PNU Mandarins ‘STUNNED’ by US Support to PM's Office

PNU mandarins are reportedly ‘STUNNED’ by the announcement that the US government has pledged US$500,000 (Sh30.5 million) direct funding to sustain the development and smooth running of the newly created Prime Minister’s office. What is raising eyebrows is that the funds will be channeled directly to the PM's office and not via Treasury (Ministry of Finance).

One such mandarin is Kalonzo Musyoka’s sidekick and newly appointed Assistant Minister of Defence, Hon David Musila. He is quoted by the VOA accusing the government of US of behaving as if there are two governments in Kenya. You can read/listen to his remarks here.

While making the announcement, US ambassador to Kenya Michael Ranneberger was not sitting at Foreign Affairs Minister Wetangula’s office. He was infact making the politically unpalatable remarks in an interview with a local newspaper which quotes him saying that his country is putting "a lot of hope" in the PM’s office because of the role the Constitution has assigned it to co-ordinate and supervise government ministries.

"In a government this large, the role of the Prime Minister is going to be critical. We will work very closely with the Prime Minister in co-ordinating and supervising the Government," the ambassador said.

He added: "We recognise that critical role, and that is why we are ready to give money to strengthen the office."

To add insult to injury, the Ambassador also announced that the US had invited Prime Minister Raila Odinga to Washington "at a mutually convenient date" to be hosted by the State Department and meet with Secretary of State, Condoleeza Rice. He was cagey whether the visit would include a meeting at White House with President George Bush. Raila, Ranneberger added, was being invited to the US because of the importance Washington attaches to his role as the one "constitutionally required to supervise and co-ordinate the activities of government". Pressed to explain why the invitation was not extended to Mwai Kibaki as Head of State, the ambassador said he remained in close touch with Kibaki, adding that the President had been on a state visit to the US before.

"We are inviting the PM so that we can review assistance here and show that we can co-ordinate closely. The US has such a large partnership with Kenya and we want to ensure it is properly co-ordinated," he elaborated.

Following the desputed elections in December, President Kibaki sent a number of envoys to foreign countries in an attempt to gain legitimacy. President Kibaki appointed Uhuru Kenyatta, Raphael Tuju, George Saitoti and Moses Wetangula as special envoys to brief world leaders on the political crisis in the country caused by his disputed election as president. Government spokesman Alfred Mutua said yesterday the envoys would visit several African states and brief their heads of state about “the genuine situation in the country,” instead of relying on the international media. Uhuru Kenyatta was reportedly kept waiting and never given audience by Tanzanian President Jakaya Kikwete, who went on to support Anan’s efforts in creating a power sharing deal. It is unclear whether the other envoys made any headway because only one or two world leaders congratulated Kibaki on his "re-election". Bloggers here will also remember that Kalonzo Musyoka, as newly appointed VP, made whistle-stop tours in UK and USA in a FUTILE effort to market the Kenya Government. This was long before the National Accord had been signed.

Surprisingly, there has not been any official statement by Hon. Wetangula or Dr. Mutua on this new development regarding accredited envoys directly funding the PM.

    US is simply putting their URSE where their mouth is. The monster cabinet cobbled at Sagana was pushed by Rannenberger personally. The US is NOT NAIVE to the ELECTIONs theft and they know whom to deal with if tehy want results and not grease Kimunya's hands.

    RAO paid a BIG price in conceedding almost everything to the BANDIT and he is NOT NAIVE. Musila has to be a loyal foot soldier but that makes him no different from Mutula.

    PNU/ODM-K always narrows their operations within the box but smart politics is sampled with INTELLECTUAL COUPS.

    crisis of unimaginable proportions. the kibaki government is totally incapable of proactive solution finding and instead is mired in crisis management and damage control day in day out and every crisis is accompanied by mention of large monetary value 30b to settle IDPs, 2b already set a side, i dont know how many billion to run the cabinet, and now .5b set aside every year to house wardens.

    and 2b to buy Grand Regency, this done before published records that the AG has denied involvement, and Gitboy Imanyara raised the question, how come buyers had already come forward, yet no advert had been issued earlier, as usual, kimunya mischief similar to saf-con ipo

  8. the us ambassador's behaviour raises a very critical point and that is......elections were stolen and pnu cannot be trusted! some people seem to have forgotten just because they see agwambo walking around with general keguoya....but it is good to always remind them.

    what i wonder about is why the hell pnu is stunned? kwani they dont know they dont know they are thieves? they stole elections, they caused a lot of people's deaths. who would want to give a bunch of thugs their money? if i was a donor i would be very careful about channelling any money to the pnu anglo fleecers through the treasury!! kimunya's deals at the ministry of lands are questionable and how anyone thinks the man can handle finances without a major scandal in the offing is just downright unbelieveable.

    i have read musilas statement on VOA and boy! does he sound like a bratty child? ati even the money is not a lot!! si him he gives the pm's office 30 million just like that so that we can see its not a lot! i note he also said the US gesture created the perception that there are two governments in kenya kwani he doesnt know? who on earth believes kibaki and raila will work together amicably? that is a dream.....there are two governments in kenya for those who dont know one headed by raila and the other half headed by the thief.

    His comparision of the US VP's offiec to that of Kenyas PM is flawed. That tell you where he was intending to reffer to but found himself fumbling.

    Check the definitions at the beginning of the post.

    Does Musila sound DAZED? Hasnt Dr. Mutua been RENDERED SENSELESS and Amos Kimunya OVERWHELMED, if not ASTOUNDED? Wetangula is definitely STUPEFIED.

    In that interview, the US Ambassador says the Grand Coalition is only the beginning - and like we all know - this government is not lasting beyond 2010. We are not disbanding just yet.

    Even Mungiki knows where the REAL power lies!! The US is simply reiterating what the rest of world knows - that Kibaki is irrelevant. PM Raila is the real deal.

    The PM's visit to the US will not be complete without representation of Ministry of Foreign Affairs, so I suggest that Raila takes with him Assistant Minister Richard Onyonka. The People's Constitution is very clear on who can accompany the PM on foreign travel, and Moses Wetangula is below Mr. Onyonka in pecking order.

  24. What is REALLY STUNNING is the naivety of Raila worshippers. They see a single drop of water and shout that they are seeing River Nile. Honestly, what is 30m to be given to a national office such as the PM. Even many charitable organisations get more than that leave alone NGOs. When grown-ups ululate because of such tokenism, the ambassandor must be feeling like a cotton plantation owner back in the days seeing slaves scramble for pork served in barrels. I now agree that self-respect is an alien resource to some Kenyans. Please don't extend Raila worship to Mzungu worship. Is this not the same ambassandor who paid a visit to a petulant Raila and read him the riot act; and the following days Raila flew to Sagana to sign on the dotted lines?
    Did you hear this mzungu say he also wants to help Raila supervise and coordinate the govt - those are code words for "I want to run the govt in exchange for my 30m." ODMers be forewarned!! Before you sell your soul for a penny remember PM office is a national office which needs to be safeguarded by all Kenyans from being belittled by a mzungu who is supposed to be on a safari but instead want to govern Kenya.

    I think the fact that the US Amb, can even broach this topic speaks volumes, notwithstanding the amount in question which is relatively insignificant compared to both the task on hand for the PM's office as well as in relation to the other similar budgets for running cabinet ministries. The point made however, that our international friends are indeed stepping forward to try and find new solutions to long-standing bottlenecks that continue to clog the systems. Knowing PNU and their infantile jealousies and paranoia, it remains to be seen how they will react to block this initiative but it is certain that they will do everything in their ability including major tantrums to do so.

    On the other hand Phil, and I hope you understand that I am an ODM damu and am neither being critical or asking you to camouflage the truth, but I think whereas this represents a significant milestone in the approach to governance and donor fund relations whether stillborn or eventually to become successful, i think its premature to sing praises since its still very early in the process and immediately creates room for PNU obstacles and mischief. I think Phil we could have gained more mileage if this was worded a little different and a lot more diplomatically so as not to unnecessarily ruffle feathers, but solicit support from all Kenyans of goodwill. We as ODMers have to leave that position where we are constantly haranguing and start on the path forward with all our supporters and let those on the PNU bandwagon choose to remain where they are on hop on board. Increasingly PNU and the PNU side of coalition govt is ostracizing itself from the people through its actions, but on the other hand we ODMers are not doing enough to embrace some of the guys that are just as frustrated with PNU as we are.

  33. Mrembo - hahahaha. I'm with you all the way. I wonder why Musila's concerned if it is such a "small" amount of money. I think the "shock and outrage" is because they probably planned to starve the office of any meaningful funding but now there's a plan B.

    As you defend yourself against the slaps you're anticipating, dip your hand in an ice bucket so that when the "slappers" strike, you can strike right back with an iced pack of 5....hehehehehe.

    To all those schizophrenics talking about consequences for accepting money from the US....where do you think Kenya gets a lot of its funding to the tune of $2bn a year? I don't hear any of you whinning then. Give us a break with all this twisting of facts to serve your argument. To the "Economist" who talked about giving away $500,000 while the US is in recession.....the US economy is not going to change either way because it gave $500k to the PM's office. That money does not even cover the Federal Govt's expenses for two weeks! Just acknowledge that you are pissed off because the PM's office is getting support from outside Kenya and will not stall for lack of funds, for now. You'll breath much easier if you do that.

    nobody has said here that 30million shillings is a lot of money!! it probably cannot even buy the grass gracing the lawns of our honourable prime minister's compound leave alone his house! so no we are not celebrating coz its a lot.

    the thing is, america has chosen to snub the half of government led by the thief.....and their action has shown they have no faith in the 'kabaki' government!! end of story.

    and those thinking that agwambo is being naive by accepting americans money...then maybe you should ask your president what kind of blackmail americans used to get him to sign the peace-deal!! then we will know who's been used by the americans!! you only see agwambo-zenu hamuoni.

  39. The biggest problem we have here is that we dont have any PNU insider posting anything on this blog.All we have abundantly are some pedestrians posing as analysts and reactionaries at that.

    If we only had any one sound insider and one who doesn't rely on reading the days papers and plagiarising the stuff they read then the lines that the posts here are biased would be a thing of the past.

    Coming back to the story at hand,the gesture by the US towards PMs office is telling on how the world rates the current presidency and its cohorts.It shows how fatigued not only the locals are but also how fatigued the world his with the loud hegemony of one corner lorded over the whole of Kenya.

    Personally am fatigued with some guys from the same corner in my work since we work as a team.Even the best known ethnic groups to be proud aint that proud after all like the guys from the same corner.So long live RAO's dreams for Kenya.

    I wish to remind all the Kikuyu haters out the following:

    1. There will never be a Lesotho.
    2. Kikuyus are going to be in Kenya for ever.
    3. Kikuyus will remain the largest ethnic group into the 22nd century and beyond.
    4. The aggregate wealth in the hands of the Kikuyus will continue to dominate in the national economy. And as we move into a knowledge-based economy, the Kikuyu dominance will just be overwhelming in some sectors of the national economy (already this is slowly emerging in the financial services sector).
    5. The above facts will remain true whether Kikuyus are in power or not. Remember Moi tried to destroy the Kikuyus economically for 24 years but couldn't. Instead, he ended hurting the national economy. A recent case in point: you remember the "let us boycott Equity Bank" song - now preliminary data show more non-Kikuyus rushed to borrow money from the bank to buy the Safaricom IPO shares. Just food for thought.

    I re-state these facts, not to inflame your hatred further but to show you the futility of your enterprise. Also, I intend to remind you to spend your time wisely. You can spend your time listening to your political idling leaders talk about Lesotho until you get into a depression and commit suicide, or you can opt to live a more positive life of reaching out. If you could cease for a while this tribal cacophony of yours, you would be surprised to see how many Kikuyus are ready to co-exist. However, if you decide to commit suicide to end your hateful misery, there will always be a Kikuyu around the neighbourhood to sell you a rope!!!

The USA government with it's intelligent apparatus knows exactly why they preferred to fund the PRIME MINISTERS OFFICE DIRECTLY(already sources say the finance and treasury departments were giving the prime minster a hard time- on basic funds- to frustrate him) I think this was the best way to cut the chase of Kibaki trying to control as usual!!

    Why haven't you wealthy Einsteins collectively come up with a solution for the IDPs? They are sitting in the camps exposed to the elements, contracting all manner of ailments, dying unnecessarily, likely underfed, malnourished, etc. Wouldn't that be a worthy cause for the immense wealth, intellect you and your kind have amassed over the years? Why don't you put it to good use, you know, show the rest of us how it's done???     Seems to me this coalition will not last to December 2008.

    If the PM's first meeting was snubbed by PNU ministers, how will they react when the PM starts digging into their ministerial affairs?

    And you what, I think the only person who can put an end to this is Pr. Kibaki. Explicit instructions on pecking order as well as unequivocal order to ministers to co-operate with PM should do the trick. But methinks the Pr is the one engineering all these so as to frustrate PM. Fence sitting in crucial matters as these wont wash.
