit for further investment, some pea-brained MPs are busy disrupting peace in seeking permit to protest about things they cannot comprehend. Demonstrate on what for what against whom? Well our police have shown their capability to guard grass for weeks on end and the DOMO MPs are well taken care of. And by the way why would they strive to lock the kraal when the horse bolted long time ago? The brainy CBK Governor Prof Ndungu witnessed and finalized the transfer of GR almost two weeks ago on June 20. By the time the loud-mouthed MPs would be demonstrating, the new owners would be almost 24 hours old in their job after the OFFICIAL takeover last midnight.

Kenyans interested in development must all rally behind President Kibaki who is sparing no effort to make a clean sweep of what was left from Moi’s ruinous 24 years. All the hot air about PAC grilling and cabinet sub-committee is an attempt by a bridesmaid to have a piece of action during the real maid’s big occasion. The pecking order is clear and juinior ministers like Orengo will soon be disabused of his activist mindset before he mellows with responsibility. Kazi iendelee.

I am not so conversant with the procedure of transactions but what is out there now is illogical by common sense. Apart from some basic steps missing, like bidding and the value of the hotel being too cheap to deserve, the secrecy that surrounds the deal is filthy foolishness and utter disregard to Esteemed owners of the land- Kenyans.

  4. You write pretty well, but the logistic are amazing skewed to a point where mathematically, it rounds of to ZERO. Kibaki was scheduled to attend the meeting regardless.Indicating that his trip was a show of leadership is mere nonsense. What he should have done to show leadership to the rest was to condemn what went on and is going on Zimbabwe.I could at least be convinced. As always, he not only mumed on this issue, but interestingly, he has been mention in the whole deal. Now his son's name is coming out.

    What is actually true to his character is his failure to get things together and handle his business, but i guess, when you rig yourself into power, you can not condemn another regime that probably borrowed from you.

    The reason why all this is happening is true to one thing, He is as usual tired, has lost the appetite to govern, and is of course outsmarted by almost everybody in the system. He is ready go home.

    And don't even talk the number talk about permutation and combination. those are hypothetical math games meant to get you trough your statistic class.Now if you were keen enough, that is if you ever took that advanced statistic class, you will realize that actually the difference between 2 and 1 are significant.I am also convinced that none of those who sold the hotel knew anything about numbers, that is why they are not sure how much was actually paid for the hotel.

    I can almost bet you that between Orengo and Kimunya, one of them is not getting enough sleep now days, I won't mention the name, but soon or later, regardless of the outcome, which at this point we all know, nothing will happen,someone's legacy will be in the toilet, while for the other, it will be a shining light for exposing the hyena within.

    As the controversial sale of the Grand Regency Hotel rages, it has emerged that the strategic Kenya Pipeline Refineries Limited is on the verge of being sold to Libyan company, Tamoil.
    This follows a deal reached when a delegation led by President Kibaki visited Libya last year.
    And Safina party leader Paul Muite Sunday opposed the sale, saying that the Libyan investors wanted to buy the crucial public asset at a throw-away price.
    Mr Muite said that an Indian firm, which had won a tender to buy 50 per cent of shares being off-loaded by private firms, had been rejected in favour of the Libyan investors.
    "The Indians had offered 10 million US dollars to buy the Shell, Chevron and BP shares. They were further to give 15 million dollars for the upgrading of the refinery. However, when the deal was about to be concluded, somebody intervened and said the shares should be sold to Libyans. The procurement procedure has been violated and another corrupt deal is in offing," Mr Muite told the Nation in his Nairobi office.
    The former Kabete MP said that the Libyan investors had kept off the tendering process because "that is not the way they do business".
    Mr Muite told President Kibaki to clear the air over the trip to Libya, saying that the assets being sold to the oil-rich country belonged to the public.
    Trade pact
    Months to last year's General Election, Kenya signed an exclusive trade pact with Libya, granting Tripoli a "most favoured nation" status - giving Libyan companies a head start over other investors when competing for lucrative Government contracts.
    Titled: "Agreement on Promotion Guarantee and Protection on Investment", the document was signed by Dr Mukhisa Kituyi, the then minister for Trade, and Dr Ali Elisaue, the secretary-general of Libya's General People's Committee for the Economy and Investment.
    During discussions with the Kibaki mission, the Libyans expressed interest in six projects.
    First was the purchase of the Grand Regency Hotel by the state-owned Libya African Investment Portfolio (LAP).
    In the information and communications technology (ICT) sector, the Libyans wanted to take up a 20 per cent stake in The East African Marine Cable System (Teams).
    Under the project, a fibre-optic cable will be built between Mombasa and Fujaira in the United Arab Emirates at an estimated cost of $100 million. The current partners are the Kenya Government and Etisalat of the UAE.
    Libya's state-owned company Tamoil also wants to participate as a major equity partner in Kenya Pipeline Company's Eldoret-Kampala pipeline, in which its equity is at least 51 per cent.
    Not disposing
    On Sunday, Energy assistant minister Charles Keter confirmed that private companies wanted to off-load their shares in the refinery. However, he said that the Government was not disposing of its 50 per cent stake.
    Other sources said yesterday that Essar Energy Overseas of India was being forced to surrender half of the 50 per cent stake it had won to a Libyan firm whose bid came third.
    The Libyan firm has also been holding discussions with the Kenya Petroleum Refineries Limited on its participation in the proposed LPG handling and storage facility in Mombasa.
    It has expressed a desire to hold 51 per cent of equity in the proposed joint venture.
    The current shareholders of KPRL have since given a commitment to sell their entire equity to new shareholders.
    According to the shareholders' agreement, the Government has the right of pre-emption if the industry shareholders decide to sell their shares.
    The refinery in Changamwe, Mombasa, has a capacity of around 72,000 barrels. The intended modernisation programme is aimed at raising the production of liquefied petroleum gas from 30,000 tonnes to 120,000 tonnes per year.
    The Indians are said to have pledged to use over $400 million (about Sh22 billion) in both equity and loans to upgrade the refinery, a process that would eventually dilute the Government's 50 per cent stake.
    Libya, whose president, Muammar Gaddafi, has been advocating for the formation of a United States of Africa, has been using its diplomatic, political and economic muscle to penetrate and invest in various countries in the region.

    Could the real KACC stand up and clarify the origins of its negotiations with Mr Pattni and the hazy matter of pricing that is at the centre of this uproar?

    Since its inception, KACC has earned the dubious distinction of frying the so-called "small fish" while the grand masters of corruption enjoy their ill gotten wealth.

    The Grand Regency Hotel sale saga therefore offers the country's chief corruption buster the best opportunity to redeem its image and climb the moral high ground it is supposed to occupy at all times.

    Been quite a while since we exchanged pleasantries here.I notice your change of style in writing.Hahahaha the true style seems to have been generating alot of heat.

    Meanwhile the person you say is leading from ahead is actually leading from the rear.What we are seeing can make sense when we look at the Sanford&Sons theatrics that were being staged sometimes in December last year at the KICC.Some things had to be sorted out before someone left office.And now that they are almost done aint it time we went for elections?

    I am not very conversant with the law but i suspect that deal is considered done and almost unreversable unless we find a president that falls in the calibre of Amin who will railroad the thugs out of town.Like someone said "Human waste is about to hit the fan"

  18. Not only Kibaki kept quiet on Mugabe - everybody did. Does this not tell you something about African Leaders in general?

    Raila asked for military intervention by the AU and this is the reply: silence, not even the slightest condemnation, just some empty words like 'please, next time do it a little bit more clever, without all that noise'...

    They should have added: learn from Kenya, Uganda, Nigeria and all the rest..... you can cheat, steel and loot your country..... like we all do ... but be careful not to create too much attention.. let the socalled neutral observers come in, but make sure they only see what they are supposed to see and keep your secrets hidden....

    And just in case, you are still not sure how to go about it: ask H.E. Mwai Kibaki - he has proved to be a real expert.

  19. What a cheat: Now the version is that it was a Kenyan Company buying the Hotel.....

    Are they really that dumb to think that we can be fooled that easily?

    This African Libyan Investment Co. has a P.0. Box Office registered in Nairobi and it therefore becomes Kenyan?

    By the way, this is normal procedure. Since the asset is in Kenya, you have to register a local office to make the deal legal. This can be done even by using your lawyers address or somebody else steps in - normally a Kenyan proxy like in this case.

    But the reality is that it is the Libyan Government who bought the Hotel since this African Lybian Investment Co. is belonging to the Libyan Government with Gaddaffi's son as Chairman - and just in case somebody continues saying that this was a 'private' deal:

    There is no private deal in Libya - everything is controlled by the State, i.e. Gaddaffi's family......

    Full stop !!!!!!!!!

  20. See the similarity between the ODM(K) certificate officials saga and the Grand Regency buyers saga. In the first case the officials of ODM (k) were someone's secretary, driver and a struggling lawyer. They were aptly rewarded with a few coins and promises (which were later fulfilled after agony) with the post of a secretary of sports - even when the so called Maanzo had no idea how a ball is scored in a goal.

    Now the directors of GR are some names which can be defined as nonentity. The real owners, the Kimunya's Ndung'us and Ringeras of course plus Obako's son will emerge soon. Like in ODM(K)'s case, these so called directors will be awarded with some few coins and small promises here and there, or negligible %age shareholding as a stake before signing off transfer documents to the Kimunya & Co.

    Who said thieves are intelligent. It is only that the playing field is now beamed with bright rays that they can no longer hide.

    If Kimunya had little intelligence, he would've followed the proper procurement procedures as is proscribed and enable their proxy firm bid highest, after all he would've known other bids. Then purchase this GR at least at the cheapest 4b.

    Does that tell you where Ndung'u's and Ringeria's brains are? This sale must be revoked and the hotel returned back to the public.

    AND WHO SAID GR MUST BE SOLD. CANNOT MINISTRY OF TOURISM MANAGE IT?

  21. As I have said before, the GR deal is above Kimunya's pay grade. Only the principals (Raila and Kibaki) can tell us the genesis of the deal with Gaddafi, beginning with the 3 million dollars advanced to them for NARC in the 2002 general elections. Anything else is like grinding water into a powder.

  23. I think I've said enough on this stinking mega corruption scandal and most Kenyans from all political shades have blasted the sale and rightly so. CBK governor, KACC boss and Kimunya are daylight robbers who I would not spit on even if they were roasting on fire.

    It all goes to the culture of impunity from Goldenberg, De la Rue, Anglo fleecing and now Grand Regency. Kimunya is a sick thug and should immeadiately be dismissed and prosecuted in a court of law.

    As Macharia Gaitho aptly puts it, he must be either very foolish or very brave to defend this sort of open corruption. The Treasury has become a den of crooks, thieves, liars and cheats.

    For the first time in as many years, Kenyans including Kumekuchans seem to agree on one thing.... Kimunya's head on a plate.

  24. The saga of the GR reminds me of the Kisumu molasses. In both cases public properties end up in private hands making the privates owners billionaires. The public then turns around and rewards these leeches with elective offices and hero-worship.

  27. Many of you can complain about Kibaki, but the rest of the world doesnt seem to agree as much. Recently attended a talk which made me swallow my words about Kenya not progressing. We have, even if its slow, and some of it has been through Kibaki's administration. Obviously a lot of work is needed and corruption is still rife but no one can say he hasn't done something.

    And what is all this fuss about the Grand Regency Saga? How many other deals occurred in Kenya that were corrupt and no one including you all did nothing? You sit there and say its dodgy which is probably true, but the truth is those loopholes have been covered so there is nothing we can do except make law reforms so that such deals are tabled every step of the way

  29. Once AngloLeasing was unearthed, Kibaki and PNU had to move fast to secure cash. There was no time to vet the lenders and scrutuinize the back end of these deals. You want Grand regency? Sure, sign here...you want Changamwe refinary, sawa, weka muhuri hapa...

    Well, the chickens are here to roost and it's time to pay the piper. Libya and a bunch of other rich folks poured money at PNU's disposal during the elections. Obviously, they did not do it for free. They expect certain exchanges for their funding.
