Annan Mediation Now Hits Brick Wall


The much anticipated success of the Annan peace mission run into a cropper this afternoon when mediation teams emerged from the talks and declared that they were unable to reach a compromise and were now handing over the crux of the matter to their bosses (Kibaki and Raila) to decide for themselves how they wish to share power.

This is to be done through the Chief mediator Koffi Annan, before Wednesday this week when ODM ultimatum for mass action expires.

Following an unexpected statement by the PNU yesterday (Sunday), ODM were early today accusing their rivals of changing their minds about power-sharing.

Annan was said to have confirmed the stalemate but it is unknown if this also means that the so-called Serena talks have been officially wound-up.

A power-sharing deal has been imminent for the last two weeks but it appears the antagonist cannot reach an agreement on the extent of powers of the proposed office of the Prime Minister. ODM has announced it will accept nothing short of an executive prime minister and that whatever deal is agreed upon, it must be entrenched into the constitution.

This blogger will monitor the reactions of Raila and Kibaki regarding the latest development and post updates.

    Kaparo was right, neither of the protagonists is willing to budge. Raila was in Nigeria seeking help, Kibaki has been sending feelers all over Africa.
    No time for self determination struggle, now is time to brace for what is to come. What the PNU people adumbrated yesterday has come to pass!.

No one wins, evryone loses.     PNU were and are buying time to recruit militia and other nefarious schemes. Now we head down the drain as a nation. I have said only succession or extreme devolution is going to bring peace to this nation. Without a new constitution (which PNU opposes) and a real government that know what a government is supposed to do. We can not have peace. By the way, what is the role of the government? ask any politician and you will be surprised

    Kenyan airport union threatens strike as crisis bites Published: Monday, 25 February, 2008, 07:37 AM Doha Time

    NAIROBI: Kenya’s main airport workers union yesterday threatened to strike in three weeks over working conditions in the east African nation, which is reeling from a political crisis that has badly damaged the economy.
    The strike could paralyse air traffic to east Africa’s largest economy, whose critical tourism sector has been hit hard by violence that has killed more than 1,000 people since a disputed December 27 election.
    Some 1,600 airport workers from the Kenya Aviation and Allied Workers Union (KAAWU) said they would strike in three weeks over issues of salary, medical coverage and transport. The union includes fire-fighters, security, ground crews and cargo handlers in all eight airports in Kenya.
    “This is a warning to future flights into Kenya to reschedule within the next 21 days to avoid any inconveniences,â€‌ said union general secretary Jimi Masege.
    Tourism is Kenya’s biggest source of foreign currency. Nairobi is also a regional hub connecting African destinations such as Rwanda, Burundi, Comoros and Seychelles.
    Masege accused Kenya’s airport management of going “into hidingâ€‌ and “using the current political crisis as a scapegoat.â€‌
    Kenya Airport Authority (KAA) denied the charge. “Those are just allegations by the union,â€‌ said KAA corporate affairs manager Dominic Ngigi.
    “We maintain an open-door policy with the union. It is in the interest of both sides to have an amicable agreement that is mutually beneficial.â€‌
    In January, Kenya Airways said business had fallen by 15%, hurt mainly by a drop in passenger traffic from Europe due to post-election violence.

They have made so many concessions but mwize kibaki can't budge. If they wanted the child (read country) to tear apart they simply would have said no presidency no Kenya. It appears the PNU are doing just that. Don't get this thing twisted.

    By the way, why would Raila agree to a deal where his boss is Kibaki and not the Kenyan people (Parliament) and yet he went into an election with Kibaki for the sole purpose of removing Kibaki?

    If this is what he wants to agree to, why bother standing against Kibaki and how is his position different from Kalonzo 'Judas wiper'?

    The only deal for the sake of peace that is agreeable to us wanainchi who voted for ODM and the people who lost their lives fighting for the democracy is an executive Prime Minister answerable to parliament and not mwizi Kibaki.

  18. Why do you think the talks are failing? It's because the PNU jerks want the PM's post to be answerable to Mwizi Kibaki, the ODM can't agree to this OR looked at from another point, the ODM want an executive PM, the PNU can't hear none of it. BTW, the coup thing might be the way out.

  23. HOW KOFFI RETURNED RAILA FROM NIGERIA.

    Apparently, the real reason that Raila was denied audience with the Nigerian President was not exactly what the ‘Nation’ carried yesterday on it’s front page. Stories from Abuja now indicate that the matter went much deeper than that.
    With pressure building on both sides to finalize a deal, and minus any additional support from the US or UK, Raila has panicked at the Government’s insistence that reforms be within the current Constitution. Raila, the astute politician, is aware that Yar’ Adua of Nigeria enjoys a close friendship with Koffi Annan. This was the reason behind Raila’s hurried chartered flight.
    When Raila sought audience with Yar’ Adua, the Nigerian President, well aware about the situation in Kenya, asked for a written brief about what Raila wanted to discuss. Raila unwisely mentioned his unhappiness with the way Koffi was handling some of the issues in the talks. In particular, Raila wanted Yar’ Adua to tell Koffi to be firm with the Government on the matter of an Executive Premiership and sharing cabinet slots equally.
    Yar’Adua quickly made a call to Koffi in Nairobi before he could agree to see Raila. It is understood that Koffi was livid at Raila’s efforts behind his back.
    After some 20 minutes on the phone with Koffi, the Nigerian President sent word that the timing of Raila’s visit was ‘inappropriate in the circumstances’, but that Raila would be very welcome at a future date to visit and stay in Nigeria.
    Raila thereafter hurried back to Nairobi in his chartered flight.

  24. I think the best thing is for the two parties to be brought face to face under Annan to discuss. Thief Kibaki is so gutless, he projects the image of a statesman in written/barked speeches but silently sends his troops to tramp any sensible concessions. Also, he probably invites the likes of Michuki to those Harambee house gigs.

    If he were to be face to face with Annan and Raila, I don't think he has the balls to keep spewing all this bullcrap. I don't think he has any balls.

    My advice to Annan is, bring the two parties face to face and lead them to an agreement. When you get an agreement, let it be signed there and then and call a press conference to make it public.

    How long shall we wait to move on with our lives?

  27. It has finally emerged that for the second time in less than a month, Raila has been declared persona non grata at a key international function. Apparently, on the night of 16th Feb, Raila sent Oburu as an emissary to Tanzania to ask that he be allowed to join the tour of George Bush in Tanzania. Somehow, Oburu received a confirmation of sorts from a member of the steering committee for the visit. However, this was a middle level officer, one Mwisheshe, attached to the trade department. It was agreed that Raila was to have no official role, nor to make any speech. For Raila, it was enough to make an appearance and be photographed with George Bush, with the photo to be used in a scoop by a local daily, headlining how Bush ‘invited Raila to discuss the Kenyan situation.’ (Never mind that Bush does not know Raila’s name, leave alone his face)
    The entire plan became a cropper when Raila, who travelled by road to avoid alerting the Kenya Government, arrived at the Namanga checkpoint. An alert Tanzanian Immigration official quickly called his bosses in Dar. Questions were asked as to the reason for his visit. After some delay in which even the Kenyan Ambassador in Dar was called, Raila was informed that while he would not be denied entry into Tanzania, he ‘should return next week, or any other time thereafter.’ Raila quietly returned to Nairobi a dejected man.

    "This is not correct at all," Kilonzo told The Associated Press, adding: "They thought this was a picnic where they would walk in and take over the government."

    And to ODM, this is indeed not a picnic. Kibaki will not give up power without the force of the gun.

    Last week, PNU sent Kalonzo ‘Judas Wiper’ to Rwanda. Do we realize the significance of that visit? The reason is very simple. Rwanda depends on Kenya for it’s economy to survive and Kagame is increasingly restless with the despotic government of Kibaki, a situation that is conducive for Kagame to support any Kenyan rebel outfit that is ready to drive Kibaki out of Kenya. Why on earth no one has seized this opportunity only boggles my mind.

  44. My view the whole negotiation thing is a space and time buying maneuver by the Dictatorship. Have you not seen the police transfers, the recruitment of new killers (police). As I have said you can see it , you can smell it and you can hear it. And I predict it.
    They have no intention of giving up anything. They just have too many scandals and skeletons in the cupboard to let any one in. Simple as that.     Meanwhile, Kibaki has to serve his five years after which Kalonzo takes over for ten, then uhuru for another 10, Karua for ten, Moses Wetangula ten and finally Mungatana for another ten. After Mungatana's retirement, Kijana Raila Odinga and his Odhiambo Destruction Movement will now be mature enough to be entrusted with the leadership of the country. We will even support him. If he doesn't behave however, Opposition Daima Milele--ODM!

  58. I have a suggestion. Expectedly, PNU has done the one thing that they know best: trashing agreements. But since it wasn't reported that they didn't reject the part that says if one party pulls out, the coalition is over and a new general election should be held, what if ODM takes advantage of that, and pulls out later (as soon as possible) to have a fresh mandate?

    Former U.N. Secretary-General Kofi Annan is the chief mediator in talks aimed at defusing Kenya's crisis.

    Negotiating teams for Kenya's government and opposition left the talks after only half a day Monday. Sources close to the negotiations said the talks had reached a standstill

    Annan, the former U.N. secretary-general and chief mediator in the process, expressed displeasure.

    "After four hours of intense negotiation this morning, the team made almost no progress on reaching an agreement on government," Annan said in a statement. "I had to conclude that they were not capable of resolving the outstanding issues."

    Annan met with leaders of both sides Monday to implore them to come to an agreement.

    A senior aide said that Annan "believes that if genuine political will had prevailed, the problems could have been resolved a week or two ago. He has suspended a lot of important activities to help Kenya. And if this foot-dragging continues it is unlikely that he will be able to hang on."

    Annan on Friday asked for both President Mwai Kibaki and opposition leader Raila Odinga to "give their negotiators clear instructions so that we can more swiftly to a conclusion," sources with Annan's team said. But sources close to the negotiations said there remained definite sticking points to finding a solution.

  65. When Annan was invited by the AU to help mediate the Kenyan crisis, PNU through Michuki a.k.a Rattlesnake, said he was not welcome while ODM rushed to embrace his mission knowing well that he would fail. ODM’s position was informed by five years of having witnessed Kibaki’s treachery.

    Now that the whole World has seen what Kibaki is made of even after being told by Condi Rice that “power sharing has to be real and not an illusion”
    it’s time to kick Kibaki’s butt.
