Breaking News: Raila Announces Cabinet Agreement Breakthrough

ODM Leader Raila Odinga has announced that his party has finally reached an agreement with President Kibaki's PNU on the formation of (can you believe this!) 40 ministry grand coalition cabinet.

Raila confirmed that the grand coalition cabinet will be named on 6th April 2008 which will be a Sunday and be formally sworn in a week after on 12th April 2008. Surprisingly, both days will fall on Sunday!

The news has been already been published by the respected International Herald Tribune. You can read the story here. It has also been locally reported exclusively by the new K24 TV news channel.

The announcement comes soon after a terse statement by Chief mediator Kofi Annan in which he said: “The situation of the country dictates a coalition government in which the two parties, Government/PNU and ODM, will be equal partners.The Cabinet will be shared equally with appropriate portfolio balance, thus enabling each party to see itself as playing an equal role with the other partner."

    Fact: Kibaki is not only a hostage of Mt. Kenya Mafia (Athuri), he is also a stooge of the same group whom he has to consult before sacking. No wonder he called an illegal cabinet meeting to discuss the cabinet stalemate!

    Fact: Mwai Kibaki, now serving his last 'term' does not care or is least concerned about the cost implications of this humongous cabinet and has obviously asked ODm to accept it because he cannot (or fears to) sack his current ministers.

    Fact: ODM initially proposed a 34 ministry cabinet ONLY because Kibaki had hurriedly already appointed 17 ministers while mediation talks were in their infancy!

    Fact: This country is headed nowhere and the grand coalition will not last beyond 2 years. Reason? It is a classic case of trying to mix oil with water.

    Fact: Museveni has been proved right in his remarks at the AU conference in which he attributed Kenya's post election problems to weak and unfocused leadership. Leadership that has scant respect for the law and leadership that does not understand the priorities that this country must address.

    Wakenya; poleni sana. Iam already getting sick just thinking about the fact that Kenyans will now have at least 80 idle and highly paid assistant ministers.

  7. Kweli sometimes people have to compromise lakini this doesnt look good to me. Even if that coalition government is formed and sworn in, i totally agree with Phil that it will be tough for it to speak with one voice. Mutua had it hard but am sure his successor (yes, am hoping aloud)will have it evn harder, and from the word go. Sasa ni maombi tu because short of divine intervention i dont see Kenya rising back to where it used to be.

    And with that am only taking the safaricom shares worth of the down payment that i had made, which is for minimum. I dont things are going to be any rosy, the die is cast.

    the gava eats 37% of my salo with 34, someone help me how much are they gonna eat now we have 40 plus PM and 2 DPM.

    This country needs a different crop of leaders.
    We could borrow Paul Kagame for a year only.

    I think that idea of East African Federation with Museveni or kagame as head is not so bad after all. Our kenyan leaders are all shit

  10. My only hope is that even if we have 40 ministers or 10 that the coalition thing can achieve the necessary constitutional and institutional reforms in max 2 years.
    Actually I can live with bad roads, congestion and whatever else Uhuru Kenyatta can dream of to make life miserable for us poor folks, as long as the above reforms are undertaken.
    After 2 years we can disband the gava, send the thief to Othaya and go back to the Polls- we might even have a new candidate for President. If I may continue with my line of day dreams we can then have a lean clean cabinet with 50% non parliamentarians, only then can we say'' kazi ianze sasa''
    In the meantime i'm not looking forward to the changes RAO and ODM promised- I'm hoping for the one big change on Katiba na Kivutu tafadhali afutwe bila machozi.........If only Mutua could get fired too- oh i hate that guy bcoz of the nonsence he spews...

  12. My further take is that Kibaki was threatened with defections if he sacked anyone from the current cabinet.

    40 ministries are meant to appease the likes of ODM-Ks, NARC-Kenyas and Shrikishos. I bet Mutula Kilonzo is quietly rubbing his hands waiting for the flag.

    How this is wholly being blamed on Raila/ODM, I dont understand. Raila did not steal elections. Raila did not deploy police to tear gas and shoot innocent civilians. Raila did not ever refuse to agree to a grand coalition nor dissolve any cabinet.

    The war is just starting and even after agreeing with ODM, Kibaki has still to sort out his own PNU by appointing a deputy PM. Will it be Saitoti, Karua or Uhuru. I am putting my money on Karua, minus the Justice ministry.

    ODM, it seems, will also be getting finance ministry as Kimunya heads back to his former office at Ardhi House.

    Hopefully AG Amos Wako and Civil Service Boss Francis Muthaura will both be sent home and their positions given to younger, preferably women, Kenyans. Some pre-historic PSs and MDs should also pack-up and go.

  14. This is bullcrap. Phil, even you can't spin this and make Raila look good. Why is it that it's always Raila that has to concede on everything? Very soon, he'll turn into another of Kibaki's puppet.

    So what if some of the current (and useless) ministers threatened to defect from PNU? Who gives a crap if they do? That's not RAO's problem and that should not be an excuse for him to keep on giving in to PNU demands. I bet next he'll say that Ruto can't be in the new cabinet either.

    I am so mad. Mad, mad, mad. Mad because Raila is seeming more and more like a sell-out everyday and he seems to be negating every promise he made during campaigns. Makes me start wondering if it's a good thing he didn't become president after all. Perhaps this is a taste of what his presidency would have been like: more of the same old shit.

  15. I have never read such thoughtless and unfair comments castigating Raila and letting the real culprit, Kibaki, go scot free. Kibaki stole the election, and people died to protest the stealing. Raila & ODM compromised to stop the killings. Once again Raila has compromised to get past the impasse and start the process of constitutional changes, reconciliation and economic development. Surely, the blame should be directed to Kibaki and PNU who have consistently thrown the wrenches in the works. Pragmatism dictates that one studies the situation at hand and opts for the least detrimental path. It will be very unfair to judge Raila & ODM in this muddled arrangement due to the initial stealing of the election. Our only hope as Kenyans is to exert enough pressure to get the constitutional reforms that will make it illegal to, ever again, subject us to the utterly despicable events we have seen this year.

    I feel so exhausted, I need to get leave away from Kenya bcoz its draining all my energy.
    Can u put yourself in RAO's shoes with the usual pretence we like to put up on calling on the two principals instead of telling Kibaki to his face to do the right thing??
    He might not like the 40 ministers or even the ministries hawa wezi will concede to, but are we going to just keep standing our ground so no one moves??
    I used to like the tough talking RAO who would not move an inch, but I prefer the new one. We have new kids on the block like Abwabu coming up to replace that RAO so don't worry but plz cut the mzee some slack... PNU will keep pushing and pushing, and RAO will keep conceding and conceding until one day he'll find himself backed up against a wall with zero power or influence in government. I understand that he has to concede to some things, but he also has to put his foot down sometimes. What has PNU conceded? HUH?

    Like I said, next week you will hear that Ruto can't be in the new cabinet because PNU is opposed to it. Will you still be ok with that? There is such a thing as drawing a line and not simply allowing yourself to say "yes" all the time. PNU are gonna learn that they can demand whatever they want and in the end, RAO will always give in. That's not the mark of leadership to me.

    40 Ministers and probably 80 Assistants???? IF Raila wants to stay on the right side of Kenyans, he better do 1:1 ratio with this. 1 minister, 1 assistant, which is still too much. Better still, DO AWAY with assistant ministers.

    He has my vote If and ONLY IF Raila does this, otherwise, ODM must reconstitute and jump into opposition, then again we are talking about politicians, integrity is a foreign concept.

  27. I second you on that one Anon @ 7:26 AM, We don't need assistant ministers. If we are to have 40 ministers then why do we need another 40-80 Assistant ministers? Just how rich are we. My take, lets have the 40 ministers (they should have some idea of running these ministries), lets have executive PSs and let the 2 run the ministries in overdrive. No time to politic. The rest of the MPs to check their ministers in parliament so that those hell bent on corruption or are non-performing are shoved aside as quickly as possible.

  29. Statistics plus street smarts = 40 ministries!

    Both men have been held hostage and I bet more pressure will be on RAO bcoz Kibz doesnt care. Raila still has some gas in his tank and will need all of it to "supervise" 40 ministries. My take is this, with ODM being in gova, there will need the 20 ministries to use as resources for the next elections. They already have a majority of MP's so the need "flags" to maintain, influence and stay in gova for another 10 yrs. We can shout our heads off about the 20 ministries that they will get but none of the MP's will complain. Why? Bcoz one of them will be a minister or a$$ minister so either way, they will "eat". U and I the common mwananchi will grease their pockets every month and we wont see them till the next 5 yrs when they come begging for votes. (Yes 5 yrs not the 2 yrs I've heard people saying because they want to eat as much as they can and there is no guarantee that they want to face the electorate again in 2 yrs).

    Now that they will be eating, u can first forget about relocating the IDP's. They will continue to languish in poverty and diseases till it directly affects all the MPS. (Not some BUT all!).

    Do u really think that this parliament will work on Land Reforms? NO! If naming a cabinet took forever, the issue of delicately pleasing tribal chiefs and relocating IDP's will take another century and the next 5 yrs will be here b4 we even know it. So for all those thinking that this parliament will do something with the constitution, bado tuta ngoja.
    Our MP's will then be voted out and the next batch of MP's will realize that they better step up to have a chance to b in the next parliament.

    Just FYI, do u see Ruto getting the Internal Security docket?

  34. My suggestion: PNU and ODM do not form ONE Government - but TWO..... each of them appoints 20 Ministers for the same Office, and then the race should start: who is reaching the envisaged goals faster and most efficiently.

    They should get a time limit of 2 years and then present each of them their 'Credentials' - and the better one continues for the rest of the time until new Elections.

    The 'looser' is sent home to start learning from scratch, even without keeping his seat in Parliament.

    Would this not be the best solution - a run-off between PNU and ODM under the slogan 'who has the better brains and most efficient men?' -

    And the 'winner takes it all' !!!!!!!

  37. to be honest there is not a single mp in that parliament who is with the people!! they are all greedy pigs...if odm was really sincere and wanted less ministries and kibz still wanted his 40 they could drop the six on the yet to be created ministries that way they would maintain the current 34 (which is still too much)and therefore avoid blood sucking the tax payer-but you know what people? they didnt!!

    Gentlemen men, NO assistant minsters in the 40 cabinet line up. You must know that Kenyans of all walks of life are very unhappy with your bloated new proposed cabinet alinments. It is shame that women and young girls are being raped in IDP camps, children diening and you are lording more burns on the Kenyan people. Let the 40 ministers be inclusive of the president, PM and his two deputies. Lastly Raila you have lost 40% of support from Kenyans, especially the Kenyan communities living abroad who have supported you and support Kenyan ecconomy.

  41. I love how PNU maniacs [oh no, they're the politically astute, enlightened bunch]jump in to blame ODM when there is public outrage over an issue. Where were you all when PNU was talking about cabinet of 44?? At least the ODM maniacs as you call them have the guts to challenge their party for its missteps (perceived or real)while your standard response to everything is "Raila's fault, didn't he/they oppose this before, they just want power, ODManiacs are in prison". Maybe if you challenged your party and didn't just support every policy without question, they would do better.

    Also, when "Raila"/ODM holds out while they negotiate, they are power hungry, selfish, don't care about IDPs, and Kenyans at large. When they compromise (or are perceived to) then they are powerhungry, selfish and greedy. How schizophrenic is that? SHM! Bottom line we don't need a cabinet of more than 15/16. So, both parties have failed the Kenyan taxpayer on this one. How about we assign some collective responsibility for once???

    There were some tough decisions to be made.

    First i dont buy that PNU MPs would defect. where would they defect to? certainly not ODM, they would not be welcome. they would simply jump from their ship to oblivion.

    Second, if its true that kibaki as the imperial president he is now, was held hostage, then it affirms that he is just a puppet and the real puppeteers are not elected kenyans. why is this man then the president of kenya?

    Third, ODM are in the unfortunate position of take some or nothing. to make any headway on constitutional and institutional reforms, they must have some minimum clout and like it or not, this is the only way out.

    Finally, lets work up all kenyans to stand behind the fact that this coalition and government must not exist beyond 2009 and elections have to be held within 2 years. we cannot afford or sustain a 40 ministry cabinet. just think of all the fuel guzzlers, office space, etc etc and each with 2 assistant ministers, 40 PSs, I dont know how many under-secretaries and of course the elaborate security detail and the coat tail handing sycophants.
