Breaking News: Kibaki Names Grand Coalition Cabinet

I am still working on the list nobody else has divided PNU and ODM Ministers but I am trying to and here is what I have so far -Kumekucha

  4. Am not sure whether this is all we waited all along. All the same this will only work if the job descriptions are well put, clear and conscise. Otherwise, we have just moved from raila\kibaki woes into ministry boardroom wars. For heavens sake what would Anyang and Mungatana discuss. Kiunjuri and Ngilu.

    My dissapointment on ODM is on the following; Kajwang, Ntimama,fred gumo and mwau. Raila could have got better persons. If this is what he promised us. Am dissapointed. Kajwang is better off as a cheerleaders, gumo of the jeshi la mzee fame. He should have made a good assistant minister. Mwau will only finance odm - what else. The latter two are spent force. Is this the change RAO kept promising us. Am just dissapointed. Rao has talent in his ranks and surely this is all what he can do. I now agree these two guys do mean well for Kenya. They have just confirmed. The two tribes of kenya are the - rich and the poor. The poor only fight for the rich to enrich themselves further with power. I expected a ground shaking announcment about cabinet. My expectations were not fully met.

    There is no way the opposition was going to get Defence, Foreign Affairs, Finance etc.

    Let those remain in PNU hands, where their chronic inefficiency will continue to remind Kenyans why we voted them out in 2007 and why we will do so again in 2012.

  9. How mama Ngilu will be controlling Ukambani:


    Ngilu is in charge of the influential Water and irrigation ministry where she will decide which village to have water and you know Kamba land has no water. So any Kamba MP who wants to have water or improve farming in his/her constituency must beg Mama Ngilu. She also got Wavinya Ndeti and Harun Mwau (Kamba's richest man) on her side after she persuaded Raila to appoint them as Assistant ministers.

    On the other hand, Kalooser has got nothing. No other Kamba Minister apart from him and his ministry is for jails and nothing more. No substance at all. No meat at all. Nothing! He could only get assistant ministership for Gideon Ndambuki, Musila and another guy from NEP: Sasura. What a pity. In both cases, he has been defeated and outshone. Kudos Mama Ngilu. You are the boss.

    For God's sake what does this minidtry do that Nairobi City Council won't do? And who will NCC report to? Mutula Kilonzo or Local Government Minister Mudavadi? And what does Industralization ministry do that Ministry of Industries does NOT do? And what will Heath be divided?

    Are you there? What a GREAT DAY for Kenya. Portfolio balance Kitu Gani. That is 'our irreducible minimum' Energy, Defence, Finance, Foreign Affairs' Vipi. I said, some ministries cannot leave the presidency and it has come to pass.

    We PNU control the top ministries, and I said the ministries ODM were crying over had connection with the presidency. Hata Mifupa ni ya Ngombe. Accept what is there or defect.

    Anyway, if you like Kenya (that is if you voted for PNU, Ford Kenya, ODM-Kenya, NARC), you hate Arsenal (that is you support Manchester United, Liverpool, Tottenham) lets all meet at the Horse and Cart Pub, outside Highbury and Islington Tube Station for a big party.

If I am living in the PAST, then Raila who is living in the FUTURE should have known that a minister is a minister and he should not have insisted on having Finance, Foreign Affairs, Energy, Information, Justice and all those ministries that he was clamouring for.

    So, it has now beckoned on you that the ministries are not important yet the whole week you have been shouting your voices hoarse, uprooting the railway, torching houses and all. With PNU occupying the most important ministries, why does Salim Lone or Prof. Peter Nyongo call for Mass Action or Economic Sabotage?

    Ministries don’t matter you said, then why were ODM insisting were on 34 members in the cabinet after Mwai Kibaki named 17 the other time.

    Anyway, poleni. There is always next time. There is a Swahili saying that ‘Muosha pia huoshwa’. This time, ODM were taken to the cleaners proper. Wait for 2012.

    But think of Beth Mugo and First Counsin Uhuru Kenyatta being in the same cabinet. and Raila's own brother, Oburu, one of the best economists in the country an assistant minister. Not different from the top Planning job he had being venturing to politics.

NATURAL JUSTICE is what I can say... who ever thought he or she will govern this country Kenya with the support of part of the Kenyan population ends up getting part of the government not all of it. So let that be a lesson to both ODM,PNU and the coming gangs posed as leaders. ODM thought it will govern the country through the support of only 6 provinces. Like wise PNU thought it could with 2 provinces. I believe that was just wish full thinking.
    The rule of the game is to get the whole country or 99 % behind you, then you get 100% of the cabinet alone. By the way since when did lions feasted on the leftovers of hyenas and got satisfied with it…ama they were all hyenas posed as lions . ajabu Kenya yetu

  30. Now you have changed your demands to constitutional reforms? What a poor lot you are? The New Constitution will not be there in the next ONE YEAR. GIve it three at the least. Sikia hiyo.

    Today, I am interesting because what I have been telling you is true and what you have been imagining and the fake cabinets that you people have been writing have all turned out to be false and not in line with what you thought.

    People had so and so in Energy, Finance, Sports (Sambu never even made an assistant minister); Khangati is only an assistant minister. I will keep on being interesting, and PBU will be in charge of the government and what’s more, Uhuru Kenyatta is Deputy Prime Minister.

    Next election time, do not tell the Kamba that they are a small tribe. They are just as any other tribe in the country and the fact that their candidate is standing against your candidate does not make the whole tribe small. The Kamba have an equal number of ministries, like other big tribes at influential positions.

    Lets wait for the first corruption case.

His equally imbecilic brother in arms Balala has Tourism but no Wildlife. That means the Lucrative Game Parks are out of his Docket. Fantastic again. So much for the proponents of "Lesotho principles". Hehehe. Balala can spend more time at the Coast doing nothing.
    I am very happy for James Orengo. He deserves the Lands docket and i am sure he will sort out the Land mess in the country. Good for him. About time this Man's talents were recognized.

  35. Deroo, this is another happy ODMer - RAO did well :). The only people being taken to the cleaners come 2012 - I think it will be a lot earlier - are PNU or what will be left of it.

    Question is: Will it be Judas Musyoka or 'Nyayo project' Uhuru taking on the captain ... or will it be both, hehehe? Let's not kid ourselves, PNU has is a dead 'party' walking.

  36. Kimi, if you look at that set-up, apart from Local Government where the ministry has gone back 'home', PNU top guys will enjoy the upper hand. PNU only lost local government and instead took in TRADE, which is a more lucrative portfolio.

    Look at John Michuki in Natural Resources, the Wildlife Ministry and Forestry of Noah Wekesa, and the weight it carries, in-charge of the resources countrywide, I think ODM have lost the larger plot.

It will take two months to celebrate being appointed ministers, two months to talk about who will be in the committee, two months to fight over what is to be changed and what not and another three months to fight in the newspapers over it, a minimum three months to collect views, that will be mid 2009. there after, the same process will begin.

    And with the division in parliament, mtangoja. TENA!

They are only interested in their own interests.   53. Kumekuchans, let not who got what ministry bother you so much. At the end of the day a competent/zealous/dedicated person will always shine wherever he/she is placed. Remember Matiba? Every ministry he was put in became noticeable. The converse is also true. Put Masakhalia in any Ministry and it will die...including Finance. Infact, the Ministers with smaller Ministries should be able to shine because they can monitor them more closely. All they need is to add flair, flamboyance and business-like attitude to their work. they should also make friends with the press to report on all the (good)things they do.

    Deroo, you talk like you are one of the ministers newly appointed. What have you personally gained from the ministerial line-up? If something goes wrong we shall all suffer and if it goes right we shall all benefit. We are all Kenyans and this "I-told-you' bravado and braggadocio of yours does not make you a better Kenyan than the rest. And even if it does, what reward will you get for it? After all, none of us debating on this blog had inside information and we were only making predictions based on the little information we had and to some extent, on expectations and wishes.

    One hurdle is behind us, let us now talk about Agenda 4 and the new constitution that we need to have ready within 12 months.

    Because of the bloated cabinet, I WILL NOT ATTEND THE SWEARING-IN CEREMONY EVEN IF I AM INVITED WITH A GOLDEN LETTER.

  57. hey- there is indeed an opposition in parliament - i can see where you are coming from- a minister will not be able to pass signatures like before- if an assistant minister rejects it- so example before ministers were the only voices- but they have place under each minister an opposition assistant minister- i think there will be kelele mingi sana- it will be a tough ride for all this ministers- each opposition will be informed of what the other will be doing- they can't hide anymore that is the gist i get from the line up- opposition is within the cabinet line up- pnu and odm they will both be watching each other closely no more hiding files or contracts e.t.c

    his odm assisstant minister will querry and make sure that they are tendered properly- no more giving out freebie's to his cronies without it ending up in the press:):)

Raila, take note that you have let us down but we give you one more chance to up it. Make sure you deliver... make sure PNU has no chance in 2012.     For those of you who are disatisfied with the cabinet line-up, it is time to go uproot the railway line and eat metal, or agree to be happy passengers in the PNU Air-Express.

    When Raila suspended the negotiations Kibaki sent the US guy to tell him to stop his lakeside manners. RAO realized his PM escort could disappear and Ida's security as well. So, at Sagana Lodge he was simply signing on the dotted lines and having fun eating mutura. He was told in advance that he should not go there to talk about money (Finance), or security (Internal, Defense), or external relations (Foreign Affairs). Those dockets require non-emotional, steady hands; and such hands are not currently available in ODM with the exception of Orengo (and his hands are full with Lands). Don't despair hata mkia ni nyama.

    For those who choose to be dear passengers, welcome aboard and remember, we will be cruishing at PNU speed with Captain Kibaki assisted by Flight Engineer Kalonzo. Raila will happily supervise and coordinate the refleshments. We hope to arrive on time. Enjoy the ride and thank you for choosing to fly with us.

    i get your point -yes there is no more absolute power vested on any minister- why?? because the in each ministry you have a minister from each party but the assistant minister is from the opposition party- this two have to work together in agreement on how to run each ministry- it will not be like before where by the minister and assistant minister were both from the ruling party!!!this in itself has created and opposition in each ministry! and you are right looking at other coalition governments around the world- this is why the line up is this way- to have check and balances in place

    in actual sense there is no winner here both PNU and ODM will be on their toes in each ministry- what i fore see is lots of in-fighting and you have the prime minster and the president to sort out this fights - but the difference now unlike before you have 2 power centers- kibaki or Raila will not sign on a deal just like that unlike the last five years when the power was vested in only one party!!

    hey they should know that was then- when powers of a minister were never questioned and this is the kenya today- the people have spoken- anyone trying to fool kenyans or do corrupt deals will be in the limelight both pnu and odm are in the same boat- so who is the winner here??irregardless of ministries shared??no minister has the full power to make a decision and ignore the assistant minster like before- they do not serve the same parties- so each has to muscle in or make sure they know what is happening not to be caught unaware with scandals rocking their ministry

    i maintain no winners here- the ball pack is what happens in each ministry -and who will be caught with pants down in corruption or not doing their work well- already kenyans are not happy with the cabinet od 41- so this MP's who were fighting for positions before i actually feel sorry for them- this is not like before when they could do what they wanted and hide behind their ministerial titles-
    kenya has changed for ever they have to deliver !kenyans are tired- you wait many may not be back in cabinet or parliament next year according to how well they worked:)

  87. hey i grabbed this from jukwaa post- this is a good summary if one wants to look at it :):)


    There are so many bizarre things in this cabinet. The size is outrageous of course, but we knew that was coming even when PNU tried that 20 cabinet joke and the ODM tried their 30 or less gimmick. So there both sides suck.

    There are so many useless ministries it is not funny. Let's start with that Public Health Ministry. That is a department in the Ministry of Health now called Medical Services. It is a ministry that will have some nominal budget if any and will have no impact. It is basically a flag for Beth Mugo.

    Then we have Nairobi Metropolitan ministry. Already they have Local Government and NCC. Basically I see this ministry as just another flag for Kalonzo's boy Mitula Kilonzo. It is a pity what they have done to Kalonzo. Why not give Mitula the Justice and Constitutional Affairs docket where his skills can be used. Kibaki has basically skinned Kalonzo alive. Talk about betrayal. This is extreme.

    Many of the other ministries could easily have been merged and we could have ended up with the desired 24. But that is water under the bridge now. I am sure the pressure against public waste is going to continue.

    The big surprise for me was James Orengo as the Lands Minister. Land issues are going to dominate the next five years. Land reforms, resettlement of IDPs, dealing with stolen land, land grabbers, the Ndung'u report, idle land etc. Orengo is the perfect candidate to tackle this thorny matter once and for all.

    Prof. Nyong'o as the Health Minister is a good move. Nyong'o is a hell of a good planner. He has foresight and he is probably the right person to tackle all the vested interests in that ministry. I think that was a good call for the country.

    Ngilu also looks good in Water & Irrigation. She can have tremendous impact on the lives of Kenyans from every part of the country, particularly in the rural communities. It is a perfect ministry for Ngilu.

    Kibaki keeps his key ministries of Internal Affairs, Foreign Affairs, Finance and Constitutional Affairs. Here the ODM goofed. They gave up the Foreign Affairs and should have insisted on Constitutional Affairs in exchange, but it seems they preferred Local Government. My take though is that the constitutional change process will be controlled from outside the cabinet. If we leave the cabinet to propel constitutional reforms, nothing will happen. Internal Affairs is theirs but I doubt they will use it again to rig elections.

    The big deal for Kibaki there is keeping Finance and the strange thing is the choice of Dr. Oburu as his single assistant. As we know assistant ministers do not do much but they have direct access to information in their ministries. I don't think Kimunya is going to be a happy man having Oburu right inside the Treasury with his nose everywhere. Oburu started poorly in his first term but is emerging as a very dedicated M.P. he has been in PAC for along time and knows the operations of the treasury very well. They can't fool him around. Oburu was actually a planner in Kisumu town before entering politics so he knows a thing or two about budgets

    ODM got the infrastructure ministries they wanted but Kibaki could not give them Energy. That was a big win for Kibaki to protect power sector and allied as well as have a foothold on oil prospecting going on where big contracts are coming up. It is going to be upto Raila as the PM to pay very close attention to that docket and Kiraitu being a pragmatic fella is going to make sure he stays in the good books with his boss.

    ODM getting Agriculture with someone like Ruto who is known to have smarts and good work ethic is a good move. Ruto knows he is under a lot of scrutiny and I think he is going to work as hard as he can to stand out in that key ministry.

    I am personally going to be on the case of the Fisheries guy. That ministry could transform lives in Western Kenya ( Nyanza, Busia), the the Turkana area and at the Coast. In the past the Fisheries docket was basically ignored and yet the income generated from fisheries is huge and can even be doubled if some fresh ideas and resources are brought to bear.

    Overall the size of the cabinet ruins anything good one might want to say about this new cabinet but from a political point of view, ODM has done very well. They have done perfect regional balancing. All their key constituencies are well taken care of. I don't know about having Omingo Magara as an Assistant Minister in the DPM. That is weird but may be there is something they know that that we don't.

    The other thing ODM has done is to rope in a few independents like Onyonka, Mwau and a few others to ensure that they have the votes to protect the PM against any mischief from Kibaki and PNU. ODM now has a healthy majority with their new allies and will basically control parliamentary agenda except on issues where they need two thirds majority. That is the silent bomb in this cabinet. ODM takes a commanding control of the lagislature with the Speaker as well. They have no excuse whatsover not to initiate major changes and influence the direction. Basically nothing can pass in parliament without the approval of ODM, not even the budget. We have to push them now to set up proper parliamentary oversight.

    ODM should set up a team with the likes of James Orengo, Abu Namwamba and a few others to form a team that will explore all possible parliamentary reform iniatives and set up their parliamentary agenda. The ODM effectively has the parliament at their fingertips. They have to take that very seriously and we are going to be on their case for that.

    Politically Kalonzo has been smoked. They do not have a single ministry of any significance but expect Kalonzo to put a brave face but he is in a lot of trouble. Also the Uhuru move now makes it clear the myth that PNU may rally around Kalonzo in the Kibaki secession equation has now been exploded. Uhuru is Kibaki's preferred successor.

    Ford Kenya is equally smoked. Wetangula stuck on to the Foreign Affairs. The best he can do there knowing the way Ford K operates is to get a few relatives some jobs in the diplomatic corps etc. Kombo is headed to the back bench. It is strange that Shoita Shitanda who is allied to ODM was given back his Housing docket.

    The next big thing now is to see how this humongous cabinet gets to work for the whole country and forget their party allegiances and work as a team with so many challenges. Reconstruction is number one including the IDP issues. There is a looming food crisis in the country. The health infrastructure is a mess and already cholera is wreaking havoc in the country. We have the katiba issue as a defining agenda for the country.

    The big elephant in the house of course is to see how the role of the PM fits in all that has to be done. Constitutionally Raila is now in charge of the cabinet and all aspects of running the functioning of the government. Technically Kibaki can go back to State House and just show up to chair cabinet meetings every week. The first task is going to be developing a plan of action may be a sessional paper with a clear agenda of the key priorities for the GCG and some time lines.

    I know people may be disappointed but we will take it from here. There is a lot of work a head. At best this is a temporary government. The constitutional battle is going to strain it to the limits. So I can for see a lot of tremors and a lot of storm to be weathered

  89. @1:57, thanks for that piece. I think these guys' work is already cut out for them, but if the Kibaki-Raila dance we've seen the last 3 months is anything to go by, it will be a long road. I wonder if anything will ever get done. But, like you pointed out, ODM does have majority in parliament, so regardless of what happens, I hope they'll push their agenda and pass some good laws. The biggest challenge, no doubt, will be enacting a new constitution. If this bloated cabinet can achieve that single goal, then I will be satisfied and will even tolerate the new coalition government.

  97. We are so busy debating who has the biggest 'dick' (Deroo-style), we are missing the big picture. Notice, for example, how RAO has neutralized Judas Musyoka's influence in Ukambani by appointing all Ngilu allies Assistant Ministers? ODM has in effect ensured that come the next elections, PNU will find it nigh impossible to shed its image ... as a GEMA party. And where does ODM's little spanner leave Kalonzo... vis-a-vis Uhuru/PNU?

    The ODM cabinet selection is awash with many such gems ... PNU is Lesotho in all but name.

Kibaki and Rao are rewarding political families; Look Kibaki prezy, Rao Premier, Uhuru and Mudavadi Deputy Premiers. Is it a coincidence that all these are sons of our past leaders and worked with Kibaki? Do you see a formation of political dynasties?People like Karua who do not come from these families were left out. So Kibaki has made sure that the zions of his comrade in arms are your rulers and will continue to be so for a long time. After Kibaki these sons will bring in Jimmy and sure soon Gidi will come in to represent Baba Gidi. So people we have been used. We are the loosers.
